{"id":165928,"date":"2026-02-06T00:22:08","date_gmt":"2026-02-06T00:22:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/165928\/"},"modified":"2026-02-06T00:22:08","modified_gmt":"2026-02-06T00:22:08","slug":"la-city-council-eases-building-process-for-no-build-olympics","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/165928\/","title":{"rendered":"LA City Council Eases Building Process For &#8216;No-Build&#8217; Olympics"},"content":{"rendered":"<p>                        <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2025\/10\/placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Built for the 1932 Olympics, the Los Angeles Memorial Coliseum will co-host the opening ceremonies at the 2028 Games.\n    <\/p>\n<p dir=\"ltr\">The\u00a0<a class=\"tag tag-108116\" href=\"https:\/\/www.bisnow.com\/tags\/los-angeles-city-council\" target=\"_blank\" data-tag-id=\"108116\" rel=\"nofollow noopener\">Los Angeles City Council<\/a>\u00a0voted Tuesday to ease the process for facilities that may need to be built for the 2028 Olympic and Paralympic Games.\u00a0<\/p>\n<p dir=\"ltr\">The\u00a0<a href=\"https:\/\/cityclerk.lacity.org\/lacityclerkconnect\/index.cfm?fa=ccfi.viewrecord&amp;cfnumber=15-0989-S47\" target=\"_blank\" rel=\"nofollow noopener\">ordinance would allow<\/a> some temporary projects deemed necessary for the Games to skip zoning and city approval and\u00a0allow some permanent projects to be\u00a0exempted from zoning regulations, if the projects are individually approved by the council.<\/p>\n<p dir=\"ltr\">What exactly could be built under the new guidelines remains unclear. The Games have been touted as a &#8220;no-build&#8221; Olympics, but the ordinance seems to pave the way for construction.\u00a0<\/p>\n<p dir=\"ltr\">&#8220;Many elements and activities of the 2028 Games will require building and developments, including but not limited to the buildout or improvements to temporary and permanent venues, training facilities, security perimeters, broadcast and media centers, transit infrastructure, live sites and fan zones, and associated structures,&#8221;\u00a0Councilmember Traci Park wrote in a motion in support of the action.<\/p>\n<p dir=\"ltr\">An amendment from Councilmember\u00a0Nithya Raman\u00a0ensured that the planning department would have to create clear criteria that temporary projects would need to meet to be made permanent following the events.\u00a0<\/p>\n<p>The ordinance has been in the works for\u00a0<a href=\"https:\/\/cityclerk.lacity.org\/onlinedocs\/2015\/15-0989-S47_misc_2_01-08-26.pdf\" target=\"_blank\" rel=\"nofollow noopener\">about a year<\/a>, and not all types of projects qualify.<\/p>\n<p>Most of the concerns voiced by council members revolved around the potential for temporary signage, especially digital signs, to go up and then become permanent.<\/p>\n<p>The amended ordinance would also provide for the creation of quarterly reports of applications for temporary projects by district so that council members could review them and avoid being surprised by new structures cropping up in their jurisdictions. The timeline for approvals for these projects would be 14 days.\u00a0<\/p>\n<p dir=\"ltr\">\u201cIt puts the onus on us to get ourselves organized and really make it easy for people to put up these structures and everything that&#8217;s going to need to go into the Games,\u201d Councilmember Katy Yaroslavsky said.\u00a0<\/p>\n<p dir=\"ltr\">LA28, the organization orchestrating the event in Los Angeles, hired Sandy Throop, a former asset manager at Barings, as its head of real estate acquisitions.<\/p>\n<p dir=\"ltr\">His LinkedIn profile lists among his duties leading &#8220;end-to-end real estate strategy across the entire 2028 LA Olympic &amp; Paralympic Games footprint, driving acquisition, leasing, and activation plans,&#8221; as well as negotiating and closing &#8220;complex multi-site lease agreements.&#8221;<\/p>\n<p dir=\"ltr\">Representatives for LA28 and Throop haven&#8217;t responded to multiple requests for comment.\u00a0<\/p>\n<p dir=\"ltr\">The Olympics and the potential costs of the Games that might fall on LA taxpayers are still being debated as the city and LA28 hammer out an agreement\u00a0that will determine how much the \u201cno-cost\u201d Olympics will actually cost the public.<\/p>\n<p dir=\"ltr\">The agreement had an October 2025 deadline to be finalized, but discussions are ongoing,\u00a0<a href=\"https:\/\/www.torched.la\/?ref=torched-newsletter\" target=\"_blank\" rel=\"nofollow noopener\">according to Torched LA<\/a>, a mega-events-focused publication.
