Answers are published every Tuesday.<\/p>\n<p>District 2 covers neighborhoods in the north of the city including the Presidio, the Marina, Cow Hollow, Pacific Heights, Presidio Heights and portions of the Western Addition and North of the Panhandle.<\/p>\n<p>On Dec. 20, 2025, <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-power-outage-pge-electricity\/\" rel=\"nofollow noopener\" target=\"_blank\">over a third of San Francisco residents<\/a> were plunged into darkness as the power went out.\u00a0<\/p>\n<p>During the outage, caused by a fire at a SoMa substation, <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-richmond-district-seniors-blackout-pge\/\" rel=\"nofollow noopener\" target=\"_blank\">residents worried<\/a> about getting in and out of buildings with non-functioning elevators, losing critical supplies like medications as freezers stopped working, and communicating once their phone batteries went dead. <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-power-outage-richmond\/\" rel=\"nofollow noopener\" target=\"_blank\">Businesses lost thousands of dollars<\/a> as they were forced to close for one of the busiest weekends of the year.<\/p>\n<p>PG&amp;E, the company that owns and operates San Francisco\u2019s electrical infrastructure, didn\u2019t <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-power-outage-richmond\/\" rel=\"nofollow noopener\" target=\"_blank\">restore power<\/a> until more than 24 hours later. Over the next ten days, <a href=\"https:\/\/missionlocal.org\/2025\/12\/sf-power-outage-richmond-presidio\/\" rel=\"nofollow noopener\" target=\"_blank\">several more outages<\/a> plagued San Francisco residents, including in the Presidio in District 2.\u00a0<\/p>\n<p>As San Franciscans asked what could be done to prevent these outages from happening again, politicians had a suggestion: <a href=\"https:\/\/missionlocal.org\/2025\/12\/pge-san-francisco-eminent-domain-blackout\/\" rel=\"nofollow noopener\" target=\"_blank\">public acquisition<\/a> of PG&amp;E\u2019s electrical infrastructure.\u00a0<\/p>\n<p>Acquiring electrical infrastructure will be costly \u2014 PG&amp;E turned down a $2.5 billion offer in 2019 \u2014 but proponents point out that with ratepayers as the priority, not shareholders, cities with public power tend to have lower electricity rates.\u00a0<\/p>\n<p>In addition to power outages, people have been <a href=\"https:\/\/missionlocal.org\/2025\/12\/pge-san-francisco-eminent-domain-blackout\/\" rel=\"nofollow noopener\" target=\"_blank\">upset at PG&amp;E<\/a> for high electricity prices, long waits for electrical hookups, and safety issues (its equipment has triggered several of California\u2019s worst wildfires).\u00a0<\/p>\n<p>It\u2019s not a new idea. The city has been <a href=\"https:\/\/missionlocal.org\/2025\/12\/pge-san-francisco-eminent-domain-blackout\/\" rel=\"nofollow noopener\" target=\"_blank\">laying the groundwork<\/a> for acquiring PG&amp;E\u2019s infrastructure, either through a buyout or through eminent domain, since 2019. Most recently, San Francisco State Sen. Scott Wiener <a href=\"https:\/\/sfstandard.com\/2026\/02\/23\/scott-wiener-pge-breakup-state-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">introduced legislation<\/a> this February to shrink the power of the California Public Utilities Commission, which regulates cities\u2019 use of eminent domain.\u00a0<\/p>\n<p>To use eminent domain to acquire PG&amp;E infrastructure would require a two-thirds vote of the Board of Supervisors.\u00a0<\/p>\n<p>In this week\u2019s answer, candidates were cautiously supportive of public power.<\/p>\n<p>This week\u2019s question: Should San Francisco work to acquire PG&amp;E\u2019s infrastructure?\u00a0<\/p>\n<p>Mission Local color codes the answers to yes\/no questions. I support the idea of public power, but I want to first ensure that residents trust our city\u2019s ability to handle the management of a critical infrastructure.\u00a0<\/p>\n<p>San Franciscans want results now and redoing our whole system does not produce anything immediate. As climate change intensifies, resilient and well-maintained power systems are critical for public safety, small businesses, and emergency response.
