Mexican officials consider it one of Baja California\u2019s biggest <a href=\"https:\/\/www.sandiegouniontribune.com\/2024\/08\/11\/tijuanas-citizens-are-fed-up-with-the-violence-can-the-incoming-mayor-turn-the-tide\/\" rel=\"nofollow noopener\" target=\"_blank\">challenges<\/a>.<\/p>\n<p>So there was reason to point out progress recently when Mexican President Claudia Sheinbaum announced during her <a href=\"https:\/\/www.sandiegouniontribune.com\/2026\/01\/30\/mexican-president-inaugurates-new-elevated-highway-in-tijuana-near-u-s-mexico-border\/\" rel=\"nofollow noopener\" target=\"_blank\">latest visit<\/a> to the border town of nearly 2 million people that the daily average of reported homicides and other serious crimes in Baja California had fallen to the lowest levels in nine years.<\/p>\n<p>According to the data, presented by Marcela Figueroa of Mexico\u2019s National Public Security System, the average daily number of reported homicides fell by 28%, from 6.5 incidents per day in 2024 to 4.7 last year.<\/p>\n<p>During the same period, the number of reported violent and serious crimes \u2014 including armed robbery, firearm-related offenses and extortion \u2014 decreased by 32%, from an average of 26 to 17.6 incidents per day.<\/p>\n<p>\u201cIt is a significant decrease, given the difficulties Baja California faces \u2014 as a border state and due to the presence of different criminal organizations,\u201d Sheinbaum said during her <a href=\"https:\/\/www.gob.mx\/presidencia\/prensa\/avanza-estrategia-nacional-de-seguridad-disminuyen-42-los-homicidios-dolosos-en-baja-california-de-septiembre-de-2024-a-diciembre-de-2025?idiom=es\" rel=\"nofollow noopener\" target=\"_blank\">Jan. 30 news conference<\/a> in Tijuana. She was joined by Mexican Secretary of Security and Citizen Protection Omar Garc\u00eda Harfuch and Baja California Gov. Marina del Pilar \u00c1vila, among others.<\/p>\n<p>Sheinbaum\u2019s visit to Tijuana followed ongoing pressure from the U.S. over drug cartels.<\/p>\n<p>The day before her border visit, the Mexican president spoke with President Donald Trump. During the call, <a href=\"https:\/\/x.com\/trumpdailyposts\/status\/2016922135885992113?s=46&amp;t=SYAYmPDbH7cG9StXeT4Vqg\" rel=\"nofollow\">both leaders discussed<\/a> the border and ways to stop drug trafficking. Trump had previously said he wants to send the U.S. military to Mexico, a proposal Sheinbaum has repeatedly opposed.<\/p>\n<p>Mexican officials said that a central part of their security strategy has been arresting \u201cpriority targets and perpetrators of violence\u201d who are leaders of criminal organizations responsible for crimes such as homicide and drug trafficking.<\/p>\n<p>Garc\u00eda Harfuch said that in Baja California, those arrested have included leaders and operators from various factions of the Sinaloa cartel, such as Los Mayos, Los Rusos, Los Aquiles and the Arellano F\u00e9lix Organization. He added that the arrests \u201callow us to weaken their operations and reduce their capacity to generate violence in the region.\u201d<\/p>\n<p>He referenced several significant arrests in Baja California last year, including <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/06\/17\/reputed-cartel-leader-el-flaquito-arrested-in-tijuana\/\" rel=\"nofollow noopener\" target=\"_blank\">that<\/a> of Pablo Edwin Huerta, also known as \u201cEl Flaquito.\u201d Huerta is an alleged leader of a remnant cell of the Arellano F\u00e9lix Organization and one of the many individuals who have been <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/13\/alleged-tijuana-drug-cell-leader-2-others-expelled-from-mexico-appear-in-san-diego-federal-court\/\" rel=\"nofollow noopener\" target=\"_blank\">extradited<\/a> from Mexico to San Diego and other U.S. cities under Sheinbaum.<\/p>\n<p>Garc\u00eda Harfuch underscored the coordination between the three levels of government and the enhanced use of intelligence as pivotal components of the security strategy.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"A member of the Mexican National Guard wards the house of Pablo Edwin Huerta Nu\u00c3\u00b1o, alias &quot;El Flaquito,&quot; the leader of the Arellano F\u00c3\u00a9lix cartel for more than 20 years and who has made alliances with the Jalisco Cartel, as well as with the two factions of the Sinaloa Cartel, hours after his early morning arrest at his Tijuana, Mexico home in the Fundadores neighborhood on Tuesday, June 17, 2025. (Carlos Moreno \/ The San Diego Union-Tribune)<\/p>\n<p>\u00c1vila, Baja California\u2019s governor, <a href=\"https:\/\/www.youtube.com\/watch?v=PnjWvaHzjhc\" rel=\"nofollow noopener\" target=\"_blank\">noted during one of her weekly press conferences late last month<\/a> that both the state\u2019s and the federal government\u2019s\u00a0focus has also been on prevention, with programs providing opportunities for young people.<\/p>\n<p>Baja California <a href=\"https:\/\/www.milenio.com\/estados\/baja-california-entre-estados-con-mas-detenciones-y-aseguramientos\" rel=\"nofollow noopener\" target=\"_blank\">is one of the Mexican states<\/a> with the highest number of arrests and seizures linked to organized crime, state officials said. In 2025, authorities seized 41 tons of methamphetamine, 23 tons of marijuana, 5 tons of cocaine, 182 kilograms of fentanyl and 166 kilograms of heroin throughout the state.<\/p>\n<p>Earlier this month, state officials reported dismantling a clandestine drug laboratory located south of Ensenada, marking the ninth such laboratory shut down by authorities in the span of a year.<\/p>\n<p>The lab, which was recently discovered in a remote area, is reportedly one of the largest found in recent years, <a href=\"https:\/\/puntonorte.info\/2026\/02\/03\/un-narcolaboratorio-para-producir-toneladas-de-droga-a-espaldas-del-picacho-del-diablo-asi-lo-encontro-la-fuerza-estatal-de-bc\/\" rel=\"nofollow noopener\" target=\"_blank\">according to<\/a> the Baja California news site Punto Norte. Officials estimate that it could produce 50 to 100 kilograms of methamphetamine per week.<\/p>\n<p>But while Mexican officials tout these results, community concerns about public safety persist.<\/p>\n<p>\u201cIt\u2019s one thing that official numbers are declining, but it\u2019s another that the public perceives things have gotten better,\u201d said Alfredo Estrada Cervantes, a professor at CETYS University\u2019s School of Law in Tijuana.<\/p>\n<p>The National Urban Public Safety Survey, conducted every three months in Mexico, <a href=\"https:\/\/www.inegi.org.mx\/app\/saladeprensa\/noticia\/10556\" rel=\"nofollow noopener\" target=\"_blank\">found that<\/a> 67% of adults surveyed in Tijuana in December said they felt unsafe.<\/p>\n<p>One reason could be that, despite the reduction, crime numbers remain high, said Estrada Cervantes.<\/p>\n<p>Data from the Baja California Secretariat of Public Safety shows that there were 1,708 homicides in Baja California in 2025 \u2014 most of which occurred in Tijuana. In 2024, 2,370 homicides were recorded statewide.<\/p>\n<p>Baja California had the highest homicide rate of any state in Mexico in September. By December, the state placed third, <a href=\"https:\/\/www.youtube.com\/watch?v=PnjWvaHzjhc\" rel=\"nofollow noopener\" target=\"_blank\">according to<\/a> state officials.<\/p>\n<p>Officials from the Baja California Attorney General\u2019s Office said that the vast majority of homicides in the state are related in some way to illicit activities, such as drug dealing.<\/p>\n<p>The president\u2019s recent announcement of progress has been somewhat overshadowed by violent crimes making headlines daily.<\/p>\n<p>It was recently <a href=\"https:\/\/www.proceso.com.mx\/nacional\/estados\/2026\/2\/5\/exigen-la-fgr-investigar-si-la-guardia-nacional-robo-cirujanos-de-tijuana-video-367931.html\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>\u00a0that an armed group wearing National Guard uniforms broke into the home of a married couple of doctors in a wealthy Tijuana neighborhood and robbed them. A video <a href=\"https:\/\/www.instagram.com\/reel\/DUWaZ7FkttE\/?igsh=MXAxYWVoaDN3dHIxbA==\" rel=\"nofollow noopener\" target=\"_blank\">shared on social media<\/a> shows the wife screaming for help from her balcony. Baja California officials said the case is under investigation. Officials have not officially confirmed whether the suspects were part of the National Guard.<\/p>\n<p>\u201cAll of this contributes to us still not feeling safer than before,\u201d said Estrada Cervantes.<\/p>\n<p>Such a case raised concerns among Mexican officials, business leaders and the community. Congressmember Jorge Ramos, a former mayor of Tijuana, <a href=\"https:\/\/www.facebook.com\/share\/v\/14UB14RDCFX\/?mibextid=wwXIfr\" rel=\"nofollow noopener\" target=\"_blank\">called for action<\/a> to combat corruption within law enforcement.<\/p>\n<p>\u201cIf criminals wear the uniforms, carry radios, drive the vehicles, and, above all, have access to intelligence information, it will be practically impossible to solve the problem,\u201d he said.<\/p>\n<p>Estrada Cervantes, the law professor, agreed that the timing of Mexico\u2019s public release of figures is no coincidence. He noted that the government is facing mounting pressure from both the Mexican public and the U.S.<\/p>\n<p>Last month, U.S. Secretary of State Marco Rubio discussed the need for stronger cooperation to fight drug cartels with Mexican Foreign Secretary Juan Ram\u00f3n de la Fuente during a call. Rubio <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/01\/secretary-rubios-call-with-mexican-foreign-secretary-de-la-fuente-4\" rel=\"nofollow noopener\" target=\"_blank\">stressed the<\/a> \u201cneed for tangible results to protect our homeland and hemisphere.\u201d<\/p>\n<p>David Shirk, a University of San Diego professor and director of the research initiative Justice in Mexico, believes that the Sheinbaum administration is in a \u201cunique position.\u201d<\/p>\n<p>\u201cThe amount of pressure coming from the United States provides a strong impetus to try to combat organized crime, in a real way \u2014 in a way that we haven\u2019t seen Mexican authorities do for a very long time,\u201d he said.<\/p>\n<p>Shirk said there\u2019s still room for improvement.<\/p>\n<p>\u201cI think there\u2019s real potential to continue to see decreases in violent crime,\u201d he said. \u201cI am still a believer that Mexico is capable of professionalizing its police forces and improving its public security system.<\/p>\n<p>\u201cIt is going to require a lot more investment; they\u2019re going to need to pay people properly \u2026 law enforcement is a difficult and dangerous job, and it merits having highly qualified, well-trained and well-compensated personnel,\u201d he added.<\/p>\n<p>Shirk said that he believes Tijuana is safe for visitors. Thousands of people cross the San Diego-Tijuana border daily, and most do so safely, he noted. Baja California is also home to many U.S. citizens.<\/p>\n<p>\u201cI think it\u2019s going be probably a decade or two before its reputation catches up to where Tijuana is really at,\u201d he said. <\/p>\n<p>Jos\u00e9 Mar\u00eda Ramos, a professor and researcher at the Colegio de la Frontera Norte in Tijuana, considered several actions within the security strategy to be effective. These included investigative and intelligence efforts against organized crime in Mexico, as well as cooperation with the United States.<\/p>\n<p>He also credited Trump administration policies, including <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/designating-cartels-and-other-organizations-as-foreign-terrorist-organizations-and-specially-designated-global-terrorists\/\" rel=\"nofollow noopener\" target=\"_blank\">designating cartels<\/a> as terrorist organizations and classifying fentanyl as a <a href=\"https:\/\/www.dea.gov\/documents\/2025\/2025-12\/2025-12-15\/fentanyl-designated-weapon-mass-destruction\" rel=\"nofollow noopener\" target=\"_blank\">weapon of mass destruction<\/a>.<\/p>\n<p>However, he said that more joint action is needed to curb drug trafficking. \u201cAddressing the problem only from the supply side will not reduce it,\u201d he said.<\/p>\n<p>\t\t\t<script async src=\"\/\/www.instagram.com\/embed.js\"><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"Tijuana has long had a reputation for violence.
