Democratic voters turned out at \u201cespecially high rates\u201d for\u00a0California\u2019s special statewide election\u00a0for\u00a0Proposition\u00a050\u00a0in November, an analysis by the Public Policy Institute of California found.<\/p>\n

While there was no guarantee the\u00a0measure\u00a0\u2014\u00a0a voter\u2011approved redistricting overhaul that California leaders pursued to counter mid\u2011decade Republican map\u2011drawing in Texas\u00a0\u2014\u00a0would pass,\u00a0its\u00a0success was\u00a0partially\u00a0rooted in the large Democratic voter turnout<\/a>, the nonprofit, nonpartisan think tank said in a\u00a0March 3 blog post.<\/p>\n

\u201cTo the extent that it reflects widespread Democratic enthusiasm, this\u00a0turnout bodes well for the party in the midterm elections,\u201d the nonprofit said.\u00a0\u201cBut it offers a mixed message about the broader representativeness of the electorate.\u201d<\/p>\n

What\u00a0is\u00a0Proposition 50?<\/p>\n

Proposition 50 authorized temporary changes<\/a>\u00a0to the state\u2019s congressional district maps in response to Texas\u2019s partisan redistricting, according to the California Legislature’s Nonpartisan Fiscal and Policy Advisor.<\/p>\n

The\u00a0measure\u00a0was designed to help Democrats gain five House seats, the\u00a0Public\u00a0Policy Institute of California said.<\/p>\n

With the passage of the measure, the state will use the new congressional district maps from 2026 through 2030.<\/p>\n

California Proposition 50 ranks as the seventh<\/a>\u00a0most expensive ballot measure\u00a0in\u00a0the\u00a0state\u2019s\u00a0history, according to Ballotpedia.<\/p>\n

\u201cAs of Oct. 13, about $139.9 million had been raised for and against Proposition 50. Supporters received $97.7 million, while opponents received $42.2 million,\u201d Ballotpedia said.<\/p>\n

Days\u00a0after its passage, the\u00a0Justice Department\u00a0sued California over the\u00a0redistricting<\/a>,\u00a0arguing\u00a0the state \u201cviolated the Constitution by using race as a factor in redrawing district lines, allegedly favoring Hispanic voters.\u201d<\/p>\n

However,\u00a0a federal court\u00a0upheld\u00a0Proposition\u00a050<\/a>\u00a0in\u00a0January.<\/p>\n

What margin did Proposition 50 pass with?<\/p>\n

Proposition\u00a050\u00a0passed with a wide margin<\/a>: 64.4% voted yes, and 35.6% voted no, according to NPR reporting.<\/p>\n

Who turned out to vote for Proposition 50?<\/p>\n

Proposition 50 saw a 50% voter turnout rate, comparable to that seen at a high-engagement midterm, the\u00a0Public Policy Institute of California said.<\/p>\n

Even still, the turnout was \u201cfar below turnout in the most recent presidential election,\u201d the nonprofit said.<\/p>\n

Compared to 2024, turnout \u201cdropped among every major demographic group,\u201d according to the nonprofit.<\/p>\n

For racial\/ethnic groups, Asian Americans saw the largest declines in voter turnout compared to 2024, the nonprofit said.<\/p>\n

Turnout across age groups varied widely, the nonprofit said.<\/p>\n

“Older Californians matched their historical pattern of showing up in lower-profile elections, with greater declines for all voters under 55,” the nonprofit said.<\/p>\n

The youngest age group, those 18 to 24, tend to be the least consistent about voting in non-presidential elections; however, the group “maintained their turnout slightly better than those aged 35\u201344,” the nonprofit said.<\/p>\n

The nonprofit said it found no differences in voter turnout between men and women.<\/p>\n

The biggest difference in voter turnout, the\u00a0nonprofit\u00a0said, was rooted in party registration.<\/p>\n

\u201cTurnout among Democrats was much closer to 2024 turnout, while declines among Republicans and other registered voters were greater than the statewide average,\u201d the Public Policy Institute of California said.<\/p>\n

These turnout rates equated to the electorate voting on\u00a0Proposition\u00a050 being\u00a0\u201cabout 3.5 percentage points more Democratic than the electorate in November 2024,\u201d according to the nonprofit.<\/p>\n

What\u00a0can\u00a0Proposition 50 voter turnout\u00a0potentially\u00a0tell us about midterm elections\u00a0and beyond?<\/p>\n

\u201cIf the partisan turnout for Prop 50 points to a broader upswing in enthusiasm, the Democrats may start with a leg up this fall,\u201d the\u00a0nonprofit\u00a0said.<\/p>\n

While the voter turnout among underrepresented voter groups for November\u2019s election “wasn\u2019t especially bad compared to the 2024 election,\u201d it pales in\u00a0comparison\u00a0with record-high levels seen in 2020,\u00a0according to the nonprofit.<\/p>\n

\u201cIf the goal is a more representative electorate, the 2020 election is the most\u00a0appropriate standard, and there is still more work to be done,\u201d the Public Policy\u00a0Institute\u00a0of California said.<\/p>\n
