United Educators of San Francisco <a href=\"https:\/\/www.the74million.org\/article\/3000-california-teachers-school-staffers-strike-while-7-unions-declare-impasse\/\" rel=\"nofollow noopener\" target=\"_blank\">approved a walkout<\/a> with the second of two nearly unanimous votes last week. Its bargaining team is <a href=\"https:\/\/sfstandard.com\/2026\/02\/03\/will-50-000-kids-go-teachers-strike-sfusd-union-offer-half-baked-plans\/\" rel=\"nofollow noopener\" target=\"_blank\">expected<\/a> to decide within 10 days whether it will strike.\u00a0<\/p>\n<p>United Teachers of Los Angeles, which represents more than 35,000 educators in California\u2019s largest school district, has been in negotiations since February 2025. Both parties clashed over pay raises and <a href=\"https:\/\/mcusercontent.com\/e51f39a03d845e2cafae71eff\/files\/97f93bd2-575a-4b3a-8659-c573694da064\/Declaration_of_Impasse.pdf\" rel=\"nofollow noopener\" target=\"_blank\">declared an impasse<\/a> in December. A strike vote passed with a <a href=\"https:\/\/utla.net\/member-vote-94-yes-to-authorize-a-strike\/\" rel=\"nofollow noopener\" target=\"_blank\">94%<\/a> member approval on Monday.\u00a0<\/p>\n<p>With 6,500 members, United Educators of San Francisco has been negotiating with the district since March. The union <a href=\"https:\/\/www.the74million.org\/article\/3000-california-teachers-school-staffers-strike-while-7-unions-declare-impasse\/\" rel=\"nofollow noopener\" target=\"_blank\">asked<\/a> for a 14% pay increase for support staff and 9% for teachers over two years, along with improvements to health care coverage, special education teacher workloads and family housing.\u00a0<\/p>\n<p>\u201cWe remain prepared to hear any real solutions the district may formally bring to the table that will stabilize our district for our students, educators and families,\u201d the union said in a <a href=\"https:\/\/www.facebook.com\/share\/v\/18FhjiLNGt\/\" rel=\"nofollow noopener\" target=\"_blank\">statement <\/a>Tuesday.\u00a0<\/p>\n<p><a href=\"https:\/\/www.the74million.org\/article\/3000-california-teachers-school-staffers-strike-while-7-unions-declare-impasse\/\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p>Related3,000 California Teachers, School Staffers Strike While 7 Unions Declare Impasse<\/p>\n<p><\/a><\/p>\n<p>The San Francisco Unified School District has <a href=\"https:\/\/www.sfusd.edu\/announcements\/2026-01-31-status-sfusd-negotiations-united-educators-san-francisco-uesf\" rel=\"nofollow noopener\" target=\"_blank\">proposed<\/a> a 2% yearly increase, totaling 6% over three years. It <a href=\"https:\/\/www.sfusd.edu\/announcements\/2026-01-31-status-sfusd-negotiations-united-educators-san-francisco-uesf\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> on Saturday that a $102 budget deficit makes it impossible to meet the union\u2019s demands.<\/p>\n<p>\u201cAny raises above the current proposals from the district will force further cuts at school sites that will impact the district\u2019s ability to serve all of its students long-term,\u201d the district <a href=\"https:\/\/www.sfusd.edu\/announcements\/2026-01-31-status-sfusd-negotiations-united-educators-san-francisco-uesf\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>.<\/p>\n<p>The union <a href=\"https:\/\/uesf.org\/news\/bargaining-updates\/?doing_wp_cron=1770215814.8505589962005615234375\" rel=\"nofollow noopener\" target=\"_blank\">argues<\/a> that San Francisco Unified recently allocated $111 million to its rainy-day fund, \u201cmoney members say needs to be directed back to classrooms and school sites.\u201d<\/p>\n<p>In Los Angeles, the union is <a href=\"https:\/\/utla.net\/win-our-future-bargaining-session-19\/\" rel=\"nofollow noopener\" target=\"_blank\">seeking<\/a> an 18% immediate pay raise with a 3% bump the second year of the contract. Los Angeles Unified <a href=\"https:\/\/utla.net\/app\/uploads\/2025\/12\/Article-14-Salaries-25-28-12.2.25-Fin.pdf\" rel=\"nofollow noopener\" target=\"_blank\">offered<\/a> two consecutive raises of 2.5% and 2% and a one-time payment of 1% of an employee\u2019s salary. A strike deadline has not yet been set.<\/p>\n<p>Cheryl Coney, the union\u2019s executive director, wrote in a <a href=\"https:\/\/mcusercontent.com\/e51f39a03d845e2cafae71eff\/files\/97f93bd2-575a-4b3a-8659-c573694da064\/Declaration_of_Impasse.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Dec. 3 letter<\/a> to the district that drastic raises are needed because more than 20% of members qualify for low-income housing and roughly one-third leave Los Angeles Unified by their fifth year on the job.\u00a0<\/p>\n<p>The union <a href=\"https:\/\/mcusercontent.com\/e51f39a03d845e2cafae71eff\/files\/97f93bd2-575a-4b3a-8659-c573694da064\/Declaration_of_Impasse.pdf\" rel=\"nofollow noopener\" target=\"_blank\">claimed<\/a> the district can afford pay increases with a $5 billion reserve, but officials <a href=\"https:\/\/www.lausd.org\/apps\/news\/article\/2160722?categoryId=23516\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> budget constraints recently worsened because of enrollment declines, the expiration of pandemic aid and increased operating costs. The district\u2019s <a href=\"https:\/\/4.files.edl.io\/8943\/07\/21\/25\/222255-ca3a6098-2912-42ff-8cf4-549e070e8280.pdf\" rel=\"nofollow noopener\" target=\"_blank\">budget<\/a> projects a $1.6 billion deficit by the 2027-28 school year.<\/p>\n<p><a href=\"https:\/\/www.the74million.org\/article\/strapped-for-cash-districts-ok-union-raises-dont-have-the-money-to-fund-them\/\" rel=\"nofollow noopener\" target=\"_blank\"><\/p>\n<p>RelatedStrapped for Cash: Districts OK Union Raises, Don\u2019t Have the Money to Fund Them<\/p>\n<p><\/a><\/p>\n<p>\u201cWe recognize the real financial strain on educators and staff but must make difficult decisions to preserve classrooms, student services and long-term stability within finite resources,\u201d the district said in a Jan. 31 <a href=\"https:\/\/www.lausd.org\/apps\/news\/article\/2160722?categoryId=23516\" rel=\"nofollow noopener\" target=\"_blank\">statement<\/a>. \u201cThis moment calls for collaboration between all parties to reach a sustainable resolution.\u201d<\/p>\n<p>The Los Angeles and San Francisco superintendents joined representatives of five other school districts in a <a href=\"https:\/\/4.files.edl.io\/5e08\/02\/02\/26\/220842-967f95b8-2309-49f9-b992-c186a2051c31.pdf\" rel=\"nofollow noopener\" target=\"_blank\">signed open letter<\/a> Monday that asked advocates, nonprofits and lawmakers to help campaign for more funding from the state.\u00a0<\/p>\n<p>\u201cEducators and staff deserve to feel valued and supported, and districts recognize and respect those realities,\u201d the letter says. \u201cAt the same time, school systems cannot spend resources they do not receive, nor can local negotiations resolve statewide enrollment trends or the loss of temporary federal funding.\u201d<\/p>\n<p>The strike votes in Los Angeles and San Francisco come amid a <a href=\"https:\/\/www.cta.org\/document\/we-cant-wait-campaign-flyer-by-the-numbers\" rel=\"nofollow noopener\" target=\"_blank\">coordinated campaign<\/a> by the California Teachers Association, focusing negotiations in 32 districts statewide around <a href=\"https:\/\/www.cta.org\/document\/we-cant-wait-brochure\" rel=\"nofollow noopener\" target=\"_blank\">three key issues<\/a>: wages, staffing and student stability \u2014 meaning fewer layoffs and school closures. The <a href=\"https:\/\/wecantwait.info\" rel=\"nofollow noopener\" target=\"_blank\">We Can\u2019t Wait campaign<\/a> also aims to pressure the state to improve school funding.<\/p>\n<p>A <a href=\"https:\/\/www.cta.org\/document\/the-state-of-ca-public-schools\" rel=\"nofollow noopener\" target=\"_blank\">recent report<\/a> from the statewide union found that 88% of educators identified insufficient school funding and low pay as serious issues for 2026.<\/p>\n<p>Several California teachers unions already walked out of the classroom this school year or are close to striking. United Teachers of Richmond, located north of San Francisco, staged a <a href=\"https:\/\/wecantwait.info\/updates\/we-did-it-tentative-agreement-reached?link_id=2&amp;can_id=72816369d8077727fc75c498ff296717&amp;source=email-utrs-historic-4-day-strike-and-other-wcw-chapter-wins&amp;email_referrer=email_2994544&amp;email_subject=utrs-historic-4-day-strike-and-other-wcw-chapter-wins&amp;&amp;\" rel=\"nofollow noopener\" target=\"_blank\">four-day strike<\/a> in December. Five <a href=\"https:\/\/www.sacbee.com\/news\/local\/education\/article314193206.html\" rel=\"nofollow noopener\" target=\"_blank\">Sacramento-area<\/a> unions \u2014 Natomas, Twin Rivers, Rocklin, Woodland Joint and Washington \u2014 are at an impasse, along with Madera Unified Teachers Association in central California and Berkeley Federation of Teachers.<\/p>\n<p>More than 90% of San Diego Education Association members recently <a href=\"https:\/\/www.sdea.net\/2025\/12\/strike-vote-results\/\" rel=\"nofollow noopener\" target=\"_blank\">authorized<\/a> a one-day unfair labor practice strike for Feb. 26.
