{"id":235040,"date":"2026-03-25T01:41:15","date_gmt":"2026-03-25T01:41:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/235040\/"},"modified":"2026-03-25T01:41:15","modified_gmt":"2026-03-25T01:41:15","slug":"fresnos-blighted-historic-bixler-building-up-for-sale","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/235040\/","title":{"rendered":"Fresno\u2019s blighted historic Bixler building up for sale"},"content":{"rendered":"<p>Fresno\u2019s <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/historicfresno.org\/lrhr\/313.htm\">Bixler Vapor Dry Cleaning Company Building<\/a> \u2014 a blighted building on the northern outskirts of downtown \u2014 was full of promise just a few years ago.<\/p>\n<p>The <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/fresno.legistar.com\/View.ashx?M=F&amp;ID=7333151&amp;GUID=D6B0B49A-1D7B-4248-97AC-4A98B318BA5C\">Fresno City Council in 2019<\/a> voted to officially designate it as historic. Disgraced Bitwise CEO Jake Soberal <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article284599495.html\">helped move redevelopment plans<\/a> through city departments in the years that followed. The city touted the project in <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresno.gov\/wp-content\/uploads\/2026\/03\/Appendix-1E-HE_MJHE_Adopted_12.12.24_updated-0115_2025.pdf\">a 2024 housing document<\/a> as an example of the market-rate apartments-above-retail plans that could be accomplished in the area.<\/p>\n<p>But today the Bixler building remains empty. Its ground-level windows are barred and boarded up. It has been on the commercial real estate market for over a year, and <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.loopnet.com\/Listing\/High-Demand-Multifamily-Opportunity\/34855965\/\">an online listing<\/a> as of Tuesday priced it at $650,000 \u2014 a \u201cmajor price reduction,\u201d the listing describes.<\/p>\n<p>What happened?<\/p>\n<p>Philip Neuman, a member of the building\u2019s ownership group, told The Fresno Bee that he and his partners ran into a financing gap for infrastructure construction that they were unable to fill.<\/p>\n<p>\u201cIf we had the additional cash, we would build this thing in a heartbeat,\u201d he said.<\/p>\n<p>The problem Neuman described has been endemic in the downtown area, where officials have said rent prices often do not justify the cost of construction. <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article313517827.html\">Multiple large projects have stalled<\/a> as developers have failed  to obtain the lending they need, leaving historic buildings vacant and vulnerable to break-ins and fires.<\/p>\n<p>The city in recent years has tried to reduce developers\u2019 costs by <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article314319181.html\">using state dollars to install the infrastructure<\/a> needed to support a housing boom in downtown\u2019s core. In recent months, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article314851649.html\">the city also began<\/a> using state money to help developers in the area close their financing gap with short-term loans.<\/p>\n<p>But the Bixler building, located on Broadway Street where the Lowell neighborhood begins, is too far north of downtown\u2019s core to benefit from the new infrastructure or qualify for the loans.<\/p>\n<p>The building\u2019s condition has worried the owner of the Juicy Burger restaurant next door, who told The Bee that unhoused people have started fires multiple times in a small unit on a parcel that\u2019s attached to the Bixler property, just steps from the eatery.<\/p>\n<p>Neuman said the area will change once the Bixler building is redeveloped.<\/p>\n<p>\u201cWhen you fix them up, you have people living in them, the space around them becomes more desirable,\u201d he said of buildings. \u201cEveryone will win in that situation.\u201d<\/p>\n<p>                                              <img decoding=\"async\" class=\"responsive-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/bixler 1.jpeg\"   width=\"1140\" height=\"755\" title=\"bixler 1\" alt=\"Fresno\u2019s Bixler Vapor Dry Cleaning Company Building, an official historic building, is seen vacant and boarded up Tuesday, March 24, 2026.\"\/>                                                                                    Fresno\u2019s Bixler Vapor Dry Cleaning Company Building, an official historic building, is seen vacant and boarded up Tuesday, March 24, 2026.                                                                                            ERIK GALICIA                                                                            egalicia@fresnobee.com                                                                                        Ownership once included failed Bitwise CEO<\/p>\n<p>The Bixler property is owned by 2049 Broadway Partners LLC, which today includes an investment company run by Neuman, and Andrew Young and Jeffrey Krueger, both from Fresno-based AYC Construction. Young and Krueger did not respond to The Bee\u2019s request for comment for this story.<\/p>\n<p>Fresno County property records show Soberal, co-founder of Fresno\u2019s fallen Bitwise Industries was once a part of that ownership group. Neuman told The Bee that Soberal gave up his stake in the Bixler building\u2019s ownership \u201ca long time ago.\u201d<\/p>\n<p>Soberal and his partner, Irma Olguin, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article297243554.html\">were convicted in 2024<\/a> of defrauding Bitwise investors and have been in prison since last year. Before the demise of Bitwise, Soberal helped expedite the Bixler building plans\u2019 sluggish application review in the city\u2019s public works department by directly contacting city manager Georgeanne White in 2022, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.fresnobee.com\/news\/local\/article284599495.html\">The Bee previously reported<\/a>.<\/p>\n<p>At the time, the plans for the Bixler building included 18 residential units above ground-level retail. Does it still have potential?<\/p>\n<p>A member of the group that owns the Bixler building today is a Hardison family member who inherited it, said Veronica Stumpf, the real estate broker handling its sale.<\/p>\n<p>\u201cIt\u2019s a historic building that has seen many, many lives,\u201d she said.<\/p>\n<p>The building was built in 1920 by the Bixler Vapor Dry Cleaning Company, which operated in the structure until about 1956, according to <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/fresno.legistar.com\/View.ashx?M=F&amp;ID=7331026&amp;GUID=4EBC8968-F60D-448B-BAEA-C138C3B1F95D\">state records<\/a>. It then went vacant until the Broadway Fair Appliance and Furniture Company started using it in 1969. The following decade, it was purchased by the Hardison family, which in the late 1970s began operating a printing business called Mid-Cal Publishers in the building.<\/p>\n<p>Stumpf said its interior has been demolished, so the groundwork has been laid to turn it into a mixed-use building with micro-apartments above. She pointed to the success of building rehabilitation projects in downtown\u2019s Mural District, which is immediately south of the Bixler building.<\/p>\n<p>\u201cThere is demand for it,\u201d she said.<\/p>\n<p>Neuman said the business model of housing-above-retail still makes sense for the area. He noted some affordable housing developers have found ways to finance housing through a combination of government programs. Some other downtown developers, including Reza Assemi, have been able to revive historic buildings with popular new housing, he added.<\/p>\n<p>\u201cThe challenge of transforming older buildings into housing \u2014 it\u2019s difficult,\u201d Neuman said. \u201cBut that\u2019s the kind of renaissance that downtowns require.
