{"id":130088,"date":"2026-01-12T09:58:07","date_gmt":"2026-01-12T09:58:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/130088\/"},"modified":"2026-01-12T09:58:07","modified_gmt":"2026-01-12T09:58:07","slug":"the-biggest-us-solar-storage-project-yet-takes-shape-in-california","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/130088\/","title":{"rendered":"The biggest US solar-storage project yet takes shape in California"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Out in the fertile yet water-constrained farmlands of California\u2019s western Central Valley, a massive solar, battery, and power grid project that could provide a quarter of the state\u2019s clean energy needs by 2035 has taken a critical step forward.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In December, the board of directors of the Westlands Water District, the agency that manages water delivery to more than 600,000 acres in California\u2019s agricultural heartland, <a href=\"https:\/\/wwd.ca.gov\/wwd-media\/press-release-12-16-2025\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:approved;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">approved<\/a> the <a href=\"https:\/\/goldenstatecleanenergy.com\/projects\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Valley Clean Infrastructure Plan;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Valley Clean Infrastructure Plan<\/a>. VCIP calls for building up to 21 gigawatts of solar energy and an equivalent amount of battery storage across up to 136,000 acres, along with a series of high-voltage transmission lines to connect the electricity generated to the state\u2019s grid.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That would be the largest solar and battery project in the country, and it will take up to a decade to be completed. But Patrick Mealoy, a partner and chief operating officer of <a href=\"https:\/\/goldenstatecleanenergy.com\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Golden State Clean Energy;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Golden State Clean Energy<\/a>, the company developing the master plan in partnership with the district, said it\u2019s expected to move quickly, with the first construction work potentially happening within the next two years.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Golden State Clean Energy will carry out only a small part of the project, Mealoy said. It will mostly seek third-party solar and battery developers, with individual installations ranging in size from 100 to 1,150 megawatts.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mealoy, a 30-year solar veteran, codeveloped <a href=\"https:\/\/www.westlandssolarpark.com\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Westlands Solar Park;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Westlands Solar Park<\/a>, the first major solar farm in the district. When fully completed, that project will be one of the largest in the Central Valley and produce 2.7 gigawatts \u2014 a fraction of VCIP\u2019s scope.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The VCIP is designed to manage the multiple challenges that can stymie piecemeal solar and battery projects, such as winning environmental approvals, securing buy-in from landowners and communities, and interconnecting to the state\u2019s congested transmission grid, Mealoy said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWe\u2019re doing the transmission studies, the environmental impact studies, and outreach to communities, all at the same time, to make sure there are no showstoppers.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The VCIP is as much about preserving the region\u2019s agriculture industry as it is about generating clean electrons, said Allison Febbo, the district\u2019s general manager. That\u2019s because the plan will allow the district\u2019s more than 700 growers to redirect increasingly limited water supplies from land slated for clean energy development to land that remains under cultivation.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe real benefit to us is that it gives our growers another crop to grow, which is the sun,\u201d she said. \u201cOur growers have this issue: \u2018I have 100 acres of land but only enough water to irrigate 50 of those acres. What do I do with the remainder of those acres?\u2019\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For decades, California\u2019s Sacramento\u2013San Joaquin River Delta has delivered water via the <a href=\"https:\/\/www.usbr.gov\/mp\/cvp\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Central Valley Project;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Central Valley Project<\/a>\u2019s system to irrigate the Westland Water District, the largest water district in the country. But in recent years, restrictions brought on by <a href=\"https:\/\/insideclimatenews.org\/news\/07022025\/todays-climate-delta-smelt-california-water-endangered\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:environmental and endangered species regulations;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">environmental and endangered species regulations<\/a> for the delta have forced Westlands to <a href=\"https:\/\/www.ucdavis.edu\/climate\/news\/california-surface-water-costs-triple-during-drought\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:fallow an increasing amount of farmland;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">fallow an increasing amount of farmland<\/a>, expanding to more than one-third of its total acreage. And under the state\u2019s <a href=\"https:\/\/www.waterboards.ca.gov\/sgma\/about_sgma.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Sustainable Groundwater Management Act;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Sustainable Groundwater Management Act<\/a>, farmers will soon face stringent restrictions on how much water they can pump from the region\u2019s long-stressed aquifers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As more and more land has been left uncultivated, farm employment and property tax revenues <a href=\"https:\/\/wwd.ca.gov\/wp-content\/uploads\/2025\/12\/westlands-economic-update-2025.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:have declined in the region;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">have declined in the region<\/a>. \u201cThe schools can\u2019t be supported, the businesses can\u2019t be supported,\u201d Febbo said. \u201cThis is a way to maintain economic viability and support our communities.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Mealoy said the VCIP could revitalize the region\u2019s economy. \u201cThe cost of building solar is well north of $1 million per megawatt, probably closer to $1.5 million,\u201d he said. Spread across 21 gigawatts of planned development, \u201cthat\u2019s billions and billions of dollars that could be built on fallowed ag land, creating jobs and creating an enormous tax base for Fresno County,\u201d which encompasses the land being set aside for development.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The economic benefits would extend beyond the region. An <a href=\"https:\/\/goldenstatecleanenergy.com\/vcip-cost-savings-cuts-emissions\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:analysis;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">analysis<\/a> commissioned by Golden State Clean Energy last year found that the clean energy and transmission congestion relief the plan would deliver could yield annual electricity cost savings of about $850 million and reduce the state\u2019s power-sector carbon emissions by 15% through 2050.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The plan will also help reduce the grid congestion that\u2019s <a href=\"https:\/\/www.canarymedia.com\/articles\/transmission\/california-has-a-new-7-3b-plan-to-fix-its-transmission-problems\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:created yearslong interconnection delays;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">created yearslong interconnection delays<\/a> for large-scale solar and battery projects throughout the state, Mealoy said. In 2024, state lawmakers passed <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240ab2661\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Assembly Bill 2661;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Assembly Bill 2661<\/a>, a law that allows the Westlands Water District to <a href=\"https:\/\/pv-magazine-usa.com\/2024\/10\/17\/california-farmers-developing-20-gw-solar-plus-storage-plan\/?utm_source=substack&amp;utm_medium=email\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:develop its own transmission grid;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">develop its own transmission grid<\/a> to get solar to market.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The project\u2019s transmission infrastructure will be constructed under a project labor agreement using 100% union labor. That has won it the backing of the International Brotherhood of Electrical Workers Local 1245, which <a href=\"https:\/\/ibew1245.com\/about-ibew-pge\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:represents workers;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">represents workers<\/a> at Pacific Gas &amp; Electric, the state\u2019s largest utility.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Westland Water District\u2019s approval of VCIP\u2019s <a href=\"https:\/\/ceqanet.lci.ca.gov\/2024020124\/2\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:programmatic environmental impact report;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">programmatic environmental impact report<\/a> last month will allow the next big phases of the project to move ahead, Febbo said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWith this master-planned approach, we\u2019ll have one set of guidance, one set of rules. We\u2019ll be able to handle how land is managed, how pests are managed, dust control \u2014 all of those things can be dealt with on a large scale.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The project should deliver other benefits to the surrounding communities as well. Westlands Water District is bound by state law to develop community benefits agreements to provide funding for job training, environmental remediation, economic development, and other community needs for the roughly <a href=\"https:\/\/www.usbr.gov\/watersmart\/weeg\/docs\/2024\/WEEG-027_WestlandsWaterDistrict_508.pdf\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:15,000 people living nearby;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">15,000 people living nearby<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Those residents don\u2019t want energy extraction to come at their expense, said Jos\u00e9 Antonio Ram\u00edrez, city manager of the town of Livingston and acting director of <a href=\"https:\/\/ruralcommunitiesrising.org\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Rural Communities Rising;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Rural Communities Rising<\/a>, a newly formed collaborative of unincorporated communities.
