Clovis will repurpose a 2.45-acre parcel of land on Shaw Avenue that has been vacant for nearly half a century for use as a storage facility.<\/p>\n

The vacant property, located north of Shaw Avenue between Fowler and Laverne avenues, was originally designated for office use, according to Clovis\u2019s Shaw Avenue Specific Plan established in 1978. But the Planning Commission will discuss rezoning the property to allow for the construction of a storage facility at its 6 p.m. Thursday meeting.<\/p>\n

The city\u2019s plan for Shaw Avenue was designed to prevent it from becoming a continuation of the linear commercial style prevalent west of Clovis Avenue, according to the staff report. Sites along Shaw Avenue were generally prohibited from uses such as drive-throughs, restaurants, and retail, the report said.<\/p>\n

The location has remained underdeveloped since the adoption of the Specific Plan in 1978, said Marissa Parker, the city\u2019s associate planner.<\/p>\n

\u201cThis is likely caused by the development limitations imposed by the Specific Plan and a lack of market demand for office uses,\u201d Parker said in a commission report. \u201cAs the market demands change, it is appropriate to consider allowing land uses that reflect the current demand.\u201d<\/p>\n

The proposed construction will be a two-story self-storage facility with a total gross floor area of approximately 113,576 square feet, including sales office, interior-access units, and drive-up units, according to a document submitted to the Planning Commission. The site will include 11 parking spaces.<\/p>\n

In recent years, Clovis has amended the Specific Plan and rezoned multiple parcels of land along Shaw Avenue to accommodate commercial development, Parker said.<\/p>\n

As early as 1999, the city council modified the Specific Plan to permit drive-through uses for financial institutions. In 2005, a Walgreens pharmacy with a drive-through window was built at the southwest corner of Fowler and Shaw Avenues.<\/p>\n

Over the last few years, a drive-through car wash and the Human Bean coffee kiosk were also constructed, prompting the Clovis City Council to approve an amendment to the Specific Plan to allow drive-through uses throughout Shaw Avenue.<\/p>\n
