Later, he or she will display assignment instructions on a projection screen before asking students to read at their desks.\u00a0<\/p>\n<p>This is largely how learning works. An estimated <a href=\"https:\/\/www.cooperinstitute.org\/blog\/vision-and-learning-are-linked\" rel=\"nofollow noopener\" target=\"_blank\">80% of what children learn<\/a> is presented visually. And there is a direct connection between vision health and school performance \u2014 a connection that <a href=\"https:\/\/www.aoa.org\/news\/clinical-eye-care\/health-and-wellness\/uncorrected-vision-problems-childhood-literacy-deficits-linked\" rel=\"nofollow noopener\" target=\"_blank\">manifests by the time kids get to preschool<\/a>.<\/p>\n<p>Yet California has been backsliding in providing much-needed eye care to <a href=\"https:\/\/calmatters.org\/health\/2025\/02\/medi-cal-children-proposition-35\/\" rel=\"nofollow noopener\" target=\"_blank\">more than half the state\u2019s children<\/a>, who are served by <a href=\"https:\/\/calmatters.org\/tag\/medi-cal\/\" rel=\"nofollow noopener\" target=\"_blank\">Medi-Cal, the state\u2019s version of Medicaid<\/a>. <\/p>\n<p>A recent report commissioned by the California Optometric Association finds just <a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=https-3A__calhps.com_wp-2Dcontent_uploads_2025_12_Policy-2Dbrief-2DAre-2Dchildren-2Dreceiving-2Dthe-2Dvision-2Dservices-2Dthey-2Dneed-2DFINAL.pdf&amp;d=DwMCAg&amp;c=euGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM&amp;r=eJ-yBwOna-9-us2ZIwybFjnFBeJzUxo-pFoDA5-yI1w&amp;m=f2U9ZyvcBS5uQMm2YHThxSfNE33nNvOg7ueAH08hBzr3Tv13MBg5HVgE7ljtaVo9&amp;s=QdXwoed2EJaPXjLZWBVIVm4yyt4-cx_MJvVyFoDACBk&amp;e=\" rel=\"nofollow noopener\" target=\"_blank\">16% of school-age children on Medi-Cal receive basic eye care<\/a> \u2013 which means 5 out of 6 are going without. In 47 of California\u2019s 58 counties, the percentage of children receiving vision care has fallen in the past seven years.<\/p>\n<p><a href=\"https:\/\/calmatters.org\/tag\/children-and-youth\/\" rel=\"nofollow noopener\" target=\"_blank\">More children<\/a> than ever are at risk of being left behind because of undetected and uncorrected vision deficiencies. For many, objects at a distance appear blurry, and children can\u2019t absorb what they cannot see. For others, it takes extra effort to maintain clear vision of a page in front of them, causing fatigue and discomfort.<\/p>\n<p>Two factors drive this crisis. First, we are experiencing <a href=\"https:\/\/www.aap.org\/en\/news-room\/aap-voices\/the-pandemic-and-the-growing-myopia-problem\/?srsltid=AfmBOoqKVUVK6OUjnDYmDvSMGRvAJhetQVwkyAlimEbCI3Kwr0QWh2g6\" rel=\"nofollow noopener\" target=\"_blank\">an epidemic of myopia<\/a>, or nearsightedness. Its prevalence has nearly doubled in the U.S. over the past 30 years. By 2050 it\u2019s projected to impact half the global population.\u00a0<\/p>\n<p>A 2018 study in Southern California <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/30214142\/\" rel=\"nofollow noopener\" target=\"_blank\">found 41.9% of youths<\/a>, from 5 to 19, were myopic. Environmental factors are believed to be at play \u2014 an abundance of near-work activities, screen time at early ages and a paucity of time spent outdoors.<\/p>\n<p>Second, and equally troubling, California is facing an access to vision care crisis. Medi-Cal\u2019s reimbursement rates are so low that providing care costs more than what providers are paid.\u00a0<\/p>\n<p>California\u2019s reimbursement for a new patient eye exam and refraction is just $47 \u2014 third lowest in the nation and less than half the national Medicaid average. The rate hasn\u2019t increased in 25 years.<\/p>\n<p>The effects are predictable: 10% of California optometrists have been forced out of the Medi-Cal program in the last two years, and 90% say patients report having difficulty finding a Medi-Cal provider.\u00a0<\/p>\n<p>While this means children who need glasses are not getting them, thus risking falling behind at school, the health implications are more pronounced.\u00a0<\/p>\n<p>Severe myopia increases the risk of serious eye disease; but myopia treated early can slow its progression. Also a comprehensive eye exam can detect indications of diabetes and other serious diseases, prompting referrals for treatment.<\/p>\n<p>The recommended schedule for routine eye care for children is not extensive: once at 6 months old, at 3 years old, before entering first grade and then every year or two afterward.\u00a0<\/p>\n<p>These simple, relatively inexpensive interventions can yield lifelong benefits. Yet California has consistently undervalued this essential health care.<\/p>\n<p>Clearly Medi-Cal is under growing pressure. At the national level, <a href=\"https:\/\/publichealth.berkeley.edu\/articles\/news\/commentary\/what-do-cuts-to-medicaid-really-mean\" rel=\"nofollow noopener\" target=\"_blank\">cutbacks<\/a> enacted last year will <a href=\"https:\/\/calmatters.org\/health\/2025\/12\/federal-cuts-and-reversals-upend-california-health-care-in-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">reduce Medicaid funding by $1 trillion<\/a> over the next decade and may result in about 12 million people losing health coverage.<\/p>\n<p>That makes it even more important for Medi-Cal to remain an essential pillar of California\u2019s safety net.\u00a0<\/p>\n<p>But in the area of children\u2019s eye care, Medi-Cal is not doing its fundamental job; not when only 1 out of 6 eligible children receives a basic eye exam over a two-year period.\u00a0<\/p>\n<p>We must not let kids fall behind because of vision problems that can be readily and affordably identified and fixed.<\/p>\n<p class=\"has-small-font-size\"><a href=\"https:\/\/www.calmatters.org\/\" rel=\"nofollow noopener\" target=\"_blank\">CalMatters<\/a>\u00a0is a Sacramento-based nonpartisan, nonprofit journalism venture committed to explaining how California&#8217;s state Capitol works and why it matters.
