The cities must demand reforms before they renew it. This is an open letter to OC mayors and city managers:<\/p>\n<p class=\"has-text-align-center\">Anaheim mayor Ashleigh Aitken, city manager Jim Vanderpool<\/p>\n<p class=\"has-text-align-center\">Orange mayor Dan Slater, city manager Jarad Hildenbrand<\/p>\n<p class=\"has-text-align-center\">Brea mayor Cecilia Hupp, city manager Kristin Griffith<\/p>\n<p class=\"has-text-align-center\">Placentia mayor Chad Wanke, city manager Jennifer Lampman<\/p>\n<p class=\"has-text-align-center\">Cypress mayor Leo Medrano, city manager Sean Joyce (interim)<\/p>\n<p class=\"has-text-align-center\">San Juan Capistrano mayor John Campbell , city manager Benjamin Siegel<\/p>\n<p class=\"has-text-align-center\">Fountain Valley mayor Jim Cunneen, city manager Maggie Le<\/p>\n<p class=\"has-text-align-center\">Tustin mayor Austin Lumbard, city manager Aldo Schindler<\/p>\n<p class=\"has-text-align-center\">Fullerton mayor Fred Jung, city manager Eddie Manfro<\/p>\n<p class=\"has-text-align-center\">Villa Park mayor\u00a0 Jordan Wu , city manager Steve Franks<\/p>\n<p class=\"has-text-align-center\">Huntington Beach mayor Casey McKeon, city manager Travis Hopkins<\/p>\n<p class=\"has-text-align-center\">Yorba Linda mayor Carlos Rodriguez, city manager Peter Grant<\/p>\n<p class=\"has-text-align-center\">Lake Forest mayor Robert Peque\u00f1o, city manager Debra Rose<\/p>\n<p class=\"has-text-align-center\">Santa Ana mayor Valerie Amezcua, city manager Alvaro Nu\u00f1ez<\/p>\n<p>In 2016 your cities signed a 10-year contract with OC Animal Care (OCAC). You paid for the construction of the animal shelter but handed control over to county bureaucrats. The county was supposed to follow a Strategic Plan, developed with community input and unanimously approved by the Board of Supervisors.<\/p>\n<p>The county bureaucrats <a href=\"https:\/\/voiceofoc.org\/2025\/02\/lamirande-oc-cities-are-badly-served-by-the-county-animal-shelter-is-reform-possible\/\" rel=\"nofollow noopener\" target=\"_blank\">got extra overhead dollars<\/a>, full control, and no accountability. The cities got an <a href=\"https:\/\/www.ocregister.com\/2024\/09\/24\/county-managers-failed-our-animal-shelter\/?share=2opwholwe04gnaisaeiw\" rel=\"nofollow noopener\" target=\"_blank\">endless string of failures<\/a>, starting with unqualified managers. In 2020, the county installed as shelter director Andi Bernard, a county paper-pusher with zero experience in animal sheltering. Bernard delegated to assistant director Monica Schmidt, a <a href=\"https:\/\/voiceofoc.org\/2024\/09\/mavrovouniotis-the-oc-animal-shelter-director-is-all-image-and-no-substance\/\" rel=\"nofollow noopener\" target=\"_blank\">political scientist with a background in shelter Public Relations<\/a>, way out of her depth in a large public shelter like OCAC.<\/p>\n<p>From this takeover on, Schmidt threw the shelter\u2019s Strategic Plan away. <a href=\"https:\/\/voiceofoc.org\/2025\/12\/vaughn-is-the-county-working-to-fix-the-animal-shelters-problems-if-so-why-havent-any-progress-reports-been-released\/\" rel=\"nofollow noopener\" target=\"_blank\">No more reporting on it<\/a>, to this day. The county\u2019s <a href=\"https:\/\/www.ocregister.com\/2025\/02\/16\/new-plan-for-oc-animal-care-to-boost-survival-or-dampen-expectations\/\" rel=\"nofollow noopener\" target=\"_blank\">attempt to undo the plan<\/a> with a shady one-bid contract caused community uproar.<\/p>\n<p>Schmidt kept on some COVID-19 pandemic restrictions (including <a href=\"https:\/\/www.ocregister.com\/2023\/05\/07\/more-adult-dogs-dying-at-oc-animal-care-kennels-largely-off-limits\/?share=tocecdmereiywdporla0\" rel=\"nofollow noopener\" target=\"_blank\">blocking visitor access<\/a> to kennels) through 2024, the only regional shelter with this level of paranoia. The shelter remains a pariah in another area: <a href=\"https:\/\/www.ocregister.com\/2024\/03\/01\/fewer-fixes-mean-more-dead-cats-in-orange-county\/?share=ercnnpt0sef1dsidoota\" rel=\"nofollow noopener\" target=\"_blank\">It has no preventive Spay\/Neuter program<\/a> to reduce the feral cat population.<\/p>\n<p>Schmidt <a href=\"https:\/\/www.ocregister.com\/2023\/10\/13\/advocates-horrified-over-mysterious-fate-of-small-animals\/?share=saaeotyscecmamsaw1ie\" rel=\"nofollow noopener\" target=\"_blank\">sent hundreds of pet bunnies, guinea pigs, and birds to a reptile organization<\/a>, attempting to hide the identity of the recipient. In a parallel regional case (shipments to Arizona) small pets were used as snake food.<\/p>\n<p>Schmidt covered up the circumstances of the <a href=\"https:\/\/voiceofoc.org\/2025\/08\/two-dogs-dead-in-transport-from-oc-animal-care-to-idaho\/\" rel=\"nofollow noopener\" target=\"_blank\">death of two OC dogs<\/a> during transport. We have yet to get the full record on this tragedy.<\/p>\n<p>Schmidt kept handing OC dogs over to a suspicious entity, despite warning signs. The results were hoarding and animal cruelty, with <a href=\"https:\/\/www.ocregister.com\/2025\/08\/15\/owner-of-woofy-acres-dog-rescue-charged-with-multiple-counts-of-animal-cruelty\/\" rel=\"nofollow noopener\" target=\"_blank\">many OC dogs dead<\/a>.<\/p>\n<p>Schmidt produced <a href=\"https:\/\/voiceofoc.org\/2023\/08\/lawther-oc-animal-care-is-unable-to-keep-track-of-its-animals\/\" rel=\"nofollow noopener\" target=\"_blank\">fabricated shelter statistics<\/a>. Not just slightly off, plainly made-up.<\/p>\n<p>Schmidt <a href=\"https:\/\/voiceofoc.org\/2023\/11\/mavrovouniotis-the-oc-animal-shelter-lied-about-its-safety-record-it-needed-an-excuse-to-keep-the-kennels-off-limits-and-ditch-its-strategic-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">lied about the shelter\u2019s safety record<\/a>, under-counting the number of animal bites in the shelter. She doubled down with a torrent of <a href=\"https:\/\/voiceofoc.org\/2023\/10\/lawther-animal-shelter-deteriorates-as-county-bureaucracy-keeps-supervisors-in-the-dark\/\" rel=\"nofollow noopener\" target=\"_blank\">false data fed to an unsuspecting Board of Supervisors<\/a>.<\/p>\n<p>What about oversight? The higher-ups in the county that supposedly oversee the shelter are Dylan Wright and his deputy Cymantha Atkinson. These two <a href=\"https:\/\/voiceofoc.org\/2024\/10\/mavrovouniotis-senior-county-managers-enabled-the-andrew-do-scandal\/\" rel=\"nofollow noopener\" target=\"_blank\">met with corrupt Supervisor Andrew Do\u2019s daughter<\/a>, eager to divert taxpayer dollars to corrupt entities (which then funneled money to the Supervisor and his daughter). On the heels of OCAC scandals in 2023-2024, did Wright and Atkinson take steps to clean up the shelter\u2019s mess?\u00a0 No. They promoted Schmidt to director, even though she was responsible for the disaster and <a href=\"https:\/\/voiceofoc.org\/2024\/09\/mavrovouniotis-the-oc-animal-shelter-director-is-all-image-and-no-substance\/\" rel=\"nofollow noopener\" target=\"_blank\">made wild misrepresentations in her resume<\/a>. The community noted that one County Supervisor, Katrina Foley, seems to be Schmidt\u2019s booster, perhaps sharing her penchant for public relations rather than tangible work.<\/p>\n<p>City councils and city managers, you are not exempt from accountability for the ruinous acts of OCAC managers and their county protectors.<\/p>\n<p>Any city manager that pushes for a contract renewal with Schmidt and Wright takes full responsibility for their mismanagement and their misconduct.<\/p>\n<p>Any city council member that votes for such a contract becomes part and parcel of OCAC\u2019s failure.<\/p>\n<p>City officials in favor of good governance and a good shelter must make two demands: First, get rid of toxic managers. Second, transparently implement the Strategic Plan. This is what <a href=\"https:\/\/www.facebook.com\/jvrshelterstrategies\/posts\/pfbid02yocjC6iPKKbGwsr1sx3CTD554onDxUrFdc4Bk5DgKXrTrHMDYMDqQdSZs44bvWDtl\" rel=\"nofollow noopener\" target=\"_blank\">JVR, the county\u2019s own contractor, says<\/a>:\u00a0<\/p>\n<p>\u201cIs your strategic plan in action?\u201d<\/p>\n<p>\u201cYour strategic plan shouldn\u2019t sit in a binder. It should live in conversations, meetings, and decisions every day.\u201d<\/p>\n<p>Dear city officials, if you hire people with a track record of dishonesty and incompetence, you\u2019re responsible for the consequences.
