{"id":240484,"date":"2026-03-28T06:18:08","date_gmt":"2026-03-28T06:18:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/240484\/"},"modified":"2026-03-28T06:18:08","modified_gmt":"2026-03-28T06:18:08","slug":"california-lawmaker-proposes-online-registry-for-convicted-felony-animal-abusers","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/240484\/","title":{"rendered":"California lawmaker proposes online registry for convicted felony animal abusers"},"content":{"rendered":"<p>The proposed Animal Abuse Registry would require offenders to register for 10 years and would list their names, photos and conviction details.<\/p>\n<p>SAN DIEGO \u2014 California lawmakers are considering legislation that would establish a publicly accessible online database of adults convicted of felony animal abuse, modeled after the state&#8217;s Megan&#8217;s Law registry for sex offenders.<\/p>\n<p>The proposed Animal Abuse Registry would require offenders to register for 10 years and list their names, photos and conviction details, providing shelters, rescues and individuals with a screening tool before placing animals in their care.<\/p>\n<p>Democratic Assembly Member Matt Haney introduced the bill, AB 2344, which the California Department of Justice would operate.<\/p>\n<p>\u00a0&#8220;I was shocked to find out that when someone goes to a shelter, when they go to a pet store, when they go and find an animal on-line, that there&#8217;s no way to know whether that person is a convicted felony animal abuser,&#8221; Haney told CBS 8.<\/p>\n<p>The registry fills a significant gap in animal protection efforts. &#8220;These animals are vulnerable. They are completely reliant on us for protection,&#8221; said Haney.<\/p>\n<p>The proposal enables adoptive pet owners to quickly search for potential adopters&#8217; names in the database.\u00a0<\/p>\n<p>&#8220;It&#8217;s important that the public have access to this database, so that if someone comes and says, I&#8217;ll taken these couple kittens, I&#8217;ll adopt this dog, you can just easily search for this person&#8217;s name and see if they&#8217;ve been convicted of felony animal abuse before you hand over this vulnerable animal,&#8221; he added.<\/p>\n<p>Michael Makie from Helen Woodward Animal Center, a local rescue organization, stressed the importance of such a registry.\u00a0<\/p>\n<p>&#8220;It is important to have something like this,&#8221; Makie said.\u00a0<\/p>\n<p>The organization has documented a disturbing rise in animal abuse cases in recent years, including cases involving zip-tied kittens and dogs rescued from fighting rings.<\/p>\n<p>A statewide registry enables coordination across county and city lines.<\/p>\n<p>\u00a0&#8220;If you go to a different part of the state, the city, the county, there&#8217;s sometimes not that overlap of information with anything, so sometimes people can fall through the cracks. If you create a registry like this, no matter where you go in the state, that is signaled in your record,&#8221; Makie told CBS 8.<\/p>\n<p>Makie believes the registry could prevent future abuse. &#8220;If you have a registry of people who do those sorts of actions, another animal can&#8217;t have that happen to them,&#8221; he said.<\/p>\n<p>The bill would also establish an Animal Protection Fund to support the registry&#8217;s operation and maintenance, as well as local spay-and-neuter programs.\u00a0<\/p>\n<p>If the Assembly and Senate pass the legislation and the governor signs it into law, the registry would become operational by January 2028.<\/p>\n<p>Haney is hoping for bipartisan support for the legislation.\u00a0<\/p>\n<p>&#8220;All of our fur babies all over the state are relying on us to get this done so that they are protected,&#8221; he said.<\/p>\n<p>Two other states have already launched similar registries.
