{"id":251790,"date":"2026-04-04T16:03:08","date_gmt":"2026-04-04T16:03:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/251790\/"},"modified":"2026-04-04T16:03:08","modified_gmt":"2026-04-04T16:03:08","slug":"santa-clara-county-sheriff-reports-drop-in-use-of-force-cases","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/251790\/","title":{"rendered":"Santa Clara County sheriff reports drop in use of force cases"},"content":{"rendered":"<p>The Santa Clara County Sheriff\u2019s Office is reporting a continuous, year-over-year decline in instances of use of force.<\/p>\n<p><a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-sheriffs-office-struggles-to-probe-misconduct\/\" rel=\"nofollow noopener\" target=\"_blank\">Sheriff Bob Jonsen<\/a>\u2018s deputies used force on people in the jails and out in the community 603 times last year, a slight decrease from 621 incidents in 2024, according to an <a href=\"https:\/\/sccgov.iqm2.com\/Citizens\/Detail_LegiFile.aspx?Frame=&amp;MeetingID=18066&amp;MediaPosition=&amp;ID=128188&amp;CssClass=\" rel=\"nofollow noopener\" target=\"_blank\">annual report<\/a> for 2025. Deputies killed one person in 2025, compared to zero fatalities reported in 2024. The report defines use of force as the use of firearms, chemical agents, physical takedowns and punching and kicking, Tasers and batons.<\/p>\n<p>Like previous years, a majority of use of force incidents happened in the <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-ex-officers-boast-about-jail-beatings\/\" rel=\"nofollow noopener\" target=\"_blank\">county jails<\/a>. Correctional officers most commonly used <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-wants-alternatives-to-using-tear-gas-in-jails\/\" rel=\"nofollow noopener\" target=\"_blank\">chemical agents<\/a> in the jails \u2014 181 times last year compared to 240 in 2024\u00a0 \u2014 where 211 people with disabilities were booked last year, according to the report. Sheriff officials said uses of force trended downward at the Main Jail in San Jose and Elmwood Correctional Facility in Milpitas. However, Jonsen\u2019s office reported an increase in deputies using force to stop assaults on jail staff and prevent self-harm last year compared to 2024.<\/p>\n<p>\u201cIt\u2019s concerning that we\u2019re still seeing most use of force and chemical agents used in an environment where many people have mental health issues and disabilities,\u201d Jose Valle, a community organizer with Silicon Valley De-Bug, told San Jos\u00e9 Spotlight. \u201cChemical agents are being used on folks who probably shouldn\u2019t be incarcerated in the first place.\u201d<\/p>\n<p>Jonsen said several factors have contributed to the overall decline in uses of force.<\/p>\n<p>\u201cOver the past several years, our office has strengthened training in deescalation, crisis intervention, communication techniques and tactical decision\u2011making,\u201d Jonsen told San Jos\u00e9 Spotlight. \u201cWe have also emphasized strong supervisory review, ongoing coaching and early intervention practices that support deputies in the field.\u201d<\/p>\n<p>The sheriff also credits the drop to the deployment of Tasers, which <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-to-allow-tasers-in-jails-with-limits\/\" rel=\"nofollow noopener\" target=\"_blank\">the Board of Supervisors approved<\/a> for use in the county\u2019s correctional settings starting in March last year. Jonsen\u2019s report shows 17 uses of force in 2025 involved Tasers.<\/p>\n<p>\u201cDeputies have observed that the presence of this safety equipment during a developing incident often helps quell confrontations before they intensify, reducing the need for physical force,\u201d Jonsen said.<\/p>\n<p>Jonsen is pushing to <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-sheriff-touts-minimal-taser-use-but-wants-more\/\" rel=\"nofollow noopener\" target=\"_blank\">expand the Taser program<\/a>, to the objections of civil rights advocates.<\/p>\n<p>His office is working to comply with <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-sheriff-advisor-hired-to-oversee-jail-conditions\/\" rel=\"nofollow noopener\" target=\"_blank\">two federal consent decrees<\/a>\u00a0\u2014 court-ordered performance improvement plans \u2014 to improve slow medical care and make correctional facilities more livable for disabled people, among other obligations. Jonsen, who\u2019s <a href=\"https:\/\/sanjosespotlight.com\/only-two-santa-clara-county-races-are-competitive\/\" rel=\"nofollow noopener\" target=\"_blank\">running unopposed<\/a> for reelection this year, previously told this news outlet that would be a priority over his next term.<\/p>\n<p>A record high in jail deaths in 2024, lagging deputy misconduct probes and in-custody violence have tested federal monitors\u2019 patience with the sheriff\u2019s slow progress. Last year the Prison Law Office in Berkeley, which is overseeing the jail reforms, filed a motion asking Santa Clara County be held in contempt of court.<\/p>\n<p>The report also shows a sharp uptick in deputies using force out in the community, notably in the courts and a smaller uptick in hospitals. Deputies used force in the courts 30 times last year compared to nine times in 2024. Deputies used force in the hospital eight times last year compared to three in 2024.<\/p>\n<p>There has been a decrease in injuries stemming from use of force incidents and deputies sending fewer people to the hospital in 2025. In 2024, deputies also reported a downtick in uses of force <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-sheriff-uses-of-force-drop-hospital-visits-rise\/\" rel=\"nofollow noopener\" target=\"_blank\">while sending more people to the hospital<\/a> compared to 2023. More correctional staff were injured and sent to the hospital in 2025 than 2024, according to the report.<\/p>\n<p>Deputies continue to arrest and use force on Latinos more than any other demographic in both the jails and out in the community, according to the report.<\/p>\n<p>Latinos represented more than 50% of last year\u2019s 5,069 total arrests by the sheriff\u2019s office, despite <a href=\"https:\/\/www.census.gov\/quickfacts\/fact\/table\/santaclaracountycalifornia\/PST045224\" rel=\"nofollow noopener\" target=\"_blank\">comprising only 25%<\/a> of Santa Clara County\u2019s population of roughly 2 million residents. They\u2019re followed by white people at 22% of arrests, Black people at 13% and Asians at 8% according to the report. However, Jonsen\u2019s office reported fewer uses of force in East San Jose, which is predominantly Latino, in 2025 compared to 2024.<\/p>\n<p><a href=\"https:\/\/cta-na2.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLLpG94agKIRKh43RT9zHzDdhm5RE9S0UfmUoKu2g41I464ysR6ItJM2dnlYbhYli6FiL%2F%2BDwRP6ky7NwbDQRZuxLg6MnZHAwxwxqFIHzB7utss%3D&amp;webInteractiveContentId=321838904008&amp;portalId=44356355\" target=\"_blank\" rel=\"noopener nofollow\"><img decoding=\"async\" class=\"aligncenter\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/interactive-321838904008.png\" alt=\"In-line Donation CTA 2026 (950 x 287 px)\"\/><\/a><\/p>\n<p>The county is still <a href=\"https:\/\/sanjosespotlight.com\/santa-clara-county-revisits-building-a-new-jail\/\" rel=\"nofollow noopener\" target=\"_blank\">developing plans for a new jail<\/a>, after a recent assessment found major flaws with the outdated, existing facilities. Officials have wrestled with questions about the scale of their new facility when the incarcerated population has starkly declined since the pandemic.
