Rashad, a stinking pile of self-dealing costing taxpayers more than half-million dollars has been exposed at City Hall.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-thumbnail wp-image-207312\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2025\/12\/BILL-NEW-PROFILE-IMAGE-150x150.jpg\" alt=\"Image of GV Wire news director and columnist Bill McEwen\" width=\"150\" height=\"150\"  \/><\/p>\n<p>Bill McEwen<br \/>Opinion<\/p>\n<p><a href=\"https:\/\/fresnoland.org\/2026\/01\/07\/fresno-contracts-loophole\/\" target=\"_blank\" rel=\"noopener nofollow\">Rashad\u2019s articles this week<\/a> about a loophole in the city\u2019s rules for outside contracts follow <a href=\"https:\/\/gvwire.com\/2025\/03\/28\/is-fresno-political-consultant-alex-tavlian-behind-election-attack-mailer\/\" target=\"_blank\" rel=\"noopener nofollow\">Taub\u2019s and Smith\u2019s work on the cozy relationship<\/a> between former councilmember Luis Chavez and campaign consultant\/communications specialist Alex Tavlian. Kudos to Rashad for connecting the dots in the maze of obfuscation that is the Fresno City Council and the City Attorney\u2019s Office.<\/p>\n<p>Chavez funneled $318,873 to Tavlian and his consulting firm. In addition, current councilmember Mike Karbassi engaged Tavlian\u2019s company to the tune of $93,700 in taxpayer funds for services to his District 2 office. And the city council awarded Tavlian\u2019s firm a no-bid $145,000 contract on a unanimous vote set in motion by Chavez.<\/p>\n<p>I\u2019ll let the councilmembers, Mayor Jerry Dyer\u2019s administration, and the lawyers figure out when a full council vote should be required for consultant contracts, as well as how to tighten the loopholes in the rules.<\/p>\n<p>How This Con Works<\/p>\n<p>But let\u2019s get to the truth, shall we?<\/p>\n<p>What some councilmembers call \u201cconstituent services\u201d is just image burnishing for their re-election bids and dreams of higher office. The way this con works, councilmembers flood constituent email accounts and doorsteps with flattering pictures and stories of themselves doing good deeds for \u201cthe people.\u201d All at taxpayer expense.<img loading=\"lazy\" decoding=\"async\" class=\"wp-image-226358 alignleft\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/01\/fly-4.png\" alt=\"\" width=\"100\" height=\"100\"  \/><\/p>\n<p>Chavez, who is now a Fresno County supervisor, took the con a step farther in last year\u2019s special election to elect his successor. How? His so-called District 5 \u201cnewsletter\u201d featured his wife, Elizabeth Jonasson Rosas, a candidate to replace him on the council. What\u2019s more, Tavlian was responsible for a hit piece on his wife\u2019s opponent, Brandon Vang, who ultimately won the race. Like I said, cozy. Very cozy.<\/p>\n<p>Bottom line: Taxpayers are subsidizing political campaigns. What\u2019s more, taxpayers have no say in the matter. You might think that Politician A or Politician B is the worst councilmember your neighborhood has ever had. Yet you\u2019re footing the bill to help keep him or her in office.<\/p>\n<p>Backed by the City\u2019s Full Faith and Credit<\/p>\n<p>What campaign consultants love about this arrangement is they know these contracts are backed by the full faith and credit of Fresno\u2019s city treasury. Meaning: They\u2019ll get paid every dime owed.<\/p>\n<p>That\u2019s sometimes not the case for consultants managing political election campaigns. Losing candidates might pay their campaign debts slowly or negotiate a haircut.<img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-226357\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/01\/fly-5.png\" alt=\"\" width=\"100\" height=\"100\"  \/><\/p>\n<p>Because winning candidates don\u2019t like being exposed as deadbeats, the first thing they do after election night is schedule a fundraiser. Anyone whose business relies on \u201cyea\u201d votes at City Hall pays the freight. If they don\u2019t, they might get punished with a \u201cnay\u201d vote down the line.<\/p>\n<p>Human nature being what it is, we also can\u2019t rule out the possibility of a councilmember paying an inflated price for constituent communications and then negotiating a bargain price for campaign services.<\/p>\n<p>Casting Out the Self-Dealing<\/p>\n<p>What\u2019s gone down at City Hall is a back-stabbing betrayal of Fresno taxpayers and an erosion of trust. There is a way to fix it, however.<\/p>\n<p>Pass legislation banning contracts for consultants to provide constituent services and communications for councilmembers. And then set a limit on the hours that council aides can spend working on district communications. Most of the aides are young and have mastered social media long ago. They can crank out these puff pieces in a jiffy and at considerably less expense to the public.<\/p>\n<p>As for councilmembers Nick Richardson and Vang, their bumbling \u201ctransparency\u201d news conference Wednesday was an exercise in futility.<\/p>\n<p>Does anyone doubt they called it in reaction to the Fresnoland stories? I don\u2019t. But instead they stood there like two know-nothings and refused to take questions.<\/p>\n<p>They could have told you what I\u2019ve just written. Funny how they suddenly came down with my-tongue-is-tied-itis.
