A new bill aims to change that.<\/p>\n<p>Last week, State Senator Jesse Arregu\u00edn introduced <a href=\"https:\/\/sd07.senate.ca.gov\/news\/press-release-new-bill-will-hold-illegal-dumping-violators-accountable\" rel=\"nofollow noopener\" target=\"_blank\">SB 1218<\/a>, a bill that would require the Department of Motor Vehicles to refuse to renew vehicle registrations for individuals who have outstanding fines for illegal dumping. The DMV already does this with individuals who have unpaid parking tickets and other fines.<\/p>\n<p>\u201cFor too long, illegal dumpers have treated fines as optional while our neighborhoods pay the price,\u201d Arregu\u00edn said in a press statement. \u201cIf you trash our communities, there will be consequences.\u201d<\/p>\n<p>Arreguin\u2019s proposal marks the latest effort by East Bay officials to improve illegal dumping enforcement in Oakland.\u00a0<\/p>\n<p>In 2024, KTVU <a href=\"https:\/\/www.ktvu.com\/news\/oakland-issued-1-3m-illegal-dumping-citations-collected-hardly-anything?taid=67732f53aee5c900012beffa&amp;utm_campaign=trueanthem&amp;utm_medium=trueanthem&amp;utm_source=twitter\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that Oakland had issued nearly 3,000 citations for dumping between 2021 and 2024, totaling roughly $1.3 million in fines. But the city only collected about 11% of the total, $109,000.\u00a0<\/p>\n<p>Last week, The Oaklandside <a href=\"https:\/\/oaklandside.org\/2026\/03\/02\/oakland-illegal-dumpers-fines-barbara-lee\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> that the city collected money from just 25 of the 270 individuals who were cited for illegal dumping in 2025.<\/p>\n<p>Mayor Barbara Lee has promised to crack down on dumping with stricter enforcement and referring cases to the Alameda County District Attorney. But there haven\u2019t been any referrals.\u00a0<\/p>\n<p>\u201cOur neighborhoods deserve better than to be treated as dumping grounds \u2014 and for far too long, serial dumpers have faced little to no real deterrence, getting cited, walking away, and leaving our communities to absorb the damage,\u201d Lee said in a statement. \u201cThis bill changes that.\u201d<\/p>\n<p>Illegal dumping disproportionately affects deep East Oakland. Of the citations issued in 2025, over one-third were for incidents in District 7. Councilmember Ken Houston, who represents D7, spoke at Wednesday\u2019s press conference, where he decried illegal dumping as \u201ca crime against our community\u201d and that people caught doing it should have their cars towed.\u00a0<\/p>\n<p>Alameda County Supervisor Nate Miley was also at Wednesday\u2019s press event. Miley\u2019s office helped create <a href=\"https:\/\/district4.alamedacountyca.gov\/initiatives\/\" rel=\"nofollow noopener\" target=\"_blank\">model legislation<\/a> that proposes stronger enforcement mechanisms against illegal dumping. Oakland Councilmember Zac Unger and other officials, including former Councilmember Rebecca Kaplan, are working on an illegal dumping ordinance to introduce in Oakland.<\/p>\n<p class=\"gform_required_legend\">&#8220;*&#8221; indicates required fields<\/p>\n","protected":false},"excerpt":{"rendered":"Oakland tries to penalize people who illegally dump trash on city streets, but fines are rarely paid.
