His experience, integrity, and collaborative approach make him the right choice to guide Fullerton forward,\u201d said Mayor Fred Jung in a statement released by the city on Wednesday.\u00a0<\/p>\n<p dir=\"ltr\">The city manager serves as the chief administrative officer who directly oversees policy implementation and daily operations within city departments and staff.\u00a0<\/p>\n<p dir=\"ltr\">\u201cThe city manager really is the chief executive officer of the city and their job is to enact the will of the council,\u201d said Councilmember Shana Charles.<\/p>\n<p dir=\"ltr\">According to the press release, Manfro served as the Westminster city manager from 2012 to 2020, while also holding leadership and human resources roles in La Mesa, Santa Monica, Hawthrone and Alhambra.\u00a0<\/p>\n<p dir=\"ltr\">In Fullerton, Manfro held a four-year position as the director of human resources.<\/p>\n<p dir=\"ltr\">Manfro has a Bachelor of Arts in Political Science from the University of Redlands and a Master of Public Administration from Cal State University, Dominguez Hills.<\/p>\n<p dir=\"ltr\">\u201cMr. Manfro comes with tremendous experience and also has earned the trust and support of our staff during this last period that he&#8217;s been with us,\u201d said Councilmember Ahmad Zahra.<\/p>\n<p dir=\"ltr\">Manfro joined Fullerton as director of human resources in 2022 and was interim city manager beginning August 2, 2025.\u00a0<\/p>\n<p dir=\"ltr\">\u201cI am honored by the Council\u2019s appointment and grateful for the opportunity to continue serving the Fullerton community in this capacity,\u201d Manfro said in a statement released by the city. \u201cI look forward to continuing that work and partnering with our residents, businesses, and employees to build on Fullerton\u2019s strong foundation.\u201d<\/p>\n<p dir=\"ltr\">The council&#8217;s appointment of Manfro was unanimously approved.\u00a0<\/p>\n<p dir=\"ltr\">Previous city manager Eric Levitt stepped down in August 2025 after three years of service. Levitt voluntarily left the position in the middle of his contract to serve as city manager in San Bernardino.<\/p>\n<p dir=\"ltr\">The approval for Levitt to serve in San Bernardino was passed on June 4, 2025, but he could not begin until Aug. 4, 2025 due to the agreement with the city of Fullerton requiring a 45-day notice of departure.<\/p>\n<p dir=\"ltr\">The city manager is appointed on a three-year term and begins with a base annual salary of $305,000. Future salary increase is scheduled for March 2027 and March 2028 which will result in a 3% increase per year.
