{"id":151529,"date":"2026-01-27T12:28:10","date_gmt":"2026-01-27T12:28:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/151529\/"},"modified":"2026-01-27T12:28:10","modified_gmt":"2026-01-27T12:28:10","slug":"assemblyman-matt-haney-proposes-law-to-quell-ice-reign-of-terror","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/151529\/","title":{"rendered":"Assemblyman Matt Haney proposes law to quell ICE &#8216;reign of terror&#8217;"},"content":{"rendered":"<p>As the country reels from another fatal shooting by <a href=\"https:\/\/www.mercurynews.com\/2026\/01\/23\/minnesota-anti-immigration-enforcement-protest\/\" rel=\"nofollow noopener\" target=\"_blank\">immigration authorities over the weekend in Minnesota<\/a>, a Bay Area legislator says he has a plan that will help keep <a href=\"https:\/\/www.mercurynews.com\/2026\/01\/08\/south-bay-community-denounces-fatal-ice-shooting-of-minnesota-woman\/\" rel=\"nofollow noopener\" target=\"_blank\">Immigration and Customs Enforcement<\/a> from expanding its efforts in California.<\/p>\n<p><a href=\"https:\/\/www.mercurynews.com\/2025\/04\/20\/campus-overdose-prevention-bill-matt-haney\/\" rel=\"nofollow noopener\" target=\"_blank\">Assemblyman Matt Haney<\/a> on Monday introduced a bill that would levy a 50% tax on the profits of private immigration detention centers in the state.<\/p>\n<p>\u201cICE is engaged in a reign of terror across the country and they plan to grow their attacks on California,\u201d Haney told Bay Area News Group. \u201cWe have to be ready, and this is a way we can undermine their ability to operate here.\u201d<\/p>\n<p>Haney\u2019s bill, AB1633, is aimed at limiting the profits of the detention centers, which take in hundreds of millions of dollars annually throughout the state. Originally from Santa Cruz, Haney represents the 17th District in the State Assembly, which covers the eastern part of San Francisco. Haney said he wants the bill to dissuade companies from opening new detention centers and prevent current operators from making money off of incarcerating Californians.<\/p>\n<p>\u201cThere are massive corporations that are profiting from family separation and human suffering right here in California by partnering with ICE on human detention,\u201d Haney said. \u201cIt\u2019s happening with no accountability. It\u2019s giving these companies hundreds of millions in profits and Californians are paying the cost.\u201d<\/p>\n<p>While there are no ICE detention centers in the Bay Area, Bay Area residents have been detained by <a href=\"https:\/\/www.mercurynews.com\/2026\/01\/24\/newsom-other-ca-democrats-condemn-trump-over-2nd-deadly-minneapolis-shooting-by-feds\/\" rel=\"nofollow noopener\" target=\"_blank\">ICE agents<\/a> and sent to the centers throughout the state, Haney said.<\/p>\n<p>\u201cThere are definitely people that are being taken from the Bay Area to the detention facilities, so even if they are not located here, our residents are being detained there. And we know that ICE plans to grow its deportation force exponentially,\u201d Haney said. \u201cWe want to also prevent that from happening unchecked without accountability anywhere in California. These companies shouldn\u2019t be making huge profits from separating people from their families all throughout our state, whether in San Francisco or San Diego.\u201d<\/p>\n<p>Haney said stories of immigrants dying in ICE facilities, along with the recent <a href=\"https:\/\/www.mercurynews.com\/2026\/01\/26\/federal-judge-orders-ice-dhs-not-to-destroy-or-alter-evidence-in-minneapolis-shooting\/\" rel=\"nofollow noopener\" target=\"_blank\">fatal shootings by immigration agents in Minneapolis<\/a> left him shaken and inspired the proposed legislation.<\/p>\n<p>\u201cThese facilities have awful track records of human rights violations,\u201d Haney said. \u201cWe\u2019re seeing what is happening everyday in Minnesota and very similar things are happening here in California. ICE is able to do that here because they rely on the services of massive detention companies who profit on the backs of our residents.\u201d<\/p>\n<p>Shiu-Ming Cheer, deputy director of the California Immigrant Policy Center, which co-sponsored Haney\u2019s bill, said it could be a step in the right direction toward protecting immigrants and their families from dangerous ICE activity.<\/p>\n<p>\u201cPrivate detention facilities in California have been tearing families apart and profiting off of Californians being detained. We\u2019ve seen people who have died in these facilities,\u201d Cheer said. \u201cThis bill is one step toward holding for-profit corporations accountable for profiting off of holding Californians in custody.\u201d<\/p>\n<p>Cheer said it has been \u201cfrightening\u201d to watch the aftermath of the ICE shootings, and that it\u2019s time for the private detention centers in the state to go.<\/p>\n<p>\u201cWe believe all people should have the right to dignity and safety, regardless of where they were born,\u201d Cheer said. \u201cIdeally we would see a state, and a whole country, that doesn\u2019t have facilities that are profiting off of incarcerating people.\u201d<\/p>\n<p>Alex Mensing, a spokesman for the California Collaborative for Immigrant Justice, said it is \u201cheartening\u201d to see Haney push forward this bill. ICE authorities and private detention centers have continued a practice of \u201ctorturing\u201d residents, he said, and he wants to see more action by local lawmakers to keep immigration forces in check.<\/p>\n<p>\u201cIt\u2019s complicated for local governments to directly attack federal laws.
