{"id":129904,"date":"2026-01-12T05:34:19","date_gmt":"2026-01-12T05:34:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/129904\/"},"modified":"2026-01-12T05:34:19","modified_gmt":"2026-01-12T05:34:19","slug":"san-jose-heads-into-busy-2026-election-year-with-five-city-council-races-to-watch","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/129904\/","title":{"rendered":"San Jose heads into busy 2026 election year with five City Council races to watch"},"content":{"rendered":"<p class=\"has-drop-cap\">WITH FIVE OF SAN JOSE\u2019S 11 City Council seats up for grabs in 2026, the city is gearing up for another busy election year.<\/p>\n<p>As the looming contests begin to come into focus, San Jos\u00e9 Spotlight has asked several local political observers to discuss the races and election storylines they\u2019ll be following most closely.<\/p>\n<p>They predict a campaign season that heavily features residents\u2019 concerns about affordability. They also said the five races have the potential to\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-district-2-candidate-bridges-labor-business-divide\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">tip the delicate balance of power<\/a>\u00a0between the city\u2019s\u00a0opposing political camps of\u00a0<a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-labor-leaders-make-2024-election-endorsements\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">labor<\/a>\u00a0and\u00a0<a href=\"https:\/\/sanjosespotlight.com\/will-san-jose-city-council-lose-its-labor-majority-election-2024\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">business<\/a>.<\/p>\n<p>Races to watch<\/p>\n<p>The next 10 months will see races in the city\u2019s odd numbered council districts \u2014 1, 3, 5, 7 and 9. In four of those districts, the incumbents \u2014\u00a0<a href=\"https:\/\/sanjosespotlight.com\/the-first-six-months-san-jose-vice-mayor-rosemary-kamei\/\" rel=\"nofollow noopener\" target=\"_blank\">Rosemary Kamei<\/a>,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/downtown-san-jose-councilmember-back-on-campaign-trail\/\" rel=\"nofollow noopener\" target=\"_blank\">Anthony Tordillos<\/a>,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/east-san-jose-councilmember-peter-ortiz-runs-for-reelection\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Peter Ortiz<\/a>\u00a0and\u00a0<a href=\"https:\/\/sanjosespotlight.com\/the-first-six-months-san-jose-councilmember-bien-doan\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Bien Doan<\/a>\u00a0\u2014 are running for reelection.<\/p>\n<p>Tordillos won his seat in a June special election after his predecessor, Omar Torres, resigned amid a\u00a0<a href=\"https:\/\/sanjosespotlight.com\/ex-san-jose-councilmember-omar-torres-sentenced-to-18-years-prison\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">child sex abuse scandal<\/a>. Victory in this year\u2019s election would secure for Tordillos his first full term in office.<\/p>\n<p>That leaves District 9 as the only open contest in the city this year, with\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-city-council-has-a-new-vice-mayor-pam-foley\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Vice Mayor Pam Foley<\/a>\u00a0terming out. Four candidates have already thrown their hats in the ring to replace her, including\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-employee-enters-district-9-city-council-race\/\" rel=\"nofollow noopener\" target=\"_blank\">Scott Hughes<\/a>, Foley\u2019s chief of staff,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-employee-enters-district-9-city-council-race\/\" rel=\"nofollow noopener\" target=\"_blank\">Gordon Chester<\/a>, a longtime city employee,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/political-newcomer-enters-district-9-san-jose-council-race\/\" rel=\"nofollow noopener\" target=\"_blank\">Genny Altwer<\/a>, a licensed marriage and family therapist, and local entrepreneur\u00a0<a href=\"https:\/\/www.votemiked9.com\/meet-mike\" rel=\"nofollow noopener\" target=\"_blank\">Mike Hennessy<\/a>.<\/p>\n<p>Meanwhile, candidates have stepped forward to challenge incumbents in two districts.<\/p>\n<p>In District 7,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-politicians-rival-runs-for-d7-seat\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Doan is set to square off against two bitter rivals<\/a>, East Side Union High School District trustee Van Le and Hanh-Giao Nguyen, a City Hall staffer. The District 5 race appears like it will offer a chance for a rematch between Ortiz and\u00a0<a href=\"https:\/\/sanjosespotlight.com\/former-east-san-jose-councilmember-nora-campos-seeks-her-old-seat\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Nora Campos<\/a>, a former councilmember and state lawmaker who lost to Ortiz in the district\u2019s 2022 election. Local education leader Karen Martinez has also filed paperwork to run for the seat.<\/p>\n<p>The major political organizations queried by San Jos\u00e9 Spotlight said they haven\u2019t made any firm endorsements yet.<\/p>\n<p>The stakes<\/p>\n<p>Foley has had strong backing from business-aligned groups over her two terms in office. If a labor-backed candidate manages to win her seat, the reversal could throw into question the business-friendly council majority that has helped Mayor Matt Mahan advance his policy agenda, including his plans to reduce street homelessness by\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-mayor-wants-to-permanently-shift-measure-e-affordable-housing-funds\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">expanding the city\u2019s shelter capacity<\/a>\u00a0and\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-mayor-wants-new-police-unit-to-arrest-homeless-people\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">cracking down on vagrancy<\/a>.<\/p>\n<p>But some remain skeptical that\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-jose-political-divide-snarls-mayors-plans\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a major political upheaval<\/a>\u00a0is in the cards this year.<\/p>\n<p><a href=\"https:\/\/sanjosespotlight.com\/\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"243\" data-attachment-id=\"158536\" data-permalink=\"https:\/\/localnewsmatters.org\/2025\/06\/17\/santa-clara-county-wraps-up-depressing-budget-cycle-in-anticipation-of-trump-cuts\/lnm-20250616-sjspotlightlogo-01\/\" data-orig-file=\"https:\/\/i0.wp.com\/localnewsmatters.org\/wp-content\/uploads\/2025\/06\/LNM-20250616-SJSPOTLIGHTLOGO-01.jpg?fit=1024%2C319&amp;ssl=1\" data-orig-size=\"1024,319\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;0&quot;}\" data-image-title=\"LNM-20250616-SJSPOTLIGHTLOGO-01\" data-image-description=\"&lt;p&gt;San Jose Spotlight logo, for use only with SJS-produced stories.&lt;\/p&gt;&#10;\" data-image-caption=\"\" data-medium-file=\"https:\/\/i0.wp.com\/localnewsmatters.org\/wp-content\/uploads\/2025\/06\/LNM-20250616-SJSPOTLIGHTLOGO-01.jpg?fit=300%2C93&amp;ssl=1\" data-large-file=\"https:\/\/i0.wp.com\/localnewsmatters.org\/wp-content\/uploads\/2025\/06\/LNM-20250616-SJSPOTLIGHTLOGO-01.jpg?fit=780%2C243&amp;ssl=1\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/01\/1768196059_222_LNM-20250616-SJSPOTLIGHTLOGO-01.jpg\" alt=\"\" class=\"wp-image-158536\"  \/><\/a><\/p>\n<p>\u201c(Mahan) has managed to pull a working majority together, and I suspect he\u2019ll be able to sustain that,\u201d Terry Christensen, San Jose State University political science professor emeritus, told San Jos\u00e9 Spotlight. \u201cThe coming election might help with that in the following year, but he\u2019s got to\u00a0<a href=\"https:\/\/sanjosespotlight.com\/san-joses-5-5b-budget-tackles-controversial-plans\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">get through this budget year successfully<\/a>.\u201d<\/p>\n<p>When the council approved the city\u2019s budget in June, officials projected the deficit would balloon to $52.9 million in the coming year. Such a deep shortfall has once again raised the specter of significant budget cuts, setting the stage for what could be contentious budget talks in the coming months.<\/p>\n<p>Voters\u2019 top issues<\/p>\n<p>San Jose\u2019s homelessness crisis continues to dominate the concerns of residents, according to a\u00a0<a href=\"https:\/\/www.sanjoseca.gov\/home\/showpublisheddocument\/127279\/639014764507630000\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">public opinion survey released in August<\/a>. The city-backed poll found 25% of respondents chose the issue as the one they would most like to see City Hall address. Concerns about affordability, public safety and street conditions also loomed large in residents\u2019 minds, the poll found.<\/p>\n<p>For the past five years the city\u2019s annual survey has turned up roughly the same results, with homelessness always topping the list. The coming year could see a reshuffling of voter priorities, however. A number of political watchers said they expect\u00a0<a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-leaders-discuss-how-federal-cuts-will-hurt-region\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">affordability concerns to gain ground<\/a>\u00a0in\u00a0<a href=\"https:\/\/sanjosespotlight.com\/2025-in-review-silicon-valleys-biggest-stories\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">San Jose\u2019s political conversation<\/a>, as\u00a0<a href=\"https:\/\/sanjosespotlight.com\/silicon-valley-grocery-prices-are-no-1-budget-buster-residents-say\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">worries over the cost of living continue to deepen<\/a>.<\/p>\n<p>\u201cMost working families in Silicon Valley are under real economic strain, whether that\u2019s housing costs and groceries or just the ongoing rising expenses that families are having to manage,\u201d Jean Cohen, executive officer\u00a0of the South Bay Labor Council, told San Jos\u00e9 Spotlight. \u201cI think (this) year\u2019s elections will be an opportunity for San Jose residents to reflect on whether or not our current leadership is helping to alleviate the crisis that families are struggling with.\u201d<\/p>\n<p>What business leaders want<\/p>\n<p>Affordability concerns, particularly when it comes to housing, also factor into the political thinking for Victor Gomez,\u00a0<a href=\"https:\/\/sanjosespotlight.com\/powerful-political-action-committee-silicon-valley-biz-pac-supports-several-san-jose-city-council-election-candidates\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">who leads the Silicon Valley Business PAC<\/a>.
