Alarmingly, data shows that just 10% of participants accounted for half of the rides, leaving uncertainties about the program\u2019s reach and efficiency.<\/p>\n<p>Staff proposals to control costs include capping the number of monthly trips (initially set at 30 round-trip trips), restricting the distance for medical trips to within 10 miles\u2014potentially limiting access to facilities such as Kaiser Irvine\u2014and introducing a $2 co-pay for many one-way trips.
