His tax returns posted Thursday, March 26, 2026, show his offshore private equity investments. <\/p>\n<p>                HANNAH RUHOFF<\/p>\n<p>            hruhoff@sacbee.com<\/p>\n<p>Democratic gubernatorial candidate Tom Steyer has made millions of dollars investing in offshore private equity funds connected to islands known for lax tax policies, according to tax returns posted Thursday.<\/p>\n<p>The forms also show Steyer, a billionaire financier turned Democratic megadonor and environmentalist, has invested tens of millions in private equity funds despite railing against the industry on the campaign trail.<\/p>\n<p>Many private equity and hedge funds are domiciled in places like Bermuda or the Cayman Islands, jurisdictions known for levying little or no taxes at the fund level. The setup is legal; Steyer paid U.S. taxes on his earnings.<\/p>\n<p>But the investments may complicate Steyer\u2019s campaign narrative as an anti-plutocrat progressive who aims to tax corporations and the rich to fund policies like single-payer health care.<\/p>\n<p>\u201cCalifornia is one of the wealthiest places in the world, but too much of that wealth is locked away in tax loopholes and corporate giveaways,\u201d Steyer <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article314941952.html\">told an audience at a Sacramento earlier this month<\/a>.<\/p>\n<p>He put it more succinctly in a December X post: \u201cTax me more,\u201d <a target=\"_blank\" rel=\"Follow nofollow\" href=\"https:\/\/x.com\/TomSteyer\/status\/2002067006871515268\">Steyer said<\/a>.<\/p>\n<p>A California Democratic Party poll <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sacbee.com\/news\/politics-government\/capitol-alert\/article315170215.html\">released Tuesday<\/a> found Steyer drew 10% support from likely voters, behind two Republicans \u2014 Fox News host Steve Hilton and Riverside County Sheriff Chad Bianco \u2014 and tied with Katie Porter, a former Democratic congressional representative, and Rep. Eric Swalwell, D-Dublin. The businessman and philanthropist has spent $86 million of his own funds on the governor\u2019s race since he entered it in November.<\/p>\n<p>All candidates for governor are required to submit the last five years of their tax returns under a 2019 law. The redacted returns were <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.sos.ca.gov\/elections\/upcoming-elections\/primary-election-june-2-2026\/candidate-tax-return\">posted to the secretary of state\u2019s website late Thursday<\/a>.<\/p>\n<p>Steyer\u2019s 2021 to 2024 tax returns show he made at least $15 million from investments domiciled in Bermuda run by General Atlantic Partners, a private equity firm.<\/p>\n<p>In a statement, Steyer campaign spokesperson Anthony York said those investments are commonly used when a U.S. investment firm pools money from international investors to make investments in companies located in other countries. He noted third-party fund managers, not Steyer, had made the decision on where to base the funds.<\/p>\n<p>\u201cThey are often structured this way to avoid duplicative layers of taxation for all investors (those based in the U.S. and those abroad),\u201d York said in an email. \u201cFor Tom, the income from these investments flows directly to him, and he then pays all U.S. taxes on those investments. \u201c<\/p>\n<p>Steyer is an investor in the private equity industry he criticizes<\/p>\n<p>Steyer earned at least $67 million from U.S.-based private equity funds offered by Hellman &amp; Friedman and Golden Gate Capital in 2021 alone.<\/p>\n<p>Critics <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.wired.com\/story\/megan-greenwell-bad-company-private-equity-interview\/\">contend the industry plunders distressed companies<\/a>, leading to downsizing and cost-cutting that hurts local communities, though <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.library.hbs.edu\/working-knowledge\/is-private-equitys-slash-and-burn-reputation-overblown\">other research has pushed back<\/a> on that reputation.<\/p>\n<p>Steyer has made the criticism himself, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.instagram.com\/reels\/DWHWncLABmC\/\">saying at a recent town hall<\/a> that the industry \u201cis basically turning everything into a bank.\u201d<\/p>\n<p>\u201cThey don\u2019t own manufactured housing so they can provide housing,\u201d he said. \u201cThey own manufactured housing so they can make money and squeeze money out of housing.\u201d<\/p>\n<p>Steyer faced questions about his offshore investments before.<\/p>\n<p>In January, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.politico.com\/news\/2026\/01\/12\/tom-steyer-cayman-islands-based-funds-00721790\">POLITICO reported<\/a> his investment firm, Galvanize Climate Solutions, had around $1 million managed in a fund based in the Cayman Islands. Steyer told the outlet the funds existed to provide a vehicle for foreign investors rather than to dodge taxes.<\/p>\n<p>In a 2020 interview, <a target=\"_blank\" rel=\"Follow nofollow noopener\" href=\"https:\/\/www.nytimes.com\/interactive\/2020\/01\/13\/opinion\/tom-steyer-nytimes-interview.html\">The New York Times\u2019 editorial board asked him about a letter<\/a> his former firm, Farallon Capital, sent investors in 2000 telling them it planned to use an offshore entity as a tax shelter for their earnings.<\/p>\n<p>\u201cFarallon did tax planning for its clients according to the laws of the United States of America,\u201d Steyer said. \u201cDo I agree with those laws? No. You can take a look at my taxes and see what I do. Do I think that\u2019s the way it should be?
