{"id":179783,"date":"2026-02-16T04:57:07","date_gmt":"2026-02-16T04:57:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/179783\/"},"modified":"2026-02-16T04:57:07","modified_gmt":"2026-02-16T04:57:07","slug":"new-california-bill-would-expand-hunting-and-fishing-opportunities-for-sick-children-orange-county-register","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/179783\/","title":{"rendered":"New California bill would expand hunting and fishing opportunities for sick children \u2013 Orange County Register"},"content":{"rendered":"<p>An effort is underway in California to expand opportunities for hunting and <a href=\"https:\/\/www.ocregister.com\/tag\/fishing\/\" target=\"_blank\" rel=\"noopener nofollow\">fishing<\/a> for youth with life-threatening illnesses or who have lost a parent in service to the state or country.<\/p>\n<p>Sen. <a href=\"https:\/\/www.ocregister.com\/2024\/10\/04\/steven-choi-sd-37-candidate-2024-election-questionnaire\/\" target=\"_blank\" rel=\"noopener nofollow\">Steven Choi<\/a>, R-Irvine, last week introduced legislation that would task California\u2019s Fish and Game Commission with establishing a program to help these youth access more opportunities to fish and hunt big game or upland or migratory game birds. Examples of <a href=\"https:\/\/wildlife.ca.gov\/Hunting\/Upland-Game-Birds\" target=\"_blank\" rel=\"noopener nofollow\">upland game birds<\/a> are pheasant, quail and wild turkey; <a href=\"https:\/\/fgc.ca.gov\/regulations\/current\/upland-game-birds\" target=\"_blank\" rel=\"noopener nofollow\">migratory game birds<\/a> include band-tailed pigeons and mourning doves.<\/p>\n<p>Sacramento Snapshot<\/p>\n<p>Editor\u2019s note:\u00a0<a href=\"https:\/\/www.ocregister.com\/tag\/sacramento-snapshot\/\" target=\"_blank\" rel=\"noopener nofollow\">Sacramento Snapshot<\/a>\u00a0is a weekly series during the legislative session detailing what Orange County\u2019s representatives in the Assembly and Senate are working on \u2014 from committee work to bill passages and more.<\/p>\n<p>\u201cFor some young people facing serious illness, time is not a luxury they have,\u201d said Choi, calling <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260SB1021\" target=\"_blank\" rel=\"noopener nofollow\">Senate Bill 1021<\/a> a measure \u201cabout compassion and responsible stewardship.\u201d<\/p>\n<p>\u201cThis bill creates a narrowly tailored and carefully supervised opportunity for them to experience the outdoors while fully respecting California\u2019s conservation framework,\u201d he said.<\/p>\n<p>According to the bill\u2019s fact sheet, youth generally have a difficult time obtaining the needed permits to hunt in California, given the limited number that exist. It said some 1,880 youth applied for the 16 big game tags available to them in 2018.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"Sen. The bill \u201cwill bring awareness to the vital role hunting plays in managing California\u2019s wildlife resources, and it will aid in the recruitment of the next generation of our state\u2019s declining conservationists.\u201d<\/p>\n<p>While eligibility could vary based on a case-by-case medical review, Choi\u2019s office said someone who is between 5 and 18 years old at the time of a referral could qualify for the program, although it would be possible to fulfill someone\u2019s hunting or fishing request after turning 18 because of planning timelines.<\/p>\n<p>The proposed legislation mirrors <a href=\"https:\/\/gadnrle.org\/sites\/default\/files\/le\/pdf\/Special-Permits\/Taylors%20Law%20Application%20Request.pdf\" target=\"_blank\" rel=\"noopener nofollow\">a similar law in Georgia<\/a>, where the state is able to give authorization for terminally ill people who are 21 years or younger to hunt big game or alligators.<\/p>\n<p>Choi\u2019s bill, though, would open the program to youth under 18 years of age who have a life-threatening illness, defined, his office said, as a \u201cprogressive, degenerative or malignant (cancerous) condition that places the child\u2019s life in jeopardy,\u201d Choi\u2019s office said. Diagnoses could include chronic lung diseases, cystic fibrosis or sickle cell anemia, among others.<\/p>\n<p>And since the program is to be established by the Fish and Game Commission, it would also need to utilize existing wildlife management tools and be supervised by qualified instructors and guides, according to Choi\u2019s office, and not weaken existing conservation protections.<\/p>\n<p>Senate Bill 1021 counts Sen. Tony Strickland, R-Huntington Beach, as one of its co-authors. Sens. Christopher Cabaldon, D-Yolo, and Caroline Menjivar, D-San Fernando Valley, are also among the co-authors.<\/p>\n<p>The bill is sponsored by <a href=\"https:\/\/www.fieldofdreamsinc.org\/\" target=\"_blank\" rel=\"noopener nofollow\">Field of Dreams<\/a>, a California-based nonprofit that helps children with serious medical diagnoses or special needs, as well as military and veteran families, to experience nature and outdoor activities.<\/p>\n<p>Tom Dermody, the nonprofit\u2019s founder, said the group is backing the bill \u201cbecause it (Field of Dreams) recognizes that some kids cannot wait years for an opportunity that may never come. This bill gives them hope, dignity and a chance to create meaningful memories, all while respecting wildfire and conservation.\u201d<\/p>\n<p>In other news<\/p>\n<p>\u2022 Gov. Gavin Newsom last week signed into law <a href=\"https:\/\/www.ocregister.com\/2026\/02\/02\/sacramento-snapshot-although-it-divided-lawmakers-a-bill-meant-to-protect-veterans-heads-to-the-governor\/\" target=\"_blank\" rel=\"noopener nofollow\">a bill meant to protect veterans<\/a>. From Sen. Bob Archuleta, a Democrat whose district includes Brea and Placentia, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202520260SB694\" target=\"_blank\" rel=\"noopener nofollow\">the bill<\/a> is designed to protect veterans from predatory and deceptive people or companies that claim to help them access their benefits.<\/p>\n<p>\u201cThis is a clear victory for veterans and their families,\u201d Archuleta, a U.S. Army combat veteran, said after the bill\u2019s signing. \u201cCalifornia is sending a strong message that exploitation of those who served will not be tolerated.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.ocregister.com\/2025\/09\/15\/sacramento-snapshot-why-a-veterans-bill-divided-senators-before-a-key-deadline\/\" target=\"_blank\" rel=\"noopener nofollow\">veterans bill had deeply divided legislators<\/a> in the statehouse. Opponents, including Sen. Tom Umberg, a Santa Ana Democrat and a retired U.S. Army colonel, had expressed concerns that, while well-intentioned, it could create a system in which veterans are not allowed to choose how they file\u00a0benefits claims.<\/p>\n<p>\u2022 Newsom also signed legislation from Umberg last week: In this case, it was <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260SB25\" target=\"_blank\" rel=\"noopener nofollow\">an antitrust bill meant to protect consumers<\/a> and businesses with more clarity during merger reviews.<\/p>\n<p>The new law will give the California attorney general earlier access to federal HSR merger filings, so the office will have more time to review and challenge anticompetitive mergers and give businesses earlier notice to address any potential concerns, according to Umberg\u2019s office.<\/p>\n<p>Umberg called the effort \u201ca first-of-its-kind measure in the antitrust space, creating a fairer, more efficient merger review process that balances the needs of businesses while protecting consumers.\u201d<\/p>\n<p>\u2022 Assemblymember Tri Ta, R-Westminster, is behind a new bill to ensure genetic data is protected.<\/p>\n<p><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202520260AB1727\" target=\"_blank\" rel=\"noopener nofollow\">Assembly Bill 1727<\/a> would make it illegal to intentionally sell or transfer someone else\u2019s DNA sample or genetic data to a third party without their consent. An example Ta\u2019s office used in a statement: Someone could throw away a used straw; the bill would make it illegal for someone to pick up that straw and extract their genetic data without knowledge or consent.<\/p>\n<p>\u201cTaking a person\u2019s DNA is not a lighthearted act,\u201d said Ta. \u201cIt is a planned and malicious crime to steal someone\u2019s genetic material and use it for any reason.
