{"id":249287,"date":"2026-04-03T00:31:08","date_gmt":"2026-04-03T00:31:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/249287\/"},"modified":"2026-04-03T00:31:08","modified_gmt":"2026-04-03T00:31:08","slug":"santa-clara-county-housing-funds-safe-after-federal-court-ruling","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/249287\/","title":{"rendered":"Santa Clara County housing funds safe after federal court ruling"},"content":{"rendered":"<p>Efforts to upend federal grants for permanent housing to address homelessness have been blocked in court \u2014 marking a win for Santa Clara County in challenging President Donald Trump\u2019s administration.<\/p>\n<p>A federal appeals court in Boston on Wednesday rejected an attempt by the U.S. Department of Housing and Urban Development (HUD) to rewrite the rules of <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-to-lose-millions-in-funding-for-permanent-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">Continuum of Care<\/a> grants \u2014 the largest source of federal funding for solutions to homelessness. The Trump administration wanted to cap permanent housing funds at 30% and shift the rest to temporary housing.<\/p>\n<p>Santa Clara County leaders, who filed the <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-joint-lawsuit-halts-federal-grant-guidelines\/\" rel=\"nofollow noopener\" target=\"_blank\">lawsuit against HUD<\/a> last December, are hailing the decision as a win for families struggling to remain housed. The administration may choose to appeal to the U.S. Supreme Court, but Continuum of Care grants remain unchanged for now.<\/p>\n<p>\u201cThat\u2019s a victory for the rule of law and prevents further harm while this case continues,\u201d County Counsel Tony LoPresti told San Jos\u00e9 Spotlight. \u201cThis support keeps more than 2,500 people in Santa Clara County stably housed, which is why HUD\u2019s sudden move to change course and defund proven housing solutions is so alarming. It would quite literally pull the rug out from under people who have only recently found stability.\u201d<\/p>\n<p>HUD rescinded its grant funding notice \u2014 an announcement of funds that invites providers to apply \u2014 and issued new guidelines Nov. 13, 2025. In addition to capping funds that have traditionally been set aside for permanent housing, it also attempted to create a new point system for rewarding the grants. Projects aligned with Trump\u2019s agenda would be ranked higher and others that didn\u2019t meet certain requirements would be rejected.<\/p>\n<p>The lawsuit by the county and multiple other governments and nonprofits alleged these actions were illegal \u2014 and so far, federal courts have agreed. In December, a federal judge placed a <a href=\"https:\/\/sanjosespotlight.com\/federal-judge-pauses-changes-to-santa-clara-county-housing-grants\/\" rel=\"nofollow noopener\" target=\"_blank\">temporary injunction<\/a> halting Trump\u2019s actions, and the administration appealed.<\/p>\n<p>U.S. Court of Appeals Judge Julie Rikelman said HUD\u2019s actions \u201ccreated chaos.\u201d<\/p>\n<p>\u201cThe November (notice of funding opportunity) led Continuums and state officials to anticipate alarming increases in homelessness in the coming months,\u201d Rikelman <a href=\"https:\/\/democracyforward.org\/wp-content\/uploads\/2026\/04\/2026.4.1-Order-denying-stay.pdf\" rel=\"nofollow noopener\" target=\"_blank\">wrote<\/a> in the April 1 ruling.<\/p>\n<p>The upheaval of Continuum of Care grants is part of Trump\u2019s efforts to reverse a longstanding strategy to reduce homelessness. Last summer, Trump issued an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/07\/ending-crime-and-disorder-on-americas-streets\/\" rel=\"nofollow noopener\" target=\"_blank\">executive order<\/a>\u00a0calling for the end of \u201c<a href=\"https:\/\/sanjosespotlight.com\/trumps-proposal-threatens-silicon-valley-housing-vouchers\/\" rel=\"nofollow noopener\" target=\"_blank\">housing first<\/a>,\u201d which prioritizes placing people in permanent housing with no job or sobriety requirements. It operates on the idea that once someone has stable housing, they can make progress in other areas of their lives.<\/p>\n<p><a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC8513528\/\" rel=\"nofollow noopener\" target=\"_blank\">Studies<\/a> show getting people into permanent housing decreases homelessness by 88%, and allows more people to remain housed than the \u201ctreatment first\u201d model, which requires sobriety in order to obtain permanent housing.<\/p>\n<p><a href=\"https:\/\/cta-na2.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLLpG94agKIRKh43RT9zHzDdhm5RE9S0UfmUoKu2g41I464ysR6ItJM2dnlYbhYli6FiL%2F%2BDwRP6ky7NwbDQRZuxLg6MnZHAwxwxqFIHzB7utss%3D&amp;webInteractiveContentId=321838904008&amp;portalId=44356355\" target=\"_blank\" rel=\"noopener nofollow\"><img decoding=\"async\" class=\"aligncenter\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/interactive-321838904008.png\" alt=\"In-line Donation CTA 2026 (950 x 287 px)\"\/><\/a><\/p>\n<p>Santa Clara County receives <a href=\"https:\/\/sanjosespotlight.com\/federal-cuts-endanger-santa-clara-county-housing-programs\/\" rel=\"nofollow noopener\" target=\"_blank\">nearly $48 million<\/a>\u00a0annually in Continuum of Care grants to provide rental subsidies and supportive services to vulnerable populations, keeping more than 2,500 people housed. Nationwide, these grants help nearly 200,000 people remain in permanent housing.<\/p>\n<p>\u201cBecause of the Continuum of Care program, thousands of formerly unhoused San Jose residents are in safe and stable housing,\u201d Jennifer Hark Deitz, CEO of nonprofit People Assisting the Homeless (PATH), told San Jos\u00e9 Spotlight. \u201cEvery day, PATH and other organizations bring more people indoors.
