{"id":204675,"date":"2026-03-04T23:59:06","date_gmt":"2026-03-04T23:59:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/204675\/"},"modified":"2026-03-04T23:59:06","modified_gmt":"2026-03-04T23:59:06","slug":"mountain-view-streamlines-zoning-rules-to-attract-small-businesses","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/204675\/","title":{"rendered":"Mountain View streamlines zoning rules to attract small businesses"},"content":{"rendered":"<p>Looking to fill\u00a0<a href=\"https:\/\/www.mv-voice.com\/city-government\/2024\/04\/24\/faced-with-storefront-vacancies-mountain-view-adopts-plan-to-boost-economic-vitality-in-the-city\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">vacant storefronts<\/a>, Mountain View is implementing a number of zoning changes to make it\u00a0<a href=\"https:\/\/www.mv-voice.com\/business\/2025\/02\/06\/struggling-with-vacancies-mountain-view-brings-in-consultant-to-help-with-downtown-trouble-spots\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">easier for small businesses<\/a>\u00a0to gain a foothold in the city.<\/p>\n<p>In a unanimous vote, the City Council backed a recommendation from city staff last week to update Mountain View\u2019s zoning regulations to reduce barriers for small businesses, particularly around\u00a0<a href=\"https:\/\/www.mv-voice.com\/business\/2024\/08\/23\/small-business-owners-face-big-obstacles-opening-storefronts-in-mountain-view\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">permitting<\/a>\u00a0and parking requirements.<\/p>\n<p>The idea is to streamline the permitting process for those looking to open small retail stores, restaurants, personal services businesses and indoor recreation and fitness centers, according to Assistant Community Developer Director Lindsay Hagan, who presented the update to the council on Feb. 24.<\/p>\n<p>A business that occupies a space of 4,000 square feet or less in a commercial zoning district would no longer be required to obtain a planning permit, Hagan said. Instead, the business owner could apply directly for a building permit as long as they meet certain land use and operational standards, like those relating to deliveries, waste disposal and noise standards.<\/p>\n<p>\u201cThat would save anywhere from six months or more of time as well as $10,000 or more in permanent fees or other carrying costs on the unoccupied leased space,\u201d Hagan said.<\/p>\n<p>The city also plans to remove \u201cchange of use\u201d permit requirements, meaning that business owners do not need to apply for a permit when changing a rented commercial space from one permitted use to another permitted use. Hagan described the current process as confusing and burdensome for applicants.<\/p>\n<p>Additionally, the city plans to reduce parking requirements for retail stores and personal service land uses. Mountain View currently requires businesses to provide one parking space per 180 square feet of tenant space, which the staff report notes is higher than neighboring cities, including Palo Alto, Sunnyvale and Los Altos. The council approved modifying the requirement to one parking space per 250 square feet for all commercial and industrial zoning districts.<\/p>\n<p>\u201cFrankly, there\u2019s no need for the city to have such a high standard,\u201d Hagan said.<\/p>\n<p id=\"h-council-members-business-community-weigh-in-on-zoning-updates\">Officials, business community weighs in\u00a0<\/p>\n<p>The city council supported the staff recommendation to streamline the permit process, which is part of the city\u2019s broader <a href=\"https:\/\/www.mv-voice.com\/city-government\/2024\/04\/24\/faced-with-storefront-vacancies-mountain-view-adopts-plan-to-boost-economic-vitality-in-the-city\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">economic vitality strategy<\/a>.<\/p>\n<p>\u201cI appreciate that we focused on the two biggest hurdles identified by the business community to opening and operating a business in the city,\u201d Councilmember Lucas Ramirez said. \u201cThe change of use permit is a big deal, and it\u2019s a great thing to eliminate that obstacle.\u201d<\/p>\n<p>Business leaders also praised the updates, describing them as long overdue.<\/p>\n<p>\u201cThe zoning code needs updating to reflect modern business trends and to support the vitality of our commercial areas and retail centers, many of which have\u00a0<a href=\"https:\/\/www.mv-voice.com\/business\/2025\/02\/06\/struggling-with-vacancies-mountain-view-brings-in-consultant-to-help-with-downtown-trouble-spots\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">struggled to fill the vacancies<\/a> over the years,\u201d Peter Katz, CEO and president of the Mountain View Chamber of Commerce, said. \u201cThis will really help.\u201d<\/p>\n<p>While the council generally supported the changes, Councilmember John McAlister expressed concern about whether reduced parking requirements would hinder, instead of help, small business owners.<\/p>\n<p>\u201cThat balance on parking is very important because if you don\u2019t have enough parking, the business won\u2019t survive,\u201d he said. \u201cWe haven\u2019t got to the point where our transportation system is going to eliminate people trying to drive.\u201d<\/p>\n<p>However, Ramirez noted some of the city\u2019s older shopping centers have a lot of vacant storefronts and would benefit from policies supporting more foot traffic and local-serving land uses.<\/p>\n<p>\u201cBecause the parking may be too high, what we end up doing is preventing a business from occupying a vacant space that would otherwise serve that neighborhood,\u201d he said.<\/p>\n<p>Ultimately, councilmembers backed the staff recommendation to modify permit requirements and parking standards, as well as other minor amendments to the city\u2019s zoning code.<\/p>\n<p>With the council\u2019s approval, the changes will go into effect in early April, Hagan said. The timeline appealed to councilmembers.<\/p>\n<p>\u201cOur community has given us a lot of feedback and we\u2019re pivoting and moving things forward,\u201d Councilmember Ellen Kamei said. \u201cFor a government entity, we\u2019re moving pretty swiftly.\u201d<\/p>\n<p><a href=\"https:\/\/www.mv-voice.com\/land-use\/2026\/03\/02\/mountain-view-streamlines-zoning-rules-to-attract-small-businesses\/\" rel=\"nofollow noopener\" target=\"_blank\">This story originally appeared in the Mountain View Voice<\/a>.
