It addresses the growing use of algorithmic devices that set rental rates in the private housing market using nonpublic competitor data, including real-time rents, lease renewals and occupancy levels.\n<\/p>\n<p>\u201cThis ordinance is about protecting renters and keeping our housing market fair,\u201d Mayor Valerie Amezcua said. \u201cBy prohibiting the sale and use of these rent-setting systems, we\u2019re standing up for working families, promoting accountability, and ensuring our housing market works for residents \u2014 not just profit margins.\u201d\n<\/p>\n<p>National analyses and federal lawsuits suggest that such algorithmic tools may contribute to double-digit rent increases, higher eviction rates and artificial housing scarcity. The City\u2019s review of local rental market conditions, along with findings from federal investigations and national research, indicates that algorithmic rent-setting tools pose a risk to housing affordability in Santa Ana.\n<\/p>\n<p>A 2023 survey by the U.S. Census Bureau found that more than 55 percent of the 79,691 occupied homes in Santa Ana are rented rather than owned, and about 53 percent of renters spend more than 30 percent of their income on housing. At the same time, the median household income in Santa Ana has not increased as fast as the growth in rental housing prices, which puts extra financial pressure on low-income and working-class families.\n<\/p>\n<p>This is the City of Santa Ana\u2019s latest measure to protect and support tenants.
