That\u2019s particularly true at 6:30 a.m., when the sun isn\u2019t even peeking out, and the Capitol is covered with fog and darkness.<\/p>\n<p>But still, Assemblymember Sharon Quirk-Silva is bundled up, ready for a few quick laps around the statehouse.<\/p>\n<p>This is what she does in Sacramento, aside from other legislative duties: holds meetings \u2014 \u201cwalk and talks,\u201d she calls them \u2014 while traversing around the domed building and the state park and the World Peace Rose Garden before many legislators and lobbyists are even awake.<\/p>\n<p>On this particularly frigid January morning, she\u2019s talking about homelessness and housing policy, progress with <a href=\"https:\/\/www.ocregister.com\/2025\/10\/01\/va-adds-orange-countys-veterans-cemetery-plan-to-priority-list-for-grants\/\" target=\"_blank\" rel=\"noopener nofollow\">Orange County\u2019s veterans cemetary<\/a> and her future.<\/p>\n<p>Sacramento Snapshot<\/p>\n<p>Editor\u2019s note:\u00a0<a href=\"https:\/\/www.ocregister.com\/tag\/sacramento-snapshot\/\" target=\"_blank\" rel=\"noopener nofollow\">Sacramento Snapshot<\/a>\u00a0is a weekly series during the legislative session detailing what Orange County\u2019s representatives in the Assembly and Senate are working on \u2014 from committee work to bill passages and more.<\/p>\n<p>Quirk-Silva, a Fullerton Democrat, is in the midst of her final year in the California Legislature, prevented from running again due to term limits.<\/p>\n<p>And while she could vie for a different elected position or even go back to teaching, Quirk-Silva has decided to retire.<\/p>\n<p>Quirk-Silva has spent 20 years in elected office, eight of those with the Fullerton City Council, the other 12 in the Legislature.<\/p>\n<p>It\u2019s been \u201ca complete and full experience and opportunity to serve,\u201d Quirk-Silva said in an interview. \u201cI feel like the time spent has been well used.\u201d<\/p>\n<p>It\u2019s housing and homelessness policy that Quirk-Silva has, perhaps, become the most well-known for and well-versed in during her legislative tenure.<\/p>\n<p>She chairs the Orange County Homelessness and Mental Health Services committee and sits on the Housing and Community Development committee. She also leads the Assembly\u2019s budget committee that oversees policies dealing with housing and homelessness, as well as banking, veterans, employment, insurance, elections and more.<\/p>\n<p>She\u2019s the author of <a href=\"https:\/\/www.ocregister.com\/2023\/12\/30\/7-new-laws-oc-state-legislators-wrote-this-year\/\" target=\"_blank\" rel=\"noopener nofollow\">a relatively recent law<\/a> that mandates California\u2019s elementary students learn cursive, an effort that garnered <a href=\"https:\/\/www.reuters.com\/world\/us\/shunned-computer-age-cursive-makes-comeback-california-2024-01-27\/\" target=\"_blank\" rel=\"noopener nofollow\">widespread media attention<\/a>.<\/p>\n<p>She has focused, too, particularly over the last year, on protecting her constituents during the massive immigration raids that have taken place during the second Trump administration. During <a href=\"https:\/\/www.ocregister.com\/2025\/08\/13\/california-legislators-discuss-impacts-of-immigration-on-oc-communities\/\" target=\"_blank\" rel=\"noopener nofollow\">a roundtable with state lawmakers and community organizers<\/a> last year in Orange County, Quirk-Silva pushed for more data on who was being detained and where they were taken.<\/p>\n<p>\u201cI am very proud of the investment and work that I have focused on relating to housing, housing production and homelessness,\u201d said Quirk-Silva.<\/p>\n<p>\u201cInnovation related to housing, modular housing, 3D, I\u2019ll be working on some of that this last term,\u201d she added. \u201cI really feel that when we talk to everyday Californians, neighbors, friends, family, they really still have the \u2018American dream\u2019 to attain a home and be able to provide for their families.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"California Assemblymember Sharon Quirk-Silva will be termed out in 2026....\" class=\"size-article_inline\"   src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/02\/OCR-L-QUIRKSILVA-0207-01-PB.jpg\"\/><\/p>\n<p>California Assemblymember Sharon Quirk-Silva will be termed out in 2026. (Photo by Paul Bersebach, Orange County Register\/SCNG)\n<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>Quirk-Silva spent 30 years working with Fullerton Elementary School and was first elected to the Assembly in 2012, then upsetting the Republican incumbent. But <a href=\"https:\/\/www.ocregister.com\/2014\/11\/04\/kim-poised-to-beat-incumbent-assemblywoman\/\" target=\"_blank\" rel=\"noopener nofollow\">she lost reelection two years later<\/a> to eventual U.S. Rep. Young Kim, R-Anaheim Hills. She tried for the seat again in 2016, <a href=\"https:\/\/www.ocregister.com\/2016\/11\/09\/65th-assembly-district-sharon-quirk-silva-holds-narrow-lead-over-young-kim-with-many-ballots-left-to-count\/\" target=\"_blank\" rel=\"noopener nofollow\">this time defeating Kim<\/a>.<\/p>\n<p><a href=\"https:\/\/www.eastbaytimes.com\/2016\/11\/18\/democrat-takes-back-assembly-seat-she-lost-two-years-ago-to-gop\/\" target=\"_blank\" rel=\"noopener nofollow\">Quirk-Silva vowed then<\/a> to \u201cget to work investing in the people of California through better schools, more affordable colleges and helping mall businesses thrive.\u201d<\/p>\n<p>She\u2019s been reelected ever since.<\/p>\n<p>Her voting record has leaned a little to the left of moderate, according to <a href=\"https:\/\/calmatters.digitaldemocracy.org\/legislators\/sharon-quirk-silva-34400\" target=\"_blank\" rel=\"noopener nofollow\">an analysis from CalMatters\u2019 Digital Democracy project<\/a>.<\/p>\n<p>When asked about any regrets during her legislative tenure, Quirk-Silva thought for a minute before talking about increased partisanship and political tempers.<\/p>\n<p>\u201cThere is always an opportunity for both parties to work closer together,\u201d Quirk-Silva said. \u201cI\u2019m dismayed that the rhetoric has become so loud that it makes it very difficult. I think there are always ways to reach out. And so I would say I and others could do that on a more regular basis.<\/p>\n<p>\u201cI really think neighbors need to start talking together, interacting together,\u201d she said. \u201cWe need to go back to what we try to teach our kids, which is: If you\u2019re on a soccer field, you\u2019re not a Republican or a Democrat, you\u2019re cheering for your kids and your neighborhood and your community. And I think we\u2019ve lost a lot of that.\u201d<\/p>\n<p>Building community is still in Quirk-Silva\u2019s future as she retires. She\u2019ll be spending \u201cmuch-needed\u201d time with friends and family, including her 2-year-old grandson, she said, and contemplating what\u2019s next.<\/p>\n<p>\u201cI still see myself working potentially in housing in the future, working to help people bring housing forward,\u201d said Quirk-Silva. \u201cI am just avid about that; we need more housing units at all levels, and if I can do anything to help bring those forward, I will.\u201d<\/p>\n<p>She may become an advocate for foster youth through California\u2019s Court Appointed Special Advocate volunteer program. Or offer mentorship at <a href=\"https:\/\/www.ocregister.com\/2024\/01\/29\/5-1-2-months-for-a-second-chance-troubled-socal-teens-choose-a-military-style-school\/\" target=\"_blank\" rel=\"noopener nofollow\">Sunburst Youth Academy<\/a>, which operates at the Joint Forces Training Base in Los Alamitos and serves high school students who need additional support.<\/p>\n<p>And then there is the walking. She hopes to discover some moderate hiking trails, tackling them every week or so.<\/p>\n<p>\u201cI\u2019m not sure who would want to walk and talk with me just as a neighbor,\u201d laughed Quirk-Silva, who plans to walk with her family and husband, Jesus Silva, who is also a former Fullerton council member and teacher.<\/p>\n<p>But, as Quirk-Silva is apt to point out, she isn\u2019t retired yet.<\/p>\n<p>There\u2019s still work to do in the statehouse, on housing policy, on immigration, on youth services and more.<\/p>\n<p>This year, she\u2019s behind <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202520260AB1543\" target=\"_blank\" rel=\"noopener nofollow\">a bill that would expand statewide rental caps<\/a> for mobile home parks over the course of a 12-month period.<\/p>\n<p>She\u2019s also pushing a bill that would <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260AB1689\" target=\"_blank\" rel=\"noopener nofollow\">streamline probate and juvenile court processes<\/a> by automatically terminating temporary probate guardianships at the juvenile court\u2019s initial dependency or wardship petition hearing. The idea, according to her office, is to ensure the juvenile court can act swiftly so that children and their caregivers can access emergency funding and services more easily.<\/p>\n<p>Her office, too, is still very much focused on constituent services, she said,\u00a0a particular point of pride for the legislator.<\/p>\n<p>\u201cI really believe that I\u2019ve served in a way that has been much like a teacher, which has been to listen to my constituents and try to serve them,\u201d she said.<\/p>\n<p>And then there are her \u201cwalk and talks,\u201d her way to meet with other elected officials, stakeholders, constituents and journalists in town from the warmer Southern California climate.<\/p>\n<p>It\u2019s a way to combat the rampant polarization in politics.<\/p>\n<p>\u201cThere have often been times where you could find common ground,\u201d she said, reflecting on her last two decades in elected office, \u201cand even if you weren\u2019t from the same political party, you could find ways to work together as you should for the betterment of your community.\u201d<\/p>\n<p>Quirk-Silva has taken the \u201cgolden handshake\u201d of retirement, she said.<\/p>\n<p>But she\u2019s not finished working quite yet.<\/p>\n","protected":false},"excerpt":{"rendered":"The weather in Sacramento this time of year is rather cold.
