{"id":216022,"date":"2026-03-12T05:38:10","date_gmt":"2026-03-12T05:38:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/216022\/"},"modified":"2026-03-12T05:38:10","modified_gmt":"2026-03-12T05:38:10","slug":"stadium-budget-item-highlights-capital-needs","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/216022\/","title":{"rendered":"Stadium Budget Item Highlights Capital Needs"},"content":{"rendered":"<p>Infrastructure woes were the centerpiece of the budget discussion for Levi\u2019s Stadium.<\/p>\n<p>At its most recent meeting, March 10, the Santa Clara City Council\/Stadium Authority Board (SCSA) heard how capital improvement projects will begin leaving little to no extra money flowing to the city\u2019s general fund.<\/p>\n<p>Despite voters approving a $400 million bond project last year, constraints imposed by Mayor Lisa Gillmor ensure that none of that money can be spent on improvements to the stadium. With \u201csignificant\u201d capital needs, the $4 million budgeted each year for such improvements is proving too little.<\/p>\n<p>SPONSORED<\/p>\n<p><a data-no-instant=\"1\" href=\"https:\/\/siscsv.com\/tcba\/\" rel=\"noopener sponsored nofollow\" class=\"a2t-link\" target=\"_blank\" aria-label=\"banner v_2[1]_page-0001\"><img loading=\"lazy\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"\" data-lazy- data-lazy- width=\"1517\" height=\"188\" style=\" max-width: 100%; height: auto;\" data-lazy-src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/02\/banner-v_21_page-0001.jpg\"\/><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/02\/banner-v_21_page-0001.jpg\" alt=\"\"   width=\"1517\" height=\"188\" style=\" max-width: 100%; height: auto;\"\/><\/a><\/p>\n<p>The city will get a clearer picture of what sort of improvements are needed following a stadium condition assessment.<\/p>\n<p>Although the city has done well filling the stadium demolition fund \u2014 $58.4 million in year 12 of the $70 million required in year 40 \u2014 it may have to pull from that bucket, also earmarked for maintenance, to pay for capital improvements.<\/p>\n<p>City Manager Jovan Grogan recommended the council fund capital improvement projects next year, but recommended the council not plan further ahead than that.<\/p>\n<p>Council Member Kelly Cox said the city has \u201cprivatized profit and socialized risk\u201d with the proposed budget.\u00a0<\/p>\n<p>\u201cOur debt has increased. We don\u2019t have a plan to come out of it. I feel like we are literally in the same place we were last year, she said. \u201cI don\u2019t know that we\u2019re utilizing tools to plan an effective budget right now.\u201d<\/p>\n<p>Jihad Beauchman, executive vice president and general counsel, said the city already has gotten fair market value for land in 12 years. During his presentation, he said non-NFL events are performing better than expected.\u00a0<\/p>\n<p>Beauchmn implored the council to approve the first year of capital projects and to budget for a few projects in the second year.<\/p>\n<p>Gillmor joined Cox in her assessment, saying the city shouldn\u2019t \u201cpiecemeal\u201d capital projects. The city needs a plan because the situation is \u201cdire,\u201d she added.<\/p>\n<p>Gillmor also took issue with $2.5 million for Stadium Builder License (SBL) costs included in the budget, saying she worried those costs were being billed to the SCSA when it was actually work for the team. She said the report \u201clacked transparency\u201d and \u201cgood financial stewardship.\u201d<\/p>\n<p>Council Member Kevin Park said the city needs to plan accordingly, something the money set aside for capital projects illustrates it hasn\u2019t been doing.\u00a0<\/p>\n<p>\u201cTo complain that the maintenance costs are going up, to complain that our spend is going up, and to complain that this is happening while our revenues may be decreasing, I think we should look a little at reality and see what happens with assets as they age,\u201d he said.<\/p>\n<p>In a 5-2 vote, the council approved the budget with Beauchman\u2019s suggestion to plan for capital projects in the second year.
