{"id":186724,"date":"2026-02-20T23:09:10","date_gmt":"2026-02-20T23:09:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/186724\/"},"modified":"2026-02-20T23:09:10","modified_gmt":"2026-02-20T23:09:10","slug":"behavioral-health-unit-has-been-rolling-with-police-on-some-calls-during-pilot-program-orange-county-register","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/186724\/","title":{"rendered":"Behavioral Health Unit has been rolling with police on some calls during pilot program \u2013 Orange County Register"},"content":{"rendered":"<p>Sitting inside her vehicle, Maricella Campuzano, a behavioral health clinician with the <a href=\"https:\/\/www.ocregister.com\/location\/california\/orange-county\/fullerton\/\" rel=\"nofollow noopener\" target=\"_blank\">Fullerton<\/a> Police Department, called through a list of Orange County hospitals looking for one to help a 19-year-old who was in crisis.<\/p>\n<p>The Fullerton teen was picked up by police after texting a loved one about harming themselves, saying \u201cThis is the end.\u201d<\/p>\n<p>One hospital didn\u2019t have enough beds, another didn\u2019t accept the family\u2019s insurance; after several attempts, Campuzano secured a spot at a facility in Santa Ana. She let the officer transporting the teen know before heading over herself.<\/p>\n<p>Campuzano is part of a <a href=\"https:\/\/www.ocregister.com\/2023\/07\/19\/fullerton-police-department-to-develop-social-worker-program\/\" rel=\"nofollow noopener\" target=\"_blank\">two-person team of behavioral health clinicians the Police Department has had working with officers<\/a> the last year as part of a pilot program for responding to people having mental or emotional crises \u2013 having an option for getting people help without having to rely on more traditional law enforcement responses.<\/p>\n<p>\u201cI would love to see behavioral health units be as standard as a CSI unit in a police department,\u201d Campuzano said.<\/p>\n<p>The pair typically monitors police radio traffic for potential calls and either self-dispatches to scenes or responds to direct requests from officers. (Photo by Jeff Gritchen, Orange County Register\/SCNG)\n<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>For example, juveniles acting out can be directed to several intervention programs, Vasquez said, with incarceration \u201ca last resort once all options have been exhausted.\u201d<\/p>\n<p>Instead, the agency can connect juveniles with diversion programs such as Shortstop, an early intervention service for at-risk youth ages 10 to 18, and the Sunburst Youth Academy, a leadership-building, boot camp-style residential program for teens based out of the Joint Forces Training Base in Los Alamitos.<\/p>\n<p>Depending on the level of care needed, alternatives can also include psychiatric hospitalization or even conservatorship for severe mental health disorders.<\/p>\n<p>The clinicians don\u2019t stop with the department\u2019s first interaction with someone, but instead develop treatment or \u201caction plans\u201d for individuals and conduct follow-up evaluations after calls to ensure services are effective.<\/p>\n<p>\u201cWe do this by doing things like de-escalating crises at the moment, developing safety plans, distinguishing which level of care would be most appropriate,\u201d Vasquez said, \u201cand further facilitate linkage, looping in existing providers and social supports to reinforce needed care.\u201d<\/p>\n<p>Campuzano said the response from officers and the community has been positive.<\/p>\n<p>\u201cWe\u2019re met with more curiosity than adversity,\u201d she said. \u201cPeople are like, \u2018Oh wow, I didn\u2019t know Fullerton had that.\u2019\u201d<\/p>\n<p>The behavioral health clinicians respond to local schools, colleges, and universities for calls involving youth or young adults who are considered at risk. They also assist with Fullerton\u2019s unhoused population, often partnering with Fullerton\u2019s Hope Center, a centralized hub the city says is used to address street homelessness.<\/p>\n<p>When a new driver collided with a pedestrian, Campuzano said she was there to comfort the 16-year-old as the teen came to grips with the severity of the crash amid the chaos of distraught parents arriving and the crowd of onlookers gathering at the busy intersection.<\/p>\n<p>\u201cI was just there to try to walk them through the moment, keep them safe, and hold space,\u201d she said.<\/p>\n<p>Vasquez said the unit will be offering lessons learned from the pilot to other police departments in Orange County that are interested in starting their own Behavioral Health Units.<\/p>\n<p>The two-year pilot program, which was funded through a $1 million grant from Orange County Supervisor Doug Chaffee, is expected to run out of funds by May 2027.
