LIVE FROM KCRA THREE NEWS.     WE BEGIN WITH BREAKING NEWS. THAT BREAKING NEWS FROM WASHINGTON, D.C. PRESIDENT TRUMP HAS SIGNED AN ORDER TO CREATE A NATIONAL VOTER LIST. THE MOVE IS EXPECTED TO DRAW LEGAL CHALLENGES. KCRA 3\u2019S ANDREA FLORES JOINS US WITH MORE ON THE PRESIDENT\u2019S ORDER. AND WHAT DOES THIS MEAN? ANDREA, PRESIDENT TRUMP HAS REPEATEDLY CALLED FOR FURTHER RESTRICTIONS ON VOTING AHEAD OF THIS YEAR\u2019S MIDTERM ELECTIONS. THIS IS HIS SECOND EFFORT TO USE EXECUTIVE AUTHORITY TO SHAPE THE COUNTRY\u2019S ELECTION RULES. NOW, THE ORDER DIRECTS THE DEPARTMENT OF HOMELAND SECURITY AND THE SOCIAL SECURITY ADMINISTRATION TO MAKE A LIST OF ELIGIBLE VOTERS IN EACH STATE. IT ALSO AIMS TO BAR THE POSTAL SERVICE FROM SENDING ABSENTEE BALLOTS TO PEOPLE WHO ARE NOT ON A STATE\u2019S APPROVED LIST. THE BALLOTS WOULD ALSO CHANGE. TO MAKE IT EASIER TO TRACK THE BALLOTS. IT ALSO DIRECTS THE DOJ TO PRIORITIZE CASES INVOLVING BALLOTS SENT TO INELIGIBLE VOTERS. STATES THAT REFUSE TO COMPLY COULD LOSE FEDERAL FUNDING. THE PRESIDENT HAS ALREADY ACKNOWLEDGED THERE WILL BE CHANGES TO THIS NEW ORDER. I DON\u2019T KNOW HOW IT CAN BE CHALLENGED. I\u2019LL PROBABLY CHALLENGE IT. YOU MAY FIND A ROGUE JUDGE. A LOT OF ROGUE JUDGES, VERY BAD. BAD PEOPLE, VERY BAD JUDGES. BE CHANGED. AND HOPEFULLY WE\u2019LL WIN ON APPEAL IF IT IS. BUT I DON\u2019T. I DON\u2019T SEE HOW ANYBODY CAN CHALLENGE IT. NOW, THE U.S. CONSTITUTION GIVES STATES THE POWER TO SET VOTING RULES AND ADMINISTER THEIR OWN ELECTIONS. CONGRESS HAS THE ABILITY TO SET SOME REGULATIONS AS WELL. CALIFORNIA ATTORNEY GENERAL ROB BONTA IMMEDIATELY RESPONDED TO THIS, SAYING THE STATE WILL TAKE ACTION TO BLOCK THE ORDER. WE ALSO WANT TO NOTE THE PRESIDENT CAST A MAIL IN BALLOT THIS MONTH IN A SPECIAL ELECTION IN FLORIDA. While this order is expected to meet legal challenges, the order calls on the Department of Homeland Security, in conjunction with the Social Security Administration, to make a list of eligible voters in each state. The order also attempts to prevent the U.S. Postal Service from sending absentee ballots to those not on each state&#8217;s approved list.This order is already being met with opposition from leaders and elected officials in California.Rob BontaAttorney General Rob Bonta, who has filed more than 60 lawsuits against Trump and his administration since he took office, was among the first to publicly decry the order.&#8221;President Trump\u2019s Executive Order marks a dangerous and unprecedented escalation in his ongoing attacks on our elections,&#8221; Bonta said on a post through social media platform X. &#8220;The power to regulate elections belongs to the States and to Congress \u2014 he has no role to play. We blocked his previous Executive Order on elections in court, and we are prepared to stop him again.     The reality is that President Trump and Congressional Republicans see the writing on the wall \u2014 that they are likely to lose in the upcoming midterms \u2014 and they are pushing to make it harder for people to vote. We won\u2019t stand idly by.&#8221;Alex PadillaCalifornia U.S. Sen. Alex Padilla also released a statement in response to the order, calling it &#8220;a sweeping illegal election &#8216;takeover&#8217; executive order&#8221; and a move against mail-in voting.\u201cInstead of focusing on lowering the cost of energy, groceries, and health care, Donald Trump is desperately attempting to take over and rig our elections and avoid accountability in November,&#8221; Padilla&#8217;s statement read in part. This executive order is a blatant, unconstitutional abuse of power.&#8221;Gavin NewsomKCRA 3 reached out to Gov. Gavin Newsom&#8217;s office before Trump officially signed the executive order. In response, it sent a joint statement that includes California Senate President pro Tempore Monique Limon and California Assembly Speaker Robert Rivas. It reads:\u201cAs President Trump escalates his politically motivated assault on California\u2019s safe and secure elections, we will not stand by while he sows distrust and seeks to undermine the fundamental right to vote. Californians have defended this right since the founding of our great state in 1850 \u2014 and we will not let Donald Trump burn our Democracy down 175 years later. United across branches of government, we will work together to protect our free and fair elections this November.\u201dAfter Trump signed the order, Newsom posted on X saying, &#8220;We&#8217;re challenging it.
