The 2-1-1 help line is a free service that connects people to essentials like food, housing, financial support, health support, and more.

In San Joaquin County, local leaders say the need is clear, with call centers handling 75,000 calls, texts, and emails in 2024, with most people about food, financial assistance, and mental health support.

Assembly Member Rhodesia Ransom (D-13) said her legislation is aimed at strengthening the state’s 211 network through expanded funding, staffing, and services. She emphasized that access and coverage are just as critical.

“211 is underutilized, throughout our state,” said Ransom. “We also would love to see 211 in some of the rural areas that are not yet covered. The rural areas have, you know, their fair share of natural disasters as well.”

Ransom said improving public understanding of when to call 211 versus 911 could help ease the pressure for emergency responders while ensuring people get connected to the right help.

“We don’t want people calling 911 when they actually could be calling 211,” said Ransom. “It’s really important that we have one reliable resource for people to connect to.”

Leaders with the 211 offices in Stockton said the proposed legislation could be a major boost for reaching people of all ages across the county, especially through expanded language options and different ways to connect.

Chief Operations Officer Tiffany Phovixay says outreach would be their next step if the legislation is passed.

“It would really be boots on the ground getting, you know, working directly with our state legislators, our local, Board of Supervisors or city councils, our local, community-based organizations and partners,” said Phovixay.

Ransom said she plans to continue working with state and local partners as the bill moves through the legislative process.

Officials also remind the public that 211 is available 24/7, and people can reach the service by phone, text, or online. Residents can also visit their local offices.

Copyright 2026 Nexstar Media, Inc. All rights reserved.
