{"id":104987,"date":"2025-12-22T15:30:07","date_gmt":"2025-12-22T15:30:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/104987\/"},"modified":"2025-12-22T15:30:07","modified_gmt":"2025-12-22T15:30:07","slug":"gardenwalk-developers-ask-city-again-for-extensions-on-hotel-construction-deadlines-orange-county-register","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/104987\/","title":{"rendered":"GardenWalk developers ask city again for extensions on hotel construction deadlines \u2013 Orange County Register"},"content":{"rendered":"<p>Seventeen years after it opened, the GardenWalk mall in Anaheim continues struggling to finish its buildout.<\/p>\n<p>So the Anaheim City Council has declared the GardenWalk project <a href=\"https:\/\/local.anaheim.net\/docs_agend\/questys_pub\/48290\/48320\/48321\/48376\/48377\/48377.9.pdf\" rel=\"nofollow noopener\" target=\"_blank\">out of compliance<\/a> for failing to meet development deadlines for two hotels that have long been planned for the outdoor shopping and entertainment venue. It is a regular review process the city goes through when there are development agreements for a project.<\/p>\n<p>This is <a href=\"https:\/\/www.ocregister.com\/2024\/03\/26\/anaheim-gardenwalk-developers-asking-city-for-more-time-to-build-hotels-promised\/\" rel=\"nofollow noopener\" target=\"_blank\">not the first time deadlines have been missed in the agreement for GardenWalk.<\/a> It\u2019s an issue the city has contended with \u201cevery three to four years\u201d since the mall\u2019s inception in 2008, city spokesperson Mike Lyster said.<\/p>\n<p>In 1999, the city of Anaheim and the Garden Walk\u2019s original developer, Pointe Anaheim, entered <a href=\"https:\/\/local.anaheim.net\/docs_agend\/questys_pub\/48290\/48320\/48321\/48376\/48379\/48379.1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">into a development agreement<\/a> that promised to bring to the city a mix of hotels, entertainment, dining and retail within walking distance of Disneyland. Shortly after, Pointe Anaheim assigned the agreement to three other developers to govern the 455,343-square-foot mall on West Katella Avenue.<\/p>\n<p>STC GardenWalk LLC oversees the center\u2019s retail, dining, entertainment and parking structure. It purchased the center in 2018 for $80 million (the center had sold once before in 2012, out of bankruptcy) and has brought in new eateries and entertainment. Though there are some vacancies, STC is considered in compliance by the city, per the agreement.<\/p>\n<p>Westgate Resorts Anaheim, LLC previously signed on to construct a 399-unit timeshare resort atop the mall\u2019s existing parking garage \u2014 but <a href=\"https:\/\/local.anaheim.net\/docs_agend\/questys_pub\/48290\/48320\/48321\/48376\/48382\/48382.1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">failed to obtain a building permit in April, telling the city it <\/a>was struggling to attract a \u201cnational hotel flag\u201d and there were design problems.<\/p>\n<p>And GardenWalk Hotel I, LLC is responsible for building two luxury hotels on the property; the J.W. Marriott, which <a href=\"https:\/\/www.ocregister.com\/2020\/08\/22\/first-of-two-new-luxury-hotels-opens-in-anaheim\/\" rel=\"nofollow noopener\" target=\"_blank\">opened in Aug. 2020,<\/a> fulfills the first half of that promise. But the developer failed to break ground on a second hotel at the corner of Disney Way and Clementine Street by last month, which it promised to do. The city had extended the timeframe in 2023.<\/p>\n<p><a href=\"https:\/\/local.anaheim.net\/docs_agend\/questys_pub\/48290\/48320\/48321\/48376\/48381\/48381.1.pdf\" rel=\"nofollow noopener\" target=\"_blank\">In a letter to the city<\/a>, the developer said the delays were from \u201cunforeseen challenges\u201d related to financial constraints, updates to statewide building codes and the unexpected passing of a business partner.<\/p>\n<p>These economic roadblocks aren\u2019t unique to the GardenWalk and its developers, Lyster said. The city has seen \u201call types of construction slow over the past year or so for these same reasons.\u201d<\/p>\n<p>The developers, in their individual letters to the city, have asked for extended deadlines: GardenWalk Hotel I, to complete the construction by May 12, 2033; Westgate Resorts, to submit a final site plan by March 31, and complete construction by June 30, 2029.<\/p>\n<p>At full buildout, the GardenWalk <a href=\"https:\/\/www.prosperahotels.com\/properties\/jw-marriott-anaheim-resort\/\" rel=\"nofollow noopener\" target=\"_blank\">will have three hotels with up to 1,266 hotel rooms.<\/a> The J.W. Marriott opened with 466 rooms during the pandemic.<\/p>\n<p>The GardenWalk, for years, <a href=\"https:\/\/www.ocregister.com\/2018\/01\/09\/anaheims-gardenwalk-mall-on-the-market-again\/\" rel=\"nofollow noopener\" target=\"_blank\">has struggled to lure visitors<\/a>, despite <a href=\"https:\/\/www.ocregister.com\/2006\/06\/21\/gardenwalk-takes-root-in-anaheim\/\" rel=\"nofollow noopener\" target=\"_blank\">early aspirations<\/a> that the center would benefit from the Disneyland resort\u2019s millions of visitors each year.<\/p>\n<p>The restaurants along Katella, including Bubba Gump Shrimp Co. and The Cheesecake Factory, have done \u201cvery, very well,\u201d Lyster said. But \u201cthe interior has always struggled.\u201d<\/p>\n<p>The council will hold a public hearing within 45 days of its Dec. 16 meeting to weigh its responses to the developers.<\/p>\n<p>\u201cThe city\u2019s options are we could extend. We could try to work with them short of extension to see what may be done,\u201d Lyster said. \u201cOr ultimately, the council, they could also dissolve the development agreement.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Seventeen years after it opened, the GardenWalk mall in Anaheim continues struggling to finish its buildout.
