{"id":208999,"date":"2026-03-07T13:18:19","date_gmt":"2026-03-07T13:18:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/208999\/"},"modified":"2026-03-07T13:18:19","modified_gmt":"2026-03-07T13:18:19","slug":"fire-destroyed-mobile-home-park-seeks-development-deal-displacing-residents","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/208999\/","title":{"rendered":"Fire-destroyed mobile home park seeks development deal, displacing residents"},"content":{"rendered":"\n<p>For months, former residents of the Pacific Palisades Bowl Mobile Estates <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2025-10-13\/an-affordable-slice-of-l-a-paradise-might-never-recover-from-the-palisades-fire\" rel=\"nofollow noopener\" target=\"_blank\">have feared<\/a> the uncommunicative owners of the property would seek to displace them in favor of a more lucrative development deal after the Palisades fire destroyed the rent-controlled, roughly 170-unit mobile home park.<\/p>\n<p>A confidential memorandum listing the Bowl for sale indicates the owners intend to do exactly that.<\/p>\n<p>The memorandum, <a class=\"link\" href=\"https:\/\/f.tlcollect.com\/fr2\/826\/70919\/16321_Pacific_Coast_Highway_OM_Matevosian_v010_KD.pdf\" target=\"_blank\" rel=\"nofollow noopener\">quietly posted<\/a> on a website associated with the global commercial real estate company CBRE, says that the Palisades fire created a \u201cblank canvas for redevelopment\u201d at a site \u201cideally positioned for a transformative residential or mixed-use project.\u201d<\/p>\n<p>\u201cI just thought, oh my god, this is so much propaganda and false advertising,\u201d said Lisa Ross, a 33-year resident of the Bowl and a Realtor. \u201cHow can they even get away with printing this?\u201d<\/p>\n<p>Neither the current owners of the Bowl nor the real estate companies listed on the memorandum responded to requests for comment.<\/p>\n<p>The memorandum describes the current single-family residential zoning as \u201cfavorable\u201d for developers; however, the city and mobile housing law experts have painted a different picture.<\/p>\n<p>            <img class=\"image\" alt=\"Fire debris at Pacific Palisades Bowl in January 2026.\"   width=\"2000\" height=\"1365\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/1772889498_767_.jpeg\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Fire debris at Pacific Palisades Bowl in January 2026.<\/p>\n<p>(Myung J. Chun \/ Los Angeles Times)<\/p>\n<p>\u201cMultifamily and mixed-use development on this site is not allowed by existing zoning and land use regulations,\u201d Mayor Karen Bass\u2019s office said in a statement Wednesday, adding only low density single-family housing or reconstructing the mobile home park are currently allowed. \u201cMayor Bass will continue taking action and [work] with residents to restore the Palisades community.\u201d<\/p>\n<p>On Friday, City Councilmember Traci Park told The Times that she\u2019s \u201cnot interested in a zone change. What we are interested in doing is restoring this property as a mobile home park for the people who were there and remain displaced.\u201d<\/p>\n<p>Zoning changes typically require a city council vote and are subject to the mayor\u2019s approval or veto. <\/p>\n<p>Beyond the zoning laws, the site is also currently governed by a state law requiring cities to preserve affordable housing along the coast and a city ordinance protecting mobile home residents against sudden displacement.<\/p>\n<p>Spencer Pratt, a resident of the Palisades and an outspoken supporter of the neighborhood\u2019s mobile home community, criticized the mayor and the owners in a statement to The Times. \u201cIt\u2019s unfortunate that Karen Bass has not advocated for mobile home residents impacted by the fire,\u201d he said, \u201cand that the current owner of the Bowl is ignoring good faith offers from residents to buy the property.\u201d <\/p>\n<p>The mayor\u2019s office disputed this, noting Bass recently led a delegation of Palisadians, including mobile home owners, to Sacramento to advocate for recovery. \u201cMayor Bass\u2019 priority is getting every Palisadian home \u2014 single-family homeowners, town home owners, renters, mobile home owners.\u201d<\/p>\n<p>            <img class=\"image\" alt=\"Los Angeles Mayor Karen Bass in Los Angeles on Jan. 7, 2026.\"   width=\"2000\" height=\"1344\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/1772889499_389_.jpeg\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Los Angeles Mayor Karen Bass speaks during a private ceremony outside City Hall with faith leaders, LAPD officers and city officials  to commemorate the one-year anniversary of the Eaton and Palisades fires on Jan. 7, 2026. <\/p>\n<p>(Allen J. Schaben \/ Los Angeles Times)<\/p>\n<p>Bass also advocated for the federal government to include the Bowl in its debris cleanup efforts; however, the Federal Emergency Management Agency ultimately refused to include it, unlike other mobile home parks impacted by the Palisades fire. Its reasoning: It could not trust the owners to rebuild the park as affordable housing.<\/p>\n<p>Court rulings over the years found the owners routinely failed to maintain the infrastructure and worked to replace the park with an \u201cupscale resort community.\u201d Residents also accused the owners of attempting to circumvent rent control regulations.<\/p>\n<p>After the fire, it ultimately took <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2026-02-13\/wildfire-debris-removal-finally-underway-at-palisades-bowl-mobile-home-park\" rel=\"nofollow noopener\" target=\"_blank\">more than 13 months<\/a> to begin cleaning up the debris.<\/p>\n<p>Ross said she approached the owners with independent mobile home park developers who were interested in buying the fire-destroyed lot and letting residents rebuild within months. She also approached the owners with a proposition that the former residents band together to buy the park. She heard nothing back.<\/p>\n<p>\u201cThey don\u2019t communicate,\u201d Ross said. \u201cIt\u2019s a feuding family. That\u2019s also why we had so many problems with maintenance and with upgrades in the park.\u201d<\/p>\n<p>Pratt, who is running for mayor against Bass, also called on private developers like Rick Caruso to step in and save the Bowl. (Caruso\u2019s team noted <a class=\"link\" href=\"https:\/\/www.steadfastla.com\/\" target=\"_blank\" rel=\"nofollow noopener\">his rebuilding nonprofit<\/a> is looking into how to help residents of the Bowl.)<\/p>\n<p>Ross is a fan of Pratt\u2019s proposition. \u201cWe need those kinds of people \u2014 we need Rick Caruso. That would be great,\u201d Ross said. To sweeten the deal: \u201cI\u2019ll cook for him.
