{"id":177111,"date":"2026-02-13T22:50:25","date_gmt":"2026-02-13T22:50:25","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/177111\/"},"modified":"2026-02-13T22:50:25","modified_gmt":"2026-02-13T22:50:25","slug":"s-f-officials-celebrate-end-of-strike-but-warn-of-fiscal-headwinds","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/177111\/","title":{"rendered":"S.F. officials celebrate end of strike, but warn of fiscal headwinds"},"content":{"rendered":"<p>This morning, San Francisco teachers and city officials applauded the <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-teachers-strike-sfusd-ends\/\" rel=\"nofollow noopener\" target=\"_blank\">end of the weeklong teachers\u2019 strike<\/a>. After a long holiday weekend, school will be <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-teachers-strike-parents-childcare\/\" rel=\"nofollow noopener\" target=\"_blank\">back in session<\/a> on Wednesday morning.\u00a0<\/p>\n<p>San Francisco Unified School District Superintendent Maria Su was less enthusiastic, warning that in the coming years, San Francisco schools may suffer as a consequence of teachers\u2019 <a href=\"https:\/\/missionlocal.org\/2026\/02\/san-francisco-teachers-strike-day-3-tensions-rise-as-negotiations-remain-at-a-standstill\/\" rel=\"nofollow noopener\" target=\"_blank\">successful push<\/a> for better wages and healthcare.\u00a0<\/p>\n<p>At a morning press conference held by the district, Su thanked union president Cassondra Curiel and negotiators for \u201cstaying at the table,\u201d and passing the tentative agreement. But Su also sounded a note of caution. \u201cThere is still a long way ahead where difficult choices remain,\u201d she said. \u201cWe will need more support in the future.\u201d\u00a0<\/p>\n<p>The agreement will need the ratification of the California Department of Education, which has fiscal oversight over the San Francisco Unified School District. The department has the authority to veto any labor agreement it deems fiscally irresponsible.\u00a0<\/p>\n<p>The agreement, which covers <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-teachers-strike-sfusd-schools-day-4-live-updates\/\" rel=\"nofollow noopener\" target=\"_blank\">fully funded family healthcare<\/a>, <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-teachers-salaries-sfusd-strike\/\" rel=\"nofollow noopener\" target=\"_blank\">higher wages<\/a>, and changes to special education, is estimated to cost $183 million over the next two years, according to the district. To pay for this, Su warned, the district may implement layoffs and budget cuts in the near future.\u00a0<\/p>\n<p>When asked if she is concerned that reaching an agreement could lead to future cuts, Curiel, the president of the United Educators of San Francisco, pointed to the district\u2019s $400-plus million in reserve funds.\u00a0<\/p>\n<p>The district plans to use funding from these reserves to cover the cost of healthcare and higher wages \u2014 depleting the district\u2019s $111 million emergency fund, and using the rest from funding from existing parcel tax funds from San Francisco\u2019s 2018 Proposition G.\u00a0<\/p>\n<p>Covering ongoing expenses with one-time funds, like the proceeds of the parcel tax, may put the district in a precarious financial position. The district is expected to lose millions of dollars as a result of the strike, according to Su. This week Su stated that the district is losing $7 million to $10 million a day that schools across the city are shuttered \u2014 totalling at roughly $50 million.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"834\" height=\"640\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/02\/012926_MMG_Newcomer-rally-06-834x640.jpg\" alt=\"\" class=\"wp-image-831484\"  \/>San Francisco Superintendent Maria Su, left, and Board of Education President Phil Kim, right, listen as SFUSD staff speak at a rally at San Francisco International High School on Jan. 29, 2026. Photo by Mariana Garcia.<\/p>\n<p>The union, for its part, has said the district <a href=\"https:\/\/missionlocal.org\/2026\/02\/sfusd-teachers-strike-daniel-lurie\/\" rel=\"nofollow noopener\" target=\"_blank\">could have avoided<\/a> the hefty costs of a <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-teachers-strike-sfusd-day-two-live-updates\/\" rel=\"nofollow noopener\" target=\"_blank\">strike<\/a> by accepting at face-value its months-long preparations for a strike and bargaining earlier. Before a flurry of talks this week and last, the two sides had not seriously negotiated since October.<\/p>\n<p>The district\u2019s budget is tied to how the state distributes funding. The SFUSD is compensated by the state based on how many kids show up for classes. In the case of the strike, that meant a loss of over 48,000 student seats for five days, which was mitigated somewhat by the fact that the more than 6,000 educators and other district employees who walked out of their campuses this week were not paid by the district while on strike.\u00a0<\/p>\n<p>Su urged the California Department of Education this week to reconsider the way that the state allocates funding toward schools \u2014\u00a0specifically administering money based on student enrollment rather than student attendance. She also asked the department to waive fines that the district incurred for absenteeism during the strike.\u00a0<\/p>\n<p>Gov. Gavin Newsom has reportedly not been in contact with the superintendent, though State superintendent of public instruction Tony Thurmond on Tuesday briefly stopped by the War Memorial Opera House, where <a href=\"https:\/\/missionlocal.org\/2026\/02\/san-francisco-teachers-strike-day-3-tensions-rise-as-negotiations-remain-at-a-standstill\/\" rel=\"nofollow noopener\" target=\"_blank\">negotiations were taking place<\/a>. Thurmond\u2019s representative told Mission Local that Thurmond was not there to discuss Su\u2019s requests to the California Department of Education, but rather to encourage the <a href=\"https:\/\/missionlocal.org\/2026\/02\/san-francisco-teachers-strike-live-updates\/\" rel=\"nofollow noopener\" target=\"_blank\">bargaining teams<\/a> to come to an agreement.\u00a0<\/p>\n<p>It\u2019s possible that money from the city budget could potentially be used to cover the agreement\u2019s $183 million price tag. Past San Francisco mayors, including interim Mayor Mark Farrell and Mayor Ed Lee, have supported the school district using local funding, Farrell using <a href=\"https:\/\/missionlocal.org\/2025\/11\/sf-supervisors-behested-payments\/\" rel=\"nofollow noopener\" target=\"_blank\">behested payments<\/a>, donations from organizations or people with city contracts, to cover for expenses like schoolyard, and Lee allocating millions of dollars towards affordable housing for teachers.\u00a0\u00a0<\/p>\n<p><a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-mayor-lurie-teachers-strike-school-district\/\" rel=\"nofollow noopener\" target=\"_blank\">Mayor Daniel Lurie<\/a>, joined by health and human services chief Kunal Modi and several other <a href=\"https:\/\/missionlocal.org\/2026\/02\/sf-public-school-students-politicians-children\/\" rel=\"nofollow noopener\" target=\"_blank\">city officials<\/a>, did not disclose to Mission Local whether the city is considering similar measures.\u00a0<\/p>\n<p>Modi, along with city controller Greg Wagner and city human resources director Carol Isen, contributed in helping the district to come to an agreement. Modi was among those openly celebrating the new contract. The agreement is \u201chistoric,\u201d Modi said. Fully-funded family healthcare is a rare feat that few school districts, he said, have implemented.\u00a0<\/p>\n<p>\u201cWe have to make sure the district is on a path to fiscal stability,\u201d said Lurie. \u201cBut today is a good day in San Francisco.\u201d\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"This morning, San Francisco teachers and city officials applauded the end of the weeklong teachers\u2019 strike.
