{"id":201227,"date":"2026-03-02T23:13:05","date_gmt":"2026-03-02T23:13:05","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/201227\/"},"modified":"2026-03-02T23:13:05","modified_gmt":"2026-03-02T23:13:05","slug":"mountain-view-sees-flattening-revenue-rising-costs-continue","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/201227\/","title":{"rendered":"Mountain View sees flattening revenue, rising costs continue"},"content":{"rendered":"<p>Mountain View\u2019s budget is on track for the current year despite\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-government\/2025\/06\/13\/mountain-view-ekes-out-balanced-budget-amid-economic-uncertainties\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">lingering uncertainties<\/a>\u00a0about an economic slowdown, a trend that has defined the city\u2019s financial projections for the past\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-government\/2024\/06\/13\/mountain-view-expects-to-keep-a-balanced-budget-despite-economic-uncertainties\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">couple years<\/a>.<\/p>\n<p>Mountain View is expected to close out the 2025-26 fiscal year with a roughly $1.8 million operating balance, excluding any pending changes. That\u2019s according to Derek Rampone, the city\u2019s finance and administrative services director, who <a href=\"https:\/\/mountainview.legistar.com\/LegislationDetail.aspx?ID=7924314&amp;GUID=6AC95AA1-5E2C-4F78-A1B6-0A7DCEEE403A&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">presented an update<\/a>\u00a0to the City Council at its Feb. 24 meeting. That\u2019s an increase from the $743,000 forecast when the budget was first approved last June.<\/p>\n<p>The city\u2019s general fund revenues are expected to grow to $196.3 million. This is largely\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-government\/2025\/06\/13\/mountain-view-ekes-out-balanced-budget-amid-economic-uncertainties\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">consistent with the budget<\/a> the city council originally adopted. However, the city has experienced a notable <a href=\"https:\/\/www.mv-voice.com\/city-government\/2025\/07\/08\/mountain-view-sees-lowest-property-value-growth-in-santa-clara-county\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">decline in property tax revenue<\/a>, which is coming in $2.5 million below what was initially projected, according to a staff report.<\/p>\n<p>Expenditures are expected to hit $194.5 million, slightly lower than what was forecast last year, the report said.<\/p>\n<p>The city council unanimously approved the midyear budget adjustments, which also authorizes funding for additional staff positions, including a full-time public arts administrator, facilities maintenance supervisor, librarian and security services guard.<\/p>\n<p>But while councilmembers supported the budget updates, they also expressed concerns about flattening revenue streams and rising costs, which are expected to continue into the next fiscal year.<\/p>\n<p>\u201cThe projections are concerning,\u201d Councilmember Lucas Ramirez said. \u201cWe have to be mindful and prudent, and I think that\u2019s something that the future council will certainly take to heart.\u201d<\/p>\n<p>City staff are forecasting an operating balance of $453,000 for the 2026-27 fiscal year, Rampone said, adding this was a preliminary figure and much could change before the council adopts a new budget in June.<\/p>\n<p>Midyear budget adjustments<\/p>\n<p>The midyear update was not only an opportunity for the council to review the city\u2019s finances. It also gave them the chance to weigh in on adjustments to funding allocations. Councilmembers praised city staff for putting forward updates that addressed high priorities, including the needs of its most vulnerable residents.<\/p>\n<p>\u201cThe recommendations in the midyear are excellent and again very community minded,\u201d Ramirez said, adding that the budget updates anticipated challenges related to the\u00a0<a href=\"https:\/\/www.mv-voice.com\/poverty\/2025\/10\/06\/california-braces-for-devastating-expected-cuts-to-federal-homeless-housing-funds\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">federal funding uncertainties<\/a> under President Donald Trump\u2019s administration.<\/p>\n<p>To mitigate some of these impacts, Ramirez proposed increasing funding for a homeless prevention program that provides low-income households with direct financial assistance. It covers expenses including rent, utilities, vehicle repairs and health care costs. Councilmembers supported the recommendation to increase funding from $35,000 to $85,000.<\/p>\n<p>The council also backed more substantial changes. The budget includes plans to increase funding for administrative overhead costs at\u00a0<a href=\"https:\/\/www.mv-voice.com\/environment\/2026\/01\/20\/major-salt-pond-restoration-nears-completion-in-mountain-view\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Shoreline Park<\/a>\u00a0by $4.1 million, as well as allocating $2 million for\u00a0<a href=\"https:\/\/www.mv-voice.com\/news\/2023\/12\/01\/facing-mounting-legal-costs-mountain-view-sets-aside-another-12m-to-cover-future-lawsuits\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">litigation costs<\/a>, which are handled by the city attorney\u2019s office. Councilmembers also supported a staff recommendation to appropriate $1 million to its property acquisition reserve.<\/p>\n<p>Councilmembers viewed smaller appropriations, like $45,000 for power washing services, favorably as well.<\/p>\n<p>\u201cMy neighbors ask me about that all the time,\u201d Councilmember Alison Hicks said. She also expressed enthusiasm for the city\u2019s plan to hire additional staff to support parks, trails and open space, as well as public art initiatives.<\/p>\n<p>The annual cost for four new full-time staff positions presented in the budget includes $255,700 for a public arts administrator, $261,900 for a facilities maintenance supervisor, $210,900 for a librarian and $170,000 for a security service guard. The addition of the librarian and security guard will support expanded hours at the\u00a0<a href=\"https:\/\/www.mv-voice.com\/news\/2019\/07\/12\/mountain-view-library-eliminates-late-fees-2\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Mountain View Public Library<\/a>, according to the council report.<\/p>\n<p>A preliminary review of the city\u2019s 2026-27 budget is expected to occur in April with public hearings and final adoption by the city council scheduled for June, Rampone said.<\/p>\n<p><a href=\"https:\/\/www.mv-voice.com\/city-government\/2026\/02\/27\/mountain-view-sees-flattening-revenue-rising-costs-continue\/\" rel=\"nofollow noopener\" target=\"_blank\">This story originally appeared in the Mountain View Voice<\/a>.
