{"id":249303,"date":"2026-04-03T00:43:10","date_gmt":"2026-04-03T00:43:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/249303\/"},"modified":"2026-04-03T00:43:10","modified_gmt":"2026-04-03T00:43:10","slug":"cupertino-council-approves-housing-in-high-fire-risk-area","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/249303\/","title":{"rendered":"Cupertino council approves housing in high fire risk area"},"content":{"rendered":"<p>A Cupertino housing development proposed in a high fire risk area is moving forward despite resident\u00a0concerns about evacuation safety and traffic congestion.<\/p>\n<p>The Cupertino City Council on Wednesday voted 4-1 to approve a <a href=\"https:\/\/sanjosespotlight.com\/cupertino-residents-say-housing-project-sits-in-risky-wildfire-zone\/\" rel=\"nofollow noopener\" target=\"_blank\">51-townhome project<\/a> on a 2.5-acre site along Linda Vista Drive, where residents say limited evacuation routes could take more than an hour to navigate through in an emergency. Councilmember R \u201cRay\u201d Wang voted against the project because of the wildfire safety and evacuation risks.<\/p>\n<p>\u201cWhat\u2019s the consequences if we allow 800 residents to be in a severe fire with no evacuation routes?\u201d Wong said at the meeting. \u201cWe\u2019re being asked to choose between two really bad options.\u201d<\/p>\n<p>City leaders weighed the project\u2019s compliance with state housing laws against concerns about public safety and infrastructure. The proposed development stems from Cupertino\u2019s state-mandated housing element, which identifies the site for higher-density housing. The property, previously zoned for single-family homes, was upzoned to allow for multifamily housing \u2014 prompting pushback from neighbors who said they weren\u2019t properly notified during the process.<\/p>\n<p>Local resident Ying Sosic urged city leaders to consider the real-life implications of an emergency evacuation, describing how existing traffic congestion could leave residents trapped.<\/p>\n<p>\u201cDon\u2019t just think evacuation is an action. It\u2019s a thing that we talked about tonight. Think about it as all of us humans, just trying to survive, just trying to get out,\u201d Sosic said.<\/p>\n<p>The SummerHill Homes project is being pursued under state housing laws that limit local governments\u2019 ability to deny compliant developments, including <a href=\"https:\/\/sanjosespotlight.com\/new-state-law-could-shepherd-in-an-era-of-growth-for-north-san-jose\/\" rel=\"nofollow noopener\" target=\"_blank\">Senate Bill 330<\/a> and Assembly Bill 130, which can streamline approvals and, in some cases, exempt projects from environmental review.<\/p>\n<p>SummerHill Senior Vice President of Development Kevin Ebrahimi said the developer recognizes the complexity of state housing laws and the challenges is has created for the city council.<\/p>\n<p>\u201cThroughout this process, SummerHill has made a strong effort to design a project that is fully compliant with the existing zoning and general plan, while also responding to community input where feasible,\u201d Ebrahimi told San Jos\u00e9 Spotlight.<\/p>\n<p>The area has been designated a very high fire hazard severity zone since the project was first proposed. Residents and some city officials have raised concerns about evacuation capacity, citing <a href=\"https:\/\/www.cupertino.gov\/Search-Results?dlv_OC%20CL%20City%20Site%20Search=(keyword=fehr%20and%20peer)#docaccess-a67f07317e00a696039764f958f143a42a21a1b5b03f8788b2bed33890bf9fdc\" rel=\"nofollow noopener\" target=\"_blank\">studies<\/a> suggesting nearby roads could exceed capacity during an emergency.<\/p>\n<p>Mayor Kitty Moore raised concerns about the project\u2019s street design, questioning whether it could create bottlenecks and hinder emergency response.<\/p>\n<p>\u201cMy frank opinion of this is that this is not a good design at all,\u201d Moore said, noting that fire trucks may need to enter oncoming traffic lanes to make turns within the site.<\/p>\n<p>Residents living near the site have voiced concerns about increased traffic and the strain on aging infrastructure, with congestion already being an issue during school hours due to nearby schools.<\/p>\n<p>While resident Jean Bedord said fire safety is a concern, the development calls for modern fire prevention measures and technology. The debate reflects a broader tension playing out across California as cities work to meet state housing mandates while addressing local concerns about safety, infrastructure and neighborhood impacts.<\/p>\n<p data-start=\"912\" data-end=\"1097\">Councilmember J.R.
