{"id":177538,"date":"2026-02-14T05:10:17","date_gmt":"2026-02-14T05:10:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/177538\/"},"modified":"2026-02-14T05:10:17","modified_gmt":"2026-02-14T05:10:17","slug":"western-states-miss-key-deadline-as-colorado-river-impasse-persists","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/177538\/","title":{"rendered":"Western states miss key deadline as Colorado River impasse persists"},"content":{"rendered":"\n<p>The leaders of seven states announced Friday, one day before a Trump administration deadline, that there is still no deal to share the diminishing waters of the Colorado River. <\/p>\n<p>That leaves the Southwest in a quagmire with uncertain repercussions while the river\u2019s depleted reservoirs continue to decline.<\/p>\n<p>Former U.S. Interior Secretary Bruce Babbitt said in an interview with The Times that the impasse now appears so intractable that Trump administration officials should take a step back, abandon the current effort and begin all over again.<\/p>\n<p>Babbitt said he believes it would be a mistake for Interior Secretary Doug Burgum to \u201ctry to impose a long-term solution\u201d by ordering major water cuts across the Southwest \u2014 which would likely set off a lengthy <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-02-05\/colorado-river-negotiations-failing\" rel=\"nofollow noopener\" target=\"_blank\">court battle<\/a>.<\/p>\n<p>\u201cWe need a fresh start,\u201d Babbitt said. \u201cI believe that in the absence of a unanimous agreement, [the Interior Department] should renew the existing agreements for five years, and then we should start all over. We should scrap the entire process and invent a new one.\u201d<\/p>\n<p>Officials for the seven states have tried to boost reservoir levels via <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2023-05-22\/seven-states-announce-colorado-river-water-deal-agreeing-on-water-cuts-for-three-years\" rel=\"nofollow noopener\" target=\"_blank\">voluntary water cutbacks<\/a> and federal <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2024-10-13\/to-save-water-california-farmers-leave-fields-dry\" rel=\"nofollow noopener\" target=\"_blank\">payments to farmers<\/a> who agree to leave fields dry part of the year. But after more than two years of trying to hash out new long-term rules for sharing water, they remain deadlocked; the existing rules are set to expire at the end of this year.<\/p>\n<p>The states similarly blew past an <a class=\"link\" href=\"https:\/\/www.cpr.org\/2025\/11\/12\/colorado-river-negotiation-deadline-missed\/\" target=\"_blank\" rel=\"nofollow noopener\">earlier federal deadline<\/a> in November.<\/p>\n<p>Interior Department officials have not said how they will respond. The agency is <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-01-09\/trump-administration-colorado-river-report\" rel=\"nofollow noopener\" target=\"_blank\">considering four options<\/a> for imposing cutbacks starting next year, as well as the option of taking no action.<\/p>\n<p>Babbitt, who was Interior secretary under President Clinton from 1993 to 2001, said he thinks the Trump administration\u2019s options are too narrow and inadequate. They would place the burden of water cuts on Arizona, California and Nevada while <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-02-05\/colorado-river-negotiations-failing\" rel=\"nofollow noopener\" target=\"_blank\">not requiring any <\/a>for the four other upriver states \u2014 Colorado, Utah, Wyoming and New Mexico.<\/p>\n<p>Without a consensus, the only reasonable approach is to extend existing water-saving agreements for a few years while making a new push for solutions, Babbitt said.<\/p>\n<p>Federal officials have \u201cmissed the opportunity\u201d to take a strong leadership role, he said, and it\u2019s time to reimagine the effort as a \u201cmuch more inclusive, public, broad\u201d process.<\/p>\n<p>The river provides for about <a class=\"link\" href=\"https:\/\/pacinst.org\/managing-the-unmeasured-colorado-river\/\" target=\"_blank\" rel=\"nofollow noopener\">35 million people<\/a> and 5 million acres of farmland, from the Rocky Mountains to northern Mexico. California uses more water than any other state but has cut back substantially in recent years.<\/p>\n<p>Since 2000, relentless drought intensified by climate change has <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2023-07-30\/study-shows-how-warming-climate-is-sapping-the-colorado-river\" rel=\"nofollow noopener\" target=\"_blank\">sapped the river\u2019s flow<\/a> and left reservoirs depleted. This winter\u2019s record warmth and lack of storms has left the Rockies with <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-01-24\/western-snowpack-warmth\" rel=\"nofollow noopener\" target=\"_blank\">very little snow<\/a>.<\/p>\n<p>Lake Mead, the river\u2019s largest reservoir, is now 34% full, while Lake Powell is at 26%.<\/p>\n<p>\u201cOur states have conserved large volumes of water in recent years,\u201d California Gov. Gavin Newsom said in a joint <a class=\"link\" href=\"https:\/\/www.gov.ca.gov\/2026\/02\/13\/governor-gavin-newsom-governor-katie-hobbs-and-governor-joe-lombardo-release-joint-statement-on-colorado-river-deadline\/\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a> with Arizona\u2019s Katie Hobbs and Nevada\u2019s Joe Lombardo. \u201cOur stance remains firm and fair: all seven basin states must share in the responsibility of conservation.\u201d<\/p>\n<p>The states\u2019 positions haven\u2019t changed much in the last two years, said JB Hamby, California\u2019s lead negotiator, and moving toward an agreement will require firm commitments for cuts by all.<\/p>\n<p>Officials representing the four Upper Basin states said they\u2019ve offered compromises and are prepared to continue negotiating.
