What will the justice system look like after he leaves?"},"content":{"rendered":"\n<p>California\u2019s criminal justice system looks different in a very tangible way compared to when Gov. Gavin Newsom took office seven years ago.<\/p>\n<p>It has <a class=\"link\" href=\"https:\/\/calmatters.org\/justice\/2025\/08\/norco-prison-hotel-restoration\/\" target=\"_blank\" rel=\"nofollow noopener\">fewer prisons<\/a> thanks to a dramatic decline in the number of people the state is incarcerating. It\u2019s directing more resources to rehabilitation programs. And, at the prison that used to hold death row, incarcerated people are able to see the San Francisco Bay from a <a class=\"link\" href=\"https:\/\/calmatters.org\/justice\/2026\/02\/san-quentin-rehabilitation-center\/\" target=\"_blank\" rel=\"nofollow noopener\">new education center<\/a> that\u2019s meant to help them prepare for life outside.<\/p>\n<p>That raises the question, will the next governor continue Newsom\u2019s emphasis on rehabilitation for incarcerated people or move in a different direction?<\/p>\n<p>CalMatters recently hosted a panel discussion on <a class=\"link\" href=\"https:\/\/www.youtube.com\/watch?v=lWJeE_pRLGY&amp;list=PL7ZZjNmMAwA0RGLJQyumLFjKkV0DLnCwx\" target=\"_blank\" rel=\"nofollow noopener\">what\u2019s next for criminal justice<\/a> in California that included Los Angeles County Dist. Atty.  Nathan Hochman, Heidi Rummel of the Post-Conviction Justice Project and Dave Lewis, a longtime corrections department leader who oversaw facilities planning and construction for state prisons.<\/p>\n<p>CalMatters reporter Joe Garcia moderated the panel. He is a formerly incarcerated journalist who was represented at the parole board by Rummel. <\/p>\n<p>In different ways, each panelist has a hand in providing justice to crime victims and shaping opportunities for people in prison who want to grow.<\/p>\n<p>\u201cThe power of hope really can move mountains and I\u2019ve seen it in so many people I\u2019ve worked with,\u201d said Rummel, who has represented incarcerated people in parole hearings. She favors policies that provide incentives for prisoners to pursue rehabilitation and earn a chance for freedom.<\/p>\n<p>\u201cIt is my firm belief that there are many people in our prisons trapped there because of 1980s sentencing regimes, honestly racist sentencing regimes, who could be safely released,\u201d she said.<\/p>\n<p>Hochman took office last year after defeating progressive prosecutor George Gasc\u00f3n. Hochman\u2019s victory was seen as a <a class=\"link\" href=\"https:\/\/calmatters.org\/justice\/2024\/11\/george-gascon-pamela-price\/\" target=\"_blank\" rel=\"nofollow noopener\">vote for tougher sentences<\/a> as a result of voters\u2019 frustration with crime after the COVID-19 pandemic.<\/p>\n<p>He stressed that the system must provide a sense of justice and retribution to crime victims, although he said that does not necessarily hinge on lengthy prison sentences.<\/p>\n<p>Hochman has visited San Quentin to see the changes Newsom directed after <a class=\"link\" href=\"https:\/\/calmatters.org\/politics\/2022\/02\/california-death-penalty-end\/\" target=\"_blank\" rel=\"nofollow noopener\">suspending the death penalty<\/a> and ordering the dismantling of death row. The prosecutor said he met prisoners who took rehabilitation seriously and recognized the hurt they caused their victims.<\/p>\n<p>\u201cI expected to come out and just think we should throw away the key and not give anybody \u2014 especially these people \u2014 a second chance,\u201d Hochman said. \u201cI came away with this feeling that even people who have done stuff that they should remain in prison the rest of their lives, that doesn\u2019t mean we shouldn\u2019t invest in them while in they\u2019re in prison so they maybe can do something productive while they\u2019re there.\u201d<\/p>\n<p>Lewis had a role in designing the new San Quentin education center. It\u2019s meant to evoke a different feel than what he described as bleak correctional settings marked by dirt fields and high walls.<\/p>\n<p>Rethinking prisons to support someone\u2019s growth can deter crime, he said.<\/p>\n<p>\u201cThere\u2019s very much a sense of \u2018Criminals have nothing coming to them,\u2019\u201d he said, describing conversations with friends and family. \u201cI\u2019m like, OK, but what about their community? And the community they\u2019re coming back to? What does their community have coming to them?<\/p>\n<p>\u201cIf we just send them right back, you\u2019re recycling the problem,\u201d he said. \u201cWe can prevent the next victim from happening by providing opportunities.\u201d<\/p>\n<p><a class=\"link\" href=\"https:\/\/calmatters.org\/author\/adam-ashton\/\" target=\"_blank\" rel=\"nofollow noopener\">Adam Ashton<\/a> writes for CalMatters.<\/p>\n","protected":false},"excerpt":{"rendered":"California\u2019s criminal justice system looks different in a very tangible way compared to when Gov.
