From broken sprinklers to a lack of bathrooms, mom and dads are left wondering why more can\u2019t be done.\u00a0<\/p>\n<p>The city of Sacramento maintains more than 200 parks across the city, an operation more challenging than many may realize.\u00a0<\/p>\n<p>A recent plan focused on Sacramento\u2019s parks lays out specific strategies to improve fields and facilities for young athletes.<\/p>\n<p>When I started writing Beyond the Bleachers earlier this year and asked for input, Sacramento sports mom Jessica Tudor Elliott was among the first to reach out.<\/p>\n<p>Why, she asked, aren\u2019t the city\u2019s sports fields better maintained?<\/p>\n<p>It\u2019s a common question. The condition of fields and facilities is among the most frequent topics overheard at a Sacramento youth sporting event.<\/p>\n<p>Elliott is a soccer mom, raising two young athletes in Sacramento\u2019s Land Park neighborhood. Known for its tree-lined streets, charming 1930s and 40s bungalows, and \u2014 of course \u2014 William Land Park itself, it\u2019s a community full of families with young kids and young athletes. Elliott describes herself as an active parent participant in the Land Park Soccer club. (Cameron Clark)<\/p>\n<p>Hard truths in Sacramento parks plan<\/p>\n<p>The city of Sacramento acknowledges a number of hard truths in a recent report about its park system, including:\u00a0<\/p>\n<p>Sacramento is not meeting the service standards it adopted for parks in 2010 with the Parks and Recreation Plan 2005-2010.<\/p>\n<p>The city has invested so much in parkland that it has lacked sufficient funds for park maintenance, asset replacement, park development and activation.<\/p>\n<p>Community members believe park resources \u201care not equitably distributed across all of Sacramento City parks.\u201d<\/p>\n<p>The more than 200-page <a href=\"https:\/\/www.cityofsacramento.gov\/content\/dam\/portal\/ypce\/Parks\/ppds\/Sacramento_Parks_Plan_122024.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Parks Plan 2040<\/a>, dated May 2024, details the challenges of managing and maintaining the city\u2019s 241 parks, comprising thousands of acres. The report also offers a vision for how the city can better maintain current fields and facilities as well as responsibly add parks serving all kinds of purposes in the future, including <a href=\"https:\/\/www.cityofsacramento.gov\/content\/dam\/portal\/ypce\/Permits\/YPCE%20Field%20Allocation%20Guidelines%203.4.25%20(Final).pdf\" rel=\"nofollow noopener\" target=\"_blank\">youth sports<\/a>.<\/p>\n<p>\u201cYou see that there\u2019s big development going on in other areas (of the city), and they have nice fields, facilities, and playgrounds and there\u2019s not garbage everywhere,\u201d Elliott said. \u201cIt feels like they\u2019re listening to the developers more than the longtime residents.\u201d<\/p>\n<p>Developers pay less than half of costs<\/p>\n<p>Parks Plan 2040 includes input from not just city leaders and staff but also thousands of residents and stakeholders, including 14 members of <a href=\"https:\/\/www.cityofsacramento.gov\/ypce\/youth-civic-engagement\/sacramento-youth-commission\" rel=\"nofollow noopener\" target=\"_blank\">Sacramento\u2019s Youth Commission<\/a>, made up of young people between the ages of 14 and 22. It also sheds light on the role developers play.<\/p>\n<p>In order to achieve the city\u2019s goals for servicing parks, the Youth, Parks, and Community Enrichment (YPCE) Department has been asked to fund more than 60% of the cost of new parks, while developers fund 40% \u2014 an approach the report indicates \u201chas not been feasible.\u201d The report also states that the city\u2019s park impact fees (PIFs) \u2014 the special fees paid by developers to offset the costs of new parks \u2014 have supported less than half of what city standards for service require.\u00a0<\/p>\n<p>City says it\u2019s focused on safety, cleanliness<\/p>\n<p>\u201cCrews work diligently year-round to deliver both routine maintenance and respond to resident service requests,\u201d Gabby Miller, a spokesperson for the city, said in a written statement. \u201cThe majority of (their) work is proactive, regular maintenance aimed at cleanliness, functionality, and safety.\u201d<\/p>\n<p>The city also points out that people can call the city\u2019s 311 hotline for maintenance requests or to report things like park lights that aren\u2019t working or broken sprinklers. This is a tool Elliott says she\u2019s leveraged with mixed success.<\/p>\n<p>\u201cI think generally you hear back sometimes on those 311 calls and sometimes you don\u2019t,\u201d she says. \u201cFor something like a broken sprinkler head, they might come and turn it off but then you see the next season that area of grass is just brown now. Ok, well, they turned it off but didn\u2019t repair it.\u201d<\/p>\n<p>Inconsistent funding brings deferred maintenance<\/p>\n<p> Sacramento\u2019s parks also have a lot of \u201cdeferred maintenance,\u201d a pattern that emerges when maintenance needs surpass maintenance budgets, which results in a growing number of projects left untackled. The report points to a lack of consistent funding, noting that parks present perpetual expenditures for upkeep and operations.<\/p>\n<p>\u201cBeing heavily dependent on the city tax base, parks and recreation departments may not have the stability required for effective planning and operations,\u201d according to the report.\u00a0<\/p>\n<p>As city officials look for ways to dig out of the current budget shortfall,<a href=\"https:\/\/www.abridged.org\/news\/sacramento-weighs-layoffs-and-higher-parking-fees-to-close-the-citys-budget-gap\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"> park maintenance is on the preliminary list of cuts to consider<\/a>, perhaps presenting a more politically acceptable option than cutting public safety. <\/p>\n<p>The Parks Plan includes insights from a study that found that more than $140.5 million worth of repairs and improvements were needed for over 5,000 park amenities, and among the amenities with the worst average scores were restrooms. And that\u2019s just for the parks that have bathrooms. Local sports parents know what a luxury that is.\u00a0<\/p>\n<p>In some cases, youth sports programs have been forced to take matters into their own hands. Volunteers from leagues often maintain city park fields, going as far as renovating baseball fields with their own time and money, just to get those fields into shape.<\/p>\n<p>Where to go? (Martin Christian)<\/p>\n<p><a href=\"https:\/\/www.cityofsacramento.gov\/ypce\/parks\/park-directory\/a-b\/blackbird-park\" rel=\"nofollow noopener\" target=\"_blank\">Blackbird Park<\/a> in North Natomas hosts baseball games \u2014 including doubleheaders \u2014 but does not have a single bathroom. The City\u2019s <a href=\"https:\/\/www.cityofsacramento.gov\/content\/dam\/portal\/ypce\/Parks\/Blackbird-Park_Rev2019MPPDF.pdf\" rel=\"nofollow noopener\" target=\"_blank\">master plan for this park<\/a> includes a bathroom, but there\u2019s no indication when that may get built. For now, parents have to rely on neighbors\u2019 homes if they happen to know someone nearby or drive half a mile across Del Paso Road to <a href=\"https:\/\/www.cityofsacramento.gov\/ypce\/parks\/park-directory\/w-x\/westlake-community-park\" rel=\"nofollow noopener\" target=\"_blank\">Westlake Community Park<\/a>, which does have a public restroom.\u00a0<\/p>\n<p>As is suggested in its title, Sacramento\u2019s Park Plan 2040 focuses a lot on the future, outlining nine \u201ckey directions\u201d over the next 20 years for the city to improve parks and programs, as well as develop new ones. The guidance includes a decision-making framework for annual budgeting and park prioritization, recommending \u2014 among other ideas \u2014 increasing developer fees and identifying new revenue streams.<\/p>\n<p>Keep kids in the game<\/p>\n<p>As for Elliott, the soccer mom, she simply doesn\u2019t want the poor conditions of any field to deter a kid from playing.<\/p>\n<p>\u201cThat\u2019s been my main goal as a coach and any involvement I\u2019ve had \u2013 make sure these kids want to come back next season,\u201d she said. \u201cEven if they\u2019re not going to play in high school or college, it doesn\u2019t matter. They\u2019re getting outside and developing those synapses that wouldn\u2019t otherwise be happening.\u201d<\/p>\n<p>Carolyn Becker is a regular contributor covering youth sports for Abridged in her feature Beyond the Bleachers.
