New ballot measure could give SF mayors bigger say in hiring"},"content":{"rendered":"<p class=\"paragraph-block article-body text-left\">Amid a push to overhaul San Francisco\u2019s <a href=\"https:\/\/sfstandard.com\/opinion\/2025\/12\/24\/daniel-lurie-san-francisco-city-charter\/\" data-post-id=\"9743fc30-d77c-4a8f-bcae-ba8d37540e74\" rel=\"nofollow noopener\" target=\"_blank\">Kafkaesque city charter<\/a>, officials are considering granting even more power to the mayor.<\/p>\n<p class=\"paragraph-block article-body text-left\">Sources say measures proposed for the November election that would overhaul the city\u2019s governing document are designed to increase mayoral authority and control. The changes would include granting the mayor the ability to hire many city department heads, including the police chief, an authority that is now shared with the Police Commission.<\/p>\n<p class=\"paragraph-block article-body text-left\">The proposal follows a <a href=\"https:\/\/www.sf.gov\/news-mayor-lurie-president-mandelman-launch-effort-to-reform-bloated-outdated-city-charter-improve-services-for-san-franciscans\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">monthslong process (opens in new tab)<\/a> launched by Mayor Daniel Lurie and Board of Supervisors President Rafael Mandelman, who assembled a task force to <a href=\"https:\/\/sfstandard.com\/2026\/01\/29\/lurie-leans-task-force-help-clean-baffling-city-charter\/\" data-post-id=\"c6fa09c5-8b55-40d7-ab0d-f893ec6098ca\" rel=\"nofollow noopener\" target=\"_blank\">examine reforms<\/a> to the city\u2019s 500-plus-page governing document. The effort incorporated several recommendations from <a href=\"https:\/\/www.spur.org\/sites\/default\/files\/2025-11\/SPUR_Charter_for_Change.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">a November report (opens in new tab)<\/a> by the nonprofit think tank SPUR.<\/p>\n<p class=\"paragraph-block article-body text-left\">The mayor\u2019s office declined to comment. Mandelman said many of the ideas have been discussed for years, and the timing is right to act.<\/p>\n<p class=\"paragraph-block article-body text-left\">\u201cI think we should make [the changes] happen,\u201d Mandelman said. \u201cIt makes sense to do this in this cycle. This is the right year to do it.\u201d<\/p>\n<p class=\"paragraph-block article-body text-left\">The SPUR report laid out 10 recommendations, including shifting more\u00a0 hiring power to the mayor.<\/p>\n<p class=\"paragraph-block article-body text-left\">\u201cThe charter should be amended to allow the mayor to directly hire and remove executive-branch department heads,\u201d the report said. \u201cThis change would align accountability with public expectations, ensuring that voters can hold the mayor responsible for results.\u201d<\/p>\n<p class=\"paragraph-block article-body text-left\">Other proposed changes, sources say, would allow most commissioners to <a href=\"https:\/\/sfstandard.com\/2025\/02\/04\/san-francisco-mayor-bold-play-remove-sfpd-commissioner\/\" data-post-id=\"4a565b4d-471d-46f2-8c93-f43544488675\" rel=\"nofollow noopener\" target=\"_blank\">be removed<\/a> at will by their appointing authority \u2013 either the mayor or the Board of Supervisors. The measure would also restore \u201cdeputy mayors\u201d to oversee city departments, a structure <a href=\"https:\/\/webbie1.sfpl.org\/multimedia\/pdf\/elections\/November5_1991.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">eliminated by voters in the early 1990s (opens in new tab)<\/a>. A separate effort is underway to reduce the number of city commissions.<\/p>\n<p>Failed effort in 2024<\/p>\n<p class=\"paragraph-block article-body text-left\">This is not the first recent attempt to restructure City Hall\u2019s balance of power.<\/p>\n<p class=\"paragraph-block article-body text-left\">In 2023, the now-defunct political group TogetherSF <a href=\"https:\/\/sfstandard.com\/2023\/08\/22\/does-san-franciscos-mayor-need-more-power-this-group-says-yes\/\" data-post-id=\"988570f4-0689-4fbb-822d-389f23589087\" rel=\"nofollow noopener\" target=\"_blank\">launched a similar campaign<\/a>. After <a href=\"https:\/\/sfstandard.com\/2024\/05\/01\/san-francisco-together-sf-ballot-measure-mayor-abandoned\/\" data-post-id=\"3c3ba827-0b78-4921-8b2f-3dd759cf31b0\" rel=\"nofollow noopener\" target=\"_blank\">multiple revisions to its proposal<\/a>, the group qualified Proposition D for the 2024 ballot. The measure focused on cutting commissions but also empowered the mayor to hire and fire department heads and remove certain appointees.<\/p>\n<p class=\"paragraph-block article-body text-left\">Prop. D became entangled in a contentious mayoral race as Mark Farrell, a candidate and former supervisor, developed <a href=\"https:\/\/sfstandard.com\/2024\/04\/30\/san-francisco-mayors-race-neighbors-pac-mark-farrell\/\" data-post-id=\"a12dd91e-3a18-42a9-bcad-8a6eb2db2e51\" rel=\"nofollow noopener\" target=\"_blank\">close ties<\/a> to the measure and to TogetherSF. Prop. D <a href=\"https:\/\/sfstandard.com\/2024\/10\/28\/sf-election-2024-prop-d-e\/\" data-post-id=\"17bee934-8b17-4390-8cc1-2883f6e8da4e\" rel=\"nofollow noopener\" target=\"_blank\">failed<\/a>, as did Farrell\u2019s quest for mayor, and TogetherSF disbanded shortly afterward, merging into Neighbors for a Better San Francisco.<\/p>\n<p class=\"paragraph-block article-body text-left\">Jay Cheng, executive director of Neighbors for a Better San Francisco, said the group strongly supports Lurie\u2019s charter reform effort.<\/p>\n<p class=\"paragraph-block article-body text-left\">\u201cIt\u2019s reminiscent of and reflective of our ideas at TogetherSF,\u201d Cheng said. \u201cWe\u2019re glad to see this moving forward as part of Lurie\u2019s charter reform measure.\u201d<\/p>\n<p class=\"paragraph-block article-body text-left\">Former Supervisor Aaron Peskin, a critic of Prop. D who helped defeat the measure, said he supports increasing mayoral power but urged Lurie to engage in broader discussions before moving forward.<\/p>\n<p class=\"paragraph-block article-body text-left\">\u201cWhile I support that recommendation, I think it would benefit from being done in consultation with existing commissions that often know more about their departments than a new mayor,\u201d Peskin said.<\/p>\n<p class=\"paragraph-block article-body text-left\"><a href=\"https:\/\/drive.google.com\/file\/d\/19hN6JLNo-X2FdCnk_uiezl--mfRTGIku\/view?usp=sharing\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">A poll (opens in new tab)<\/a> obtained by The Standard found that voters largely support expanding mayoral authority.
