{"id":152795,"date":"2026-01-28T04:27:44","date_gmt":"2026-01-28T04:27:44","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/152795\/"},"modified":"2026-01-28T04:27:44","modified_gmt":"2026-01-28T04:27:44","slug":"cypress-resolution-reaffirming-civil-rights-fizzles-out-amid-ice-raid-backlash","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/152795\/","title":{"rendered":"Cypress Resolution Reaffirming Civil Rights Fizzles Out Amid ICE Raid Backlash"},"content":{"rendered":"<p>A proposed resolution in Cypress to reaffirm civil rights and condemn \u201cexcessive force\u201d by federal immigration agents sputtered out this week after failing to gain traction among city council members.\u00a0<\/p>\n<p>The proposal from Cypress City Councilwoman Rachel Strong Carnahan came days after Border Patrol agents <a href=\"https:\/\/apnews.com\/article\/minneapolis-alex-pretti-border-patrol-shooting-investigation-9d8ac8531f0d195ada3374c86a9deb21\" rel=\"nofollow noopener\" target=\"_blank\">shot and killed Alex Pretti in Minneapolis<\/a>, Minnesota, kicking off a wave of public backlash.<\/p>\n<p>Saturday\u2019s shooting death of Pretti is also expected to spur throughout Orange County, organized by activist groups under the <a href=\"https:\/\/50501oc.com\/protest-calendar\/\" rel=\"nofollow noopener\" target=\"_blank\">banner of 50501OC<\/a> \u2013 with a demonstration slated in Orange this evening, followed by a host of expected protests continuing through the weekend.\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"771\" height=\"514\" data-attachment-id=\"3213804\" data-permalink=\"https:\/\/voiceofoc.org\/2025\/06\/santana-a-flag-free-for-all\/be7c1a5c-d21c-4e01-a906-12d085b23dc0\/\" data-orig-file=\"https:\/\/i0.wp.com\/voiceofoc.org\/wp-content\/uploads\/2025\/06\/BE7C1A5C-D21C-4E01-A906-12D085B23DC0.jpg?fit=1266%2C844&amp;quality=89&amp;ssl=1\" data-orig-size=\"1266,844\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;4.5&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;Canon EOS Rebel T7&quot;,&quot;caption&quot;:&quot;Anti-ICE protesters stand in front of the Ronald Reagan Federal Building in Santa Ana on Wednesday, June 11, 2025. Credit: MAXIMO SANTANA, Voice of OC<\/p>\n<p>At Tuesday\u2019s meeting, Carnahan said her proposal \u2013 originally pitched earlier this month \u2013 was \u201cbecoming more and more important by the minute.\u201d\u00a0<\/p>\n<p>\u201cI\u2019m bringing forward this resolution to clearly articulate our city\u2019s position in regards to Constitutional rights and public safety,\u201d she said. \u201cI\u2019m in no way saying we should be harboring criminals or violent people in our city.\u201d\u00a0<\/p>\n<p>Carnahan also said the proposal could help residents understand that local police officers aren\u2019t conducting immigration enforcement and that city officials will defend civil rights if ICE agents show up.\u00a0<\/p>\n<p>\u201cThis is not a statement about intent or legality, but a clear declaration,\u201d she said. \u201cIt\u2019s about ensuring residents understand who\u2019s operating in their city.\u201d\u00a0<\/p>\n<p>Councilwoman Bonnie Peat criticized the proposal and raised concerns over condemning excessive force.\u00a0<\/p>\n<p>\u201cI think the issue I have is we don\u2019t know the circumstances,\u201d Peat said. \u201cWe do not know the person that they\u2019re targeting and going after, we do not know if they did or didn\u2019t have a gun \u2013 that is not for us to know.\u201d\u00a0<\/p>\n<p>She also said federal immigration agents are being attacked.\u00a0<\/p>\n<p>\u201cI feel quite sorry for them actually. They\u2019ve been given a task and are getting beat up every day,\u201d Peat said. \u201cI don\u2019t want to say what\u2019s excessive force or not, that\u2019s not my decision. Credit: ERIKA TAYLOR, Voice of OC<\/p>\n<p>Councilman David Burke said he thinks it\u2019s best to stay out of national debates.\u00a0<\/p>\n<p>\u201cMy view has been to not bring forward and abstain from any kind of resolutions on state bills or federal law enforcement type issues in the past,\u201d Burke said, adding that such a resolution is basically a statement from the city council as a whole.\u00a0\u00a0<\/p>\n<p>\u201cI generally think it\u2019s best to let each council member speak for themselves,\u201d he said.\u00a0<\/p>\n<p>Cypress Police Chief Mark Lauderback said officers don\u2019t consider immigration status.\u00a0<\/p>\n<p>\u201cIt does not matter what their status is here in the United States. Credit: JULIE LEOPO, Voice of OC<\/p>\n<p>\u201cOur city continues to see ongoing, periodic enforcement, most typically targeted, with occasional heavy days of roving enforcement,\u201d reads <a href=\"https:\/\/www.anaheim.net\/contigo\" rel=\"nofollow noopener\" target=\"_blank\">Anaheim\u2019s Tuesday update.\u00a0<\/a><\/p>\n<p>\u201cWe condemn how some federal immigration enforcement has played out in our city and do not support any excessive enforcement activity that destabilizes families, neighborhoods and our economy,\u201d reads Anaheim\u2019s website.\u00a0<\/p>\n<p>A recently released study from UC Irvine estimates that the immigration raids have severely impacted Orange County businesses.\u00a0<\/p>\n<p>In a <a href=\"https:\/\/socialecology.uci.edu\/news\/oc-businesses-lose-59m-following-immigration-enforcement#:~:text=Orange%20County%20businesses%20lost%20nearly,urban%20planning%20and%20public%20policy.\" rel=\"nofollow noopener\" target=\"_blank\">news release<\/a>, lead researcher T. William Lester said the recent economic hit hasn\u2019t been seen since the pandemic.\u00a0<\/p>\n<p>\u201cFrom our preliminary results, Orange County lost $58.9 million over just an eight-week period following the May 2025 ICE raids. That translates to $4.5 million less in sales tax revenue for our local governments. When you combine that with the uncertainty created by tariff policies, many businesses are facing an economic crisis they say is worse than what they experienced during the COVID-19 pandemic.\u201d\u00a0<\/p>\n<p>Spencer Custodio is the civic editor.
