Applying is free, and funds are paid directly to mortgage servicers and never have to be repaid. Today\u2019s expansion helps ensure that more families affected by the recent fires in Los Angeles are able to access this important relief.<\/p>\n<p>Key program eligibility criteria:<\/p>\n<p dir=\"ltr\" role=\"presentation\">Homeowners whose primary residence is destroyed or severely damaged as the result of a qualified disaster that occurred between Jan. 1, 2023, and Jan. 8, 2025.<\/p>\n<p dir=\"ltr\" role=\"presentation\">Applicants must meet the program\u2019s updated income limits. County-by-county limits are available\u00a0<a href=\"https:\/\/static.calassistmortgagefund.org\/CalAssist+Mortgage+Fund+Income+Limits.pdf\" data-cke-saved-href=\"https:\/\/static.calassistmortgagefund.org\/CalAssist+Mortgage+Fund+Income+Limits.pdf\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">here<\/a>.<\/p>\n<p dir=\"ltr\" role=\"presentation\">Eligible properties include single-family homes, condos, or permanently affixed manufactured homes (up to 4 units).<\/p>\n<p dir=\"ltr\" role=\"presentation\">Applicants must have a mortgage or a reverse mortgage.<\/p>\n<p dir=\"ltr\">Qualified disasters include the Eaton Fire, Palisades Fire, Park Fire, San Diego floods, and others across the state.<\/p>\n<p>Supporting LA fire survivors<\/p>\n<p dir=\"ltr\">Today\u2019s action continues Governor Newsom\u2019s ongoing work to help Los Angeles-fire survivors. Earlier this month, the Governor <a href=\"https:\/\/www.gov.ca.gov\/2025\/10\/10\/governor-newsom-signs-bipartisan-legislation-to-boost-ongoing-los-angeles-rebuilding-efforts-strengthen-future-disaster-response-and-recovery\/\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2025\/10\/10\/governor-newsom-signs-bipartisan-legislation-to-boost-ongoing-los-angeles-rebuilding-efforts-strengthen-future-disaster-response-and-recovery\/\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">signed a bipartisan package of bills to support the ongoing rebuilding and recovery efforts in Los Angeles <\/a>after the devastating fires earlier this year. The legislation also strengthens the state\u2019s response and recovery posture for future disasters,\u00a0 including by codifying numerous actions the Governor has taken to protect Los Angeles fire survivors, ensuring that these protections also benefit survivors of future disasters.\u00a0<\/p>\n<p>California\u2019s all-in efforts<\/p>\n<p dir=\"ltr\">Since the <a href=\"https:\/\/www.gov.ca.gov\/2025\/01\/24\/heres-all-the-actions-governor-newsom-has-taken-in-response-to-the-los-angeles-fires\/\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2025\/01\/24\/heres-all-the-actions-governor-newsom-has-taken-in-response-to-the-los-angeles-fires\/\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">first day<\/a> these firestorms ignited, Governor Newsom has been on the ground leading an all-in state response and recovery.\u00a0<\/p>\n<p dir=\"ltr\">The Governor deployed resources before the hurricane-force fires broke out \u2013 growing to over <a href=\"https:\/\/www.gov.ca.gov\/2025\/01\/24\/heres-all-the-actions-governor-newsom-has-taken-in-response-to-the-los-angeles-fires\/\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2025\/01\/24\/heres-all-the-actions-governor-newsom-has-taken-in-response-to-the-los-angeles-fires\/\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">16,000 boots<\/a> on the ground at the peak of the state\u2019s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster.\u00a0<\/p>\n<p dir=\"ltr\">Even before the fires were out, Governor Newsom worked closely with outgoing President Joe Biden to secure a <a href=\"https:\/\/www.gov.ca.gov\/2025\/01\/08\/governor-newsom-quickly-secures-major-disaster-declaration-from-president-biden-for-los-angeles-fires\/\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2025\/01\/08\/governor-newsom-quickly-secures-major-disaster-declaration-from-president-biden-for-los-angeles-fires\/\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">Presidential Major Disaster Declaration<\/a> and then coordinated with the Trump Administration to ensure comprehensive federal support for Los Angeles.\u00a0<\/p>\n<p dir=\"ltr\">Only July 7, just six months after the fires ignited, Governor Newsom announced the substantial completion of the public debris removal program from more than 10,000 fire damaged parcels \u2014 marking the fastest major disaster cleanup in American history.<\/p>\n<p dir=\"ltr\">State and federal officials worked hand in glove to <a href=\"https:\/\/www.gov.ca.gov\/2025\/02\/25\/los-angeles-wildfire-hazardous-debris-cleanup-reaches-substantial-completion-in-record-time\/\" data-cke-saved-href=\"https:\/\/www.gov.ca.gov\/2025\/02\/25\/los-angeles-wildfire-hazardous-debris-cleanup-reaches-substantial-completion-in-record-time\/\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">clear hazardous waste<\/a> from 9,000 homes in less than 30 days. At the project\u2019s peak, as many as 500 crews of expert heavy equipment operators from the Army Corps of Engineers worked around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires.\u00a0<\/p>\n<p>By the numbers\u00a0<\/p>\n<p dir=\"ltr\" role=\"presentation\">16,000 first responders and recovery personnel deployed<\/p>\n<p dir=\"ltr\" role=\"presentation\">$2.57 billion in Small Business Administration Assistance approved.\u00a0<\/p>\n<p dir=\"ltr\" role=\"presentation\">$159 million in individual assistance disbursed<\/p>\n<p dir=\"ltr\" role=\"presentation\">30 days to clear properties of hazardous waste<\/p>\n<p dir=\"ltr\" role=\"presentation\">9,195 properties cleared of debris<\/p>\n<p dir=\"ltr\" role=\"presentation\">8 of 8 schools resumed in person instruction\u00a0<\/p>\n<p dir=\"ltr\" role=\"presentation\">9 of 9 water systems reactivated\u00a0\u00a0<\/p>\n<p>California\u2019s historic recovery and rebuilding efforts\u00a0<\/p>\n<p dir=\"ltr\">The Governor has helped accelerate recovery in the Los Angeles area by:\u00a0<\/p>\n<p dir=\"ltr\" role=\"presentation\">Cutting red tape to help rebuild Los Angeles faster and stronger: The Governor issued executive orders <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=da66cbcda6&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=da66cbcda6&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">streamlining the rebuilding of homes and businesses<\/a>\u00a0destroyed \u2014 suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=ea2ba3ac87&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=ea2ba3ac87&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">further cutting red tape<\/a> by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor\u2019s executive orders. The Governor also <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=1d80fa5036&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=1d80fa5036&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">issued an executive order<\/a> removing administrative barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.<\/p>\n<p dir=\"ltr\" role=\"presentation\">Fast-tracking temporary housing and protecting tenants: To help <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=a122229f41&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=a122229f41&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">provide necessary shelter<\/a> for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=f25b58c924&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=f25b58c924&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">issued an executive order<\/a> that prohibited landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms. With an eye toward recovery, the Governor <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=14f03abca1&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=14f03abca1&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">directed fast action<\/a> on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=65517f33bd&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=65517f33bd&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">signed an executive order<\/a> to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=5fad1c8253&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=5fad1c8253&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">issued an executive order<\/a> to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas.\u00a0<\/p>\n<p dir=\"ltr\" role=\"presentation\">Directing immediate state relief: The Governor signed legislation <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=b45c208805&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=b45c208805&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">providing over $2.5 billion<\/a> to immediately support ongoing emergency response efforts and to jumpstart recovery efforts for Los Angeles. California quickly launched <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=3368922576&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=3368922576&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">CA.gov\/LAfires<\/a> as a single hub of information and resources to support those impacted and <a href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=d90dcd1e27&amp;e=0b26ba1b5c\" data-cke-saved-href=\"https:\/\/mclist.us7.list-manage.com\/track\/click?u=afffa58af0d1d42fee9a20e55&amp;id=d90dcd1e27&amp;e=0b26ba1b5c\" data-cke-saved- rel=\"nofollow noopener\" target=\"_blank\">bolsters in-person Disaster Recovery Centers<\/a>.
