It\u2019s David Zahniser, with an assist from Rebecca Ellis, Noah Goldberg and the esteemed Julia Wick, giving you the latest on city and county government. <\/p>\n<p>For nearly three years, Los Angeles City Controller Kenneth Mejia has been trying to use his office to dig deep on the city\u2019s homelessness programs \u2014 how they\u2019re run and, more importantly, how effective they are.<\/p>\n<p>The road so far has been a bit bumpy.<\/p>\n<p>Early in his tenure, Mejia sent staffers to the Westside to monitor Mayor Karen Bass\u2019 Inside Safe program, which moves unhoused people into hotels and motels. He quickly pulled back after facing resistance within City Hall.<\/p>\n<p>A year later, Mejia offered to have his office <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2024-03-08\/federal-judge-seeks-audit-of-mayors-signature-program-inside-safe\" rel=\"nofollow noopener\" target=\"_blank\">conduct a court-ordered audit<\/a> of the city\u2019s homelessness programs. The work went to a <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-03-06\/court-ordered-audit-finds-flaws-in-l-a-citys-homeless-services\" rel=\"nofollow noopener\" target=\"_blank\">private firm instead<\/a>, at a cost to taxpayers of nearly $3 million.<\/p>\n<p>Mejia also <a class=\"link\" href=\"https:\/\/x.com\/lacontroller\/status\/1766187055028302312\" target=\"_blank\" rel=\"nofollow\">promised<\/a> to produce a \u201cfocused audit\u201d on Inside Safe, the mayor\u2019s signature homelessness initiative, which has not materialized.<\/p>\n<p>At one point, he even <a class=\"link\" href=\"https:\/\/www.instagram.com\/p\/DG6_htOpFqC\/\" target=\"_blank\" rel=\"nofollow noopener\">posted an Instagram video<\/a> of himself and his staff doing choreographed moves to Kendrick Lamar\u2019s \u201cNot Like Us,\u201d to explain why he hadn\u2019t audited the program. The video displayed the words: \u201cWe tried. We tried. We tried.\u201d<\/p>\n<p>But this week, the city\u2019s top accountant got his big break, securing a plum role in the high-stakes legal battle over homelessness between the city and the nonprofit L.A. Alliance for Human Rights. That fight hinges on whether the city is living up to its commitment, enshrined in a legal settlement, to clear encampments and build more homeless beds.<\/p>\n<p>        You\u2019re reading the L.A. on the Record newsletter        <\/p>\n<p>On Tuesday, U.S. District Judge David O. Carter assigned attorney <a class=\"link\" href=\"https:\/\/www.lawandforensics.com\/daniel-garrie\/\" target=\"_blank\" rel=\"nofollow noopener\">Daniel Garrie<\/a>, an expert in cybersecurity and computer forensics, as a new third-party monitor to determine whether the city is truly on track to open 12,915 new homeless beds and remove nearly 10,000 encampments, as required by the settlement.<\/p>\n<p>Carter tapped Mejia to serve as a liaison between Garrie and the city, calling him the \u201cmost knowledgeable person\u201d on homelessness funding. In a <a class=\"link\" href=\"https:\/\/www.cacd.uscourts.gov\/sites\/default\/files\/031146084480.pdf\" target=\"_blank\" rel=\"nofollow noopener\">six-page order<\/a>, the judge said the city controller would support Garrie by \u201cfacilitating data access.\u201d He also said Mejia would be less expensive than former City Controller Ron Galperin, who was also under consideration and expected to charge $800 an hour.<\/p>\n<p>The judge\u2019s order was well-timed, coming at a moment of heightened scrutiny over homelessness initiatives in L.A. and across the region. <\/p>\n<p>On Thursday, federal prosecutors <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/doj-accuses-people-of-fraud-in-homeless-funding\" rel=\"nofollow noopener\" target=\"_blank\">accused two real estate executives of misappropriating<\/a> millions of dollars in state funds allocated in the region\u2019s fight against homelessness. According to prosecutors, one of them engaged in bank fraud, identity theft and money laundering \u2014 purchasing a property on L.A.\u2019s Westside and quickly flipping it for more than double the price to Weingart Center Assn., a nonprofit housing developer that received city funds to build interim homeless housing.<\/p>\n<p>Mayoral candidate Austin Beutner, the former schools superintendent who spent some time at City Hall, also <a class=\"link\" href=\"https:\/\/x.com\/austinbeutner\/status\/1978534780573782175\" target=\"_blank\" rel=\"nofollow\">turned up the heat<\/a>, calling this week for Bass to let Mejia audit the city\u2019s homeless programs. He made that pitch after Rand researchers concluded that the region\u2019s yearly homeless count is not accurately tracking homeless people who <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/the-l-a-homeless-count-misses-people-sleeping-rough-a-new-rand-study-finds\" rel=\"nofollow noopener\" target=\"_blank\">don\u2019t live in tents or cars<\/a>.<\/p>\n<p>\u201cThe Mayor is blocking the elected Controller from auditing the City\u2019s efforts,\u201d Beutner said on X. \u201cWe need an immediate audit to tell us how much is being spent, on what, and whether it\u2019s having any impact.\u201d<\/p>\n<p>Bass spokesperson Clara Karger, in an email to The Times, said the mayor and the city controller \u201cwork well together\u201d on various issues, including a recent audit of the city\u2019s housing department.<\/p>\n<p>Asked whether Bass refused to participate in Mejia\u2019s planned Inside Safe audit last year, Karger replied: \u201cA city elected official should not conduct a performance audit of another elected official.\u201d<\/p>\n<p>\u201cInside Safe has robust oversight systems in place,\u201d she said. \u201cThere are hundreds of pages of publicly available reports on Inside Safe and an assessment of Inside Safe was completed under the Alliance settlement.\u201d<\/p>\n<p>City Atty. Hydee Feldstein Soto declined to weigh in on Carter\u2019s order. But she has previously pointed to a <a class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2009-jun-24-me-audits24-story.html\" rel=\"nofollow noopener\" target=\"_blank\">16-year-old legal ruling<\/a> barring the city controller from conducting performance audits of other elected officials.<\/p>\n<p>\u201cThe legal advice from the City Attorney\u2019s Office is known to our clients and has not changed over the years,\u201d said Feldstein Soto spokesperson Karen Richardson.<\/p>\n<p>The judge\u2019s order may only be the beginning.<\/p>\n<p>Mejia has been <a class=\"link\" href=\"https:\/\/drive.google.com\/file\/d\/13JttSN0izkQ2zNPB2zLmZgVOClb2G13B\/view\" target=\"_blank\" rel=\"nofollow noopener\">urging the city\u2019s Charter Reform Commission<\/a> to propose <a class=\"link\" href=\"https:\/\/drive.google.com\/file\/d\/17lTsNUa8DY4Vx8osHG4GHP64JskkFLj2\/view\" target=\"_blank\" rel=\"nofollow noopener\">language<\/a> that clearly gives him the power to audit programs overseen by his fellow elected officials. Such a move would erase any doubts about whether he has the legal standing to scrutinize Inside Safe.<\/p>\n<p>The debate over the powers of the city controller goes back decades. In 2008, then-City Controller Laura Chick <a class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2008-jun-27-me-rocky27-story.html\" rel=\"nofollow noopener\" target=\"_blank\">clashed with City Atty. Rocky Delgadillo<\/a> over her attempt to audit his office\u2019s workers compensation unit. The following year, right before Chick left office, a judge sided with Delgadillo and found that the controller lacked the authority for the audit.<\/p>\n<p>In the short term, Carter\u2019s order could give Mejia new leeway to identify lax oversight of L.A.\u2019s homelessness programs, offering the public fresh insight into how closely they are tracked, and possibly identifying waste or fraud.<\/p>\n<p>Mejia declined interview requests from The Times. Last month in federal court, he dazzled Carter with his office\u2019s <a class=\"link\" href=\"https:\/\/homelessdashboard.lacontroller.app\/\" target=\"_blank\" rel=\"nofollow noopener\">online dashboards<\/a>, which show expenditures not just for Inside Safe but many other homelessness programs.<\/p>\n<p>Carter praised the work of Mejia and his team, according to a <a class=\"link\" href=\"https:\/\/www.cacd.uscourts.gov\/sites\/default\/files\/2025_9_17%20-%20Status%20Conference%20Transcript.pdf\" target=\"_blank\" rel=\"nofollow noopener\">transcript<\/a> of the proceedings. Mejia, in turn, said his office enjoys the work but sometimes struggles to carry it out with its existing staff.<\/p>\n<p>\u201cSome of these contracts are 400 pages,\u201d he said. \u201cAnd so right now, we have a two-person team who is doing all of that and putting all this together.\u201d<\/p>\n<p>Attorney Elizabeth Mitchell, who represents the L.A. Alliance, welcomed the selection of Mejia, saying he\u2019s clearly been pushing to get more involved in the case.<\/p>\n<p>\u201cMy only concern is, I don\u2019t know if he will engender a lot of cooperation from the city, because they don\u2019t seem inclined to cooperate with him,\u201d Mitchell said.<\/p>\n<p>That wasn\u2019t the message from Councilmember Tim McOsker, who voiced alarm in recent months over the <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-17\/gibson-dunn-crutcher-los-angeles-homeless\" rel=\"nofollow noopener\" target=\"_blank\">costly bills<\/a> submitted by the outside law firm handling the L.A. Alliance case for the city. McOsker, who spent several years in the city attorney\u2019s office, expressed confidence in Mejia\u2019s abilities and said the decision to pick him would be cost effective.<\/p>\n<p>\u201cIt is imperative that we give value to the taxpayers of the city of Los Angeles,\u201d he said.<\/p>\n<p>State of play<\/p>\n<p>\u2014 BEUTNERPALOOZA: After weeks of speculation, Beutner jumped into the June 2026 race for mayor. His team <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-11\/is-austin-beutner-planning-to-run-for-los-angeles-mayor\" rel=\"nofollow noopener\" target=\"_blank\">got off to a choppy start<\/a> last weekend, uploading \u201cAustin for LA Mayor\u201d images to his social media accounts before he had even made a formal announcement, then abruptly taking them down. Hours later, Beutner formally went public, blasting Bass over the city\u2019s <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-11\/former-l-a-schools-chief-plans-to-announce-a-run-for-mayor\" rel=\"nofollow noopener\" target=\"_blank\">handling of the Palisades fire<\/a>, which destroyed his mother-in-law\u2019s home and severely damaged his Pacific Palisades home.<\/p>\n<p>By Monday, Beutner had released a video announcing his campaign, which <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-13\/austin-beutner-launches-mayoral-campaign-vowing-to-fight-injustices-carried-out-under-trump\" rel=\"nofollow noopener\" target=\"_blank\">assailed Trump over his immigration crackdown<\/a>. Two days later, he appeared with supporters in San Pedro, repeating his warning that the city is \u201cadrift.\u201d<\/p>\n<p>\u2014 DEFINE ADRIFT: The following morning, Bass joined former Councilmember Mike Bonin, director of the Pat Brown Institute for Public Affairs, to discuss politics, leadership and her tenure. She took issue with Beutner\u2019s characterization of L.A. as \u201cadrift,\u201d saying the city has been through \u201cmultiple shocks this year,\u201d including a catastrophic firestorm and \u201cbeing invaded\u201d by federal authorities in June.<\/p>\n<p>The talk took place on the 72nd floor of the U.S. Bank Tower, offering a staggeringly beautiful post-rain city view, which offers a good excuse to revisit former California poet laureate Dana Gioia\u2019s classic poem, <a class=\"link\" href=\"https:\/\/x.com\/sherlyholmes\/status\/1630028996078604288\/photo\/1\" target=\"_blank\" rel=\"nofollow\">\u201cLos Angeles After the Rain.\u201d<\/a> <\/p>\n<p>\u2014 FIERCE AMBITION: Is L.A. County Supervisor Lindsey Horvath running for mayor of Los Angeles? The former West Hollywood mayor <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/lindsey-horvath-mayor-karen-bass\" rel=\"nofollow noopener\" target=\"_blank\">hasn\u2019t ruled it out <\/a>\u2014 and moved to the city a few months ago.<\/p>\n<p>\u2014 WE\u2019RE NOT IN TEXAS ANYMORE: Two more <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-16\/sex-abuse-fraud-claims-la-county-victims\" rel=\"nofollow noopener\" target=\"_blank\">plaintiffs<\/a> in L.A. County\u2019s $4-billion sex abuse settlement have come forward to say they were told to invent their claims in exchange for cash. The allegations follow a Times <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-02\/settlement-story-ab218-sex-abuse\" rel=\"nofollow noopener\" target=\"_blank\">investigation<\/a> published earlier this month that found seven plaintiffs who claimed they received cash from recruiters to sue the county over sex abuse. Downtown LA Law Group, which filed cases for the plaintiffs, has denied involvement with the alleged recruiters.<\/p>\n<p>\u2014 BUT WAIT, THERE\u2019S MORE: Meanwhile, the county is preparing to <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-17\/la-county-828-million-alleged-sexual-abuse-settlement\" rel=\"nofollow noopener\" target=\"_blank\">pay out an additional $828 million<\/a> to another group of plaintiffs who say they were sexually abused in county facilities.<\/p>\n<p>\u2014 GETTING OUT THE VOTE: Real estate developer Rick Caruso, the is-he-or-isn\u2019t-he potential mayoral\/gubernatorial candidate, is <a class=\"link\" href=\"https:\/\/ca-times.brightspotcdn.com\/05\/b0\/c5c5893543969a90d1ffa5c833f2\/66535-la-votes-postcard-mc25.pdf\" target=\"_blank\" rel=\"nofollow noopener\">sending mailers<\/a> to more than 45,000 voters who lived in fire-damaged sections of Pacific Palisades, Malibu and Altadena and now have temporary addresses. He advised them on how to update their voter registration by listing a temporary mailing address while also remaining in their original voting district, according to a Caruso spokesperson. Caruso is paying for the effort, which is nonpartisan and doesn\u2019t mention any specific election. His team declined to provide the cost.<\/p>\n<p>\u2014SPEAKING OF CARUSO: Politico took a look at the <a class=\"link\" href=\"https:\/\/www.politico.com\/newsletters\/california-playbook\/2025\/10\/15\/rick-caruso-isnt-ruling-anything-out-00608797\" target=\"_blank\" rel=\"nofollow noopener\">mall magnate\u2019s recent travels <\/a>around the state, which have fueled speculation that he\u2019s leaning toward a gubernatorial bid. The outlet reported that Caruso, who self-financed his 2022 mayoral campaign, recently met with Democratic megadonors Haim Saban and Ari Emanuel.<\/p>\n<p>\u2014 THREE\u2019S COMPANY: East Hollywood resident Dylan Kendall filed paperwork this week to challenge incumbent Hugo Soto-Mart\u00ednez in next year\u2019s race to represent Hollywood, Silver Lake, Echo Park and other neighborhoods. Kendall, a <a class=\"link\" href=\"https:\/\/dylankendall.com\/?srsltid=AfmBOoppidTGOyHx-WlgTtKYCPCyuUrqRn4FUxwGT1MudjI_D4AfI-LG\" target=\"_blank\" rel=\"nofollow noopener\">business owner<\/a> who previously worked at the Hollywood Chamber of Commerce, cited quality-of-life issues as the impetus for her candidacy. Political consultant Michael Trujillo and fundraiser Kat Connolly have joined her campaign. (One of Soto-Mart\u00ednez\u2019s <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/newsletter\/2025-10-04\/upstairs-neighbor-launches-bid-to-unseat-hugo-soto-martinez\" rel=\"nofollow noopener\" target=\"_blank\">upstairs neighbors,<\/a> Colter Carlisle, is also running.)<\/p>\n<p>\u2014 MORE FALLOUT FROM G: L.A. County Chief Executive Fesia Davenport <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-10-14\/los-angeles-county-chief-executive-settlement\" rel=\"nofollow noopener\" target=\"_blank\">received a $2-million payout<\/a> this summer after telling the county supervisors she had experienced professional fallout from Measure G, a voter-approved ballot measure that will soon make her job obsolete.<\/p>\n<p>\u2014 1,000 DAYS LEFT: Bass reminded Angelenos on Friday that the start of the 2028 Olympic Games is just 1,000 days away.
