The controversial project went up for a vote in front of the city\u2019s Planning and Design Commission<br \/>\n Thursday. <\/p>\n<p>            HRGA<\/p>\n<p>An East Sacramento apartment complex that has divided neighbors was approved Thursday evening by the city\u2019s <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.cityofsacramento.gov\/community-development\/meetings-and-hearings\/planning-and-design-commission\">Planning and Design Commission<\/a>.<\/p>\n<p>That decision, though, could be appealed to the City Council.<\/p>\n<p>The six-story development put forward by Demas Enterprises is planned for Alhambra Boulevard near <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sacbee.com\/news\/bee-curious\/article289185429.html\">McKinley Park.<\/a> It would bring 332 apartments to a property currently occupied by vacant brick warehouses.<\/p>\n<p>Many neighborhood residents have <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sacbee.com\/news\/local\/article304218361.html\">spent months<\/a> pushing back against the plan with concerns, including that it is too dense, too big and will create traffic nightmares. But the association\u2019s president, Tricia Stevens, gave the opposite view.<\/p>\n<p>\u201cThe project adds needed housing in our community,\u201d Stevens said, \u201cand adds housing choices in an infill location for those desiring to live close to amenities like jobs and schools and all that East Sacramento has to offer. \u201d<\/p>\n<p>Many of the roughly three dozen people who addressed the commission were also in favor of it. So were city staff, who said it would be an opportunity to revitalize an underused property and recommended that the commission approve it.<\/p>\n<p>Demas Enterprises needed the commission to allow the development to reach nearly 63 feet, exceeding the area\u2019s height limit. The building also would include commercial space.<\/p>\n<p>It applied for approval using a new state law created by the Legislature and Gov. Gavin Newsom last year that exempts certain housing projects in urban areas from requirements under the <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/lci.ca.gov\/ceqa\/\">California Environmental Quality Act,<\/a> known as CEQA.<\/p>\n<p>Newsom forced the change, known as <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260AB130\">Assembly Bill 130<\/a>, into <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article309722755.html\">the state budget<\/a> last summer.
