And if California\u2019s gas companies get their way, families statewide will be forced to pay higher energy bills, breathe more indoor air pollution and bear greater safety risks.<\/p>\n<p> Southern California Gas Co. wants to use Orange Cove to <a class=\"link\" href=\"https:\/\/apnews.com\/article\/california-plan-blend-hydrogen-natural-gas-climate-db475408abac275ca04cf076827c8d78\" target=\"_blank\" rel=\"nofollow noopener\">test blending hydrogen with natural gas<\/a> in its pipeline network. This might sound futuristic and clean because it would reduce fossil fuel use, but it would waste $64 million in SoCalGas customer money and threaten this community\u2019s health and safety \u2014 without actually fighting climate change.<\/p>\n<p>Worse yet, SoCalGas and two other utilities just <a class=\"link\" href=\"https:\/\/www.socalgas.com\/newsroom\/stories\/SoCalGas-Petitions-CPUC-to-Update-Hydrogen-Blending-Demonstration-Requirements-Based-on-Global-Safety-History-and-Research\" target=\"_blank\" rel=\"nofollow noopener\">petitioned<\/a> state regulators to skip pilot projects altogether. If approved, they could then request to pump a 5% hydrogen blend across California <a class=\"link\" href=\"https:\/\/www.hydrogeninsight.com\/policy\/california-utilities-call-for-the-state-to-allow-5-hydrogen-blending-without-tests\/2-1-1938954\" target=\"_blank\" rel=\"nofollow noopener\">without demonstrating safety<\/a>.<\/p>\n<p>The problem is blending hydrogen into pipelines and appliances designed for gas. Hydrogen is leakier and more flammable, and it burns hotter and faster than gas. It can\u2019t be smelled or seen, and burning it increases asthma-causing air pollution in homes and risks damaging appliances. Forcing consumers to burn hydrogen worsens fire, explosion and health risks in our homes, where we should feel most safe<\/p>\n<p>The truth is gas utilities\u2019 hydrogen blending proposals intend to keep customers hooked on pipelines. Utilities earn huge profits on infrastructure investment \u2014 <a class=\"link\" href=\"https:\/\/www.sempra.com\/sites\/default\/files\/2025-03\/SRE_10-K_2024_Final.pdf\" target=\"_blank\" rel=\"nofollow noopener\">over 10% for SoCalGas<\/a>. The wiser approach for Californians would be to switch from gas to electric appliances, protecting customers from volatile gas prices and toxic indoor air. But that would hurt gas utility profits.<\/p>\n<p>In my state of Colorado, our largest utility, Xcel Energy, <a class=\"link\" href=\"https:\/\/www.cpr.org\/2024\/03\/05\/xcel-energy-pauses-plan-to-blend-hydrogen-into-natural-gas-system-near-hudson\/\" target=\"_blank\" rel=\"nofollow noopener\">proposed mixing hydrogen into the natural gas system<\/a> serving a Denver suburb. When the community learned Xcel was forcing residents into a dangerous, expensive gas alternative disguised as climate action, they pushed back with <a class=\"link\" href=\"https:\/\/www.psrcolorado.org\/how-colorado-beat-hydrogen-blending\" target=\"_blank\" rel=\"nofollow noopener\">enough time to force Xcel to pause its effort<\/a>.<\/p>\n<p>This story is playing out across the country and the world. In Eugene, <a class=\"link\" href=\"https:\/\/www.registerguard.com\/story\/news\/2022\/11\/02\/nw-natural-cancels-west-eugene-hydrogen-blending-project\/69612987007\/\" target=\"_blank\" rel=\"nofollow noopener\">Ore.<\/a>, backlash from residents made NW Natural cancel its hydrogen blending pilot. In <a class=\"link\" href=\"https:\/\/www.mass.gov\/news\/department-of-public-utilities-issues-order-20-80\" target=\"_blank\" rel=\"nofollow noopener\">Massachusetts<\/a>, state regulators prevented utilities from pursuing similar plans. In the United Kingdom, residents of <a class=\"link\" href=\"https:\/\/www.homebuilding.co.uk\/news\/first-hydrogen-boiler-trial-scrapped-due-to-concerns-from-local-residents\" target=\"_blank\" rel=\"nofollow noopener\">Whitby<\/a> and <a class=\"link\" href=\"https:\/\/www.standard.co.uk\/news\/politics\/redcar-government-people-health-and-safety-executive-north-yorkshire-b1121149.html\" target=\"_blank\" rel=\"nofollow noopener\">Redcar<\/a> protected themselves from even larger proposals.<\/p>\n<p>Orange Cove is the next flare-up. SoCalGas began campaigning to blend hydrogen in 2022, but residents recently uncovered the truth and are <a class=\"link\" href=\"https:\/\/midvalleytimes.com\/article\/news\/2025\/08\/28\/orange-cove-residents-rally-against-hydrogen-blending-project\/\" target=\"_blank\" rel=\"nofollow noopener\">speaking out accordingly<\/a>. State regulators are expected to act by <a class=\"link\" href=\"https:\/\/docs.cpuc.ca.gov\/PublishedDocs\/Published\/G000\/M580\/K676\/580676731.PDF\" target=\"_blank\" rel=\"nofollow noopener\">June<\/a>, and their decision will have far-reaching consequences.<\/p>\n<p>SoCalGas\u2019 proposal stems from state policy to slash climate pollution from gas utility systems \u2014 a good idea, but a threat to utility profits. In theory, replacing natural gas with hydrogen can help gas utilities cut emissions while still investing in pipelines, because hydrogen can be produced and burned without emitting greenhouse gases.<\/p>\n<p>But that\u2019s where hydrogen\u2019s advantages end.<\/p>\n<p>Let\u2019s air out the proposal\u2019s dirty laundry: SoCalGas\u2019 proposal to blend less than 5% hydrogen into Orange Cove\u2019s system \u2014 which serves about <a class=\"link\" href=\"https:\/\/www.cpuc.ca.gov\/-\/media\/cpuc-website\/proceedings-and-rulemaking\/documents\/hydrogen-blending-pph-8-26-25\/fact-sheet-for-socalgas-open-system-pilot-in-orange-cove.docx\" target=\"_blank\" rel=\"nofollow noopener\">2,000 customer gas meters<\/a> \u2014 would cost <a class=\"link\" href=\"https:\/\/www.cpuc.ca.gov\/-\/media\/cpuc-website\/proceedings-and-rulemaking\/documents\/hydrogen-blending-pph-8-26-25\/fact-sheet-for-socalgas-open-system-pilot-in-orange-cove.docx\" target=\"_blank\" rel=\"nofollow noopener\">$64 million<\/a> over 18 months. That\u2019s comparable to removing the tailpipe pollution of 100 cars for one year.<\/p>\n<p>That same $64 million could permanently remove the pollution of <a class=\"link\" href=\"https:\/\/www.kbb.com\/car-advice\/how-much-electric-car-cost\/\" target=\"_blank\" rel=\"nofollow noopener\">12 times<\/a> as many gasoline cars if used to purchase new electric vehicles. It\u2019s also worth around $32,000 per customer gas meter in Orange Cove \u2014 more than enough for the community to install electric heat pumps, heat pump water heaters and induction stoves, zeroing out gas use.<\/p>\n<p>Using that $64 million to fund incentives for cleaner, efficient electric appliances could help tens of thousands of Californians eliminate indoor air pollution and climate emissions.<\/p>\n<p>This price tag is ludicrous for an 18-month experiment. Clean hydrogen is an extremely expensive way to heat homes. Current prices are <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2024-07-25\/what-californias-hydrogen-hub-means-for-our-energy-future\" rel=\"nofollow noopener\" target=\"_blank\">10 to 25 times higher<\/a> than that of <a class=\"link\" href=\"https:\/\/www.eia.gov\/dnav\/ng\/hist\/n3050ca3m.htm\" target=\"_blank\" rel=\"nofollow noopener\">natural gas<\/a>, and even the most optimistic <a class=\"link\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0306261921008667\" target=\"_blank\" rel=\"nofollow noopener\">forecasts<\/a> expect it to remain much more expensive for decades.<\/p>\n<p>Gas utilities <a class=\"link\" href=\"https:\/\/capitalandmain.com\/a-tiny-farmworker-community-is-eyed-for-california-hydrogen-experiment\" target=\"_blank\" rel=\"nofollow noopener\">claim<\/a> Orange Cove will \u201cinform the feasibility of developing a hydrogen injection standard\u201d to decarbonize their broader systems, but that hides the truth: Hydrogen blending is a dead end that at best would reduce gas utility climate emissions by <a class=\"link\" href=\"https:\/\/energyinnovation.org\/report\/assessing-the-viability-of-hydrogen-proposals-considerations-for-state-utility-regulators-and-policymakers\/\" target=\"_blank\" rel=\"nofollow noopener\">less than 7%.<\/a> California\u2019s gas system was not designed to safely handle more than a small share of hydrogen, so this pilot project couldn\u2019t meaningfully scale up without the wholesale replacement of all gas pipelines and appliances.<\/p>\n<p>Pilot projects seem small in the grand scheme of things, but they lend legitimacy to a bad idea <a class=\"link\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2949790623000101\" target=\"_blank\" rel=\"nofollow noopener\">debunked as a climate solution<\/a> and wisely rejected by other communities time and time again. It would be even worse to ditch pilot tests and skip right to harming Californians with statewide blending.<\/p>\n<p>Hydrogen is not categorically a \u201cfalse solution\u201d for climate. We need it to clean up things like fertilizer, chemicals and aviation fuel \u2014 products without cheaper clean alternatives that are made in specialized industrial complexes overseen by trained technicians.<\/p>\n<p>But California doesn\u2019t need hydrogen to clean up its buildings. Families are already choosing electric appliances for higher-quality, fully clean service. Hydrogen can\u2019t save our gas networks; it can only waste money and delay California\u2019s work to stop climate change.<\/p>\n<p>Forcing communities to use hydrogen also reduces consumer choice. People have the freedom to install electric appliances when they\u2019re ready, using government and utility incentives. With hydrogen blending, homes and businesses would have to use a lower-quality gas whether they want it or not, safety and health risks be damned.<\/p>\n<p>The California Public Utilities Commission plays a critical role protecting customers from utility investments that lock in unjustifiable rate increases.
