{"id":251871,"date":"2026-04-04T17:22:10","date_gmt":"2026-04-04T17:22:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/251871\/"},"modified":"2026-04-04T17:22:10","modified_gmt":"2026-04-04T17:22:10","slug":"chapman-university-considers-disputed-antisemitism-definition-in-anti-hate-policy","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/251871\/","title":{"rendered":"Chapman University &#8216;considers&#8217; disputed antisemitism definition in anti-hate policy"},"content":{"rendered":"\n<p>Amid a federal investigation into Chapman University over an alleged failure to act against antisemitism, administrators quietly made a key change to the campus\u2019 anti-discrimination and harassment policy.<\/p>\n<p>Since September, the policy has included the International Holocaust Remembrance Alliance\u2019s <a class=\"link\" href=\"https:\/\/holocaustremembrance.com\/resources\/working-definition-antisemitism\" target=\"_blank\" rel=\"nofollow noopener\">working definition<\/a> of antisemitism when assessing violations.<\/p>\n<p>\u201cIn line with long-standing guidance from the U.S. Department of Education, the university has now clarified that it considers the information set out in the IHRA definition and accompanying illustrative examples, to the extent it may be useful in a particular case,\u201d said Bob Hitchcock, a Chapman spokesperson.<\/p>\n<p>The change found favor with pro-Israel Jewish groups but also prompted concerns among some Chapman faculty members that it conflates hate with legitimate criticism of Israel.<\/p>\n<p>Hannah Ridge, a Chapman political science professor who teaches Middle East politics, only learned of the definition\u2019s inclusion a few weeks ago and raised issues with its potential impact on academic freedom.<\/p>\n<p>\u201cWhen we look at how this [definition] has been applied in practice, it has been treated as governing or controlling the limits of criticism of Israel,\u201d she said. \u201cThat is problematic if we\u2019re going to restrict it on college campuses.\u201d<\/p>\n<p>Established in 2016, IHRA defines antisemitism, in part, as \u201ca certain perception of Jews, which may be expressed as hatred toward Jews.\u201d <\/p>\n<p>Seven of the definition\u2019s 11 contemporary examples of antisemitism in public spaces, like schools, revolve around the state of Israel.<\/p>\n<p>How antisemitism is defined is a critical question for Chapman, which has come under increased scrutiny over the question in recent years, especially after students organized a pro-Gaza encampment in 2024.<\/p>\n<p>            <img class=\"image\" alt=\"Students for Justice in Palestine led a march around Chapman University during last years &quot;protect DEI&quot; protest.\"   width=\"1200\" height=\"682\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/1775323329_332_.jpeg\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Students for Justice in Palestine led a march around Chapman University during last years \u201cprotect DEI\u201d protest.<\/p>\n<p>(Gabriel San Roman)<\/p>\n<p>That same year, the Louis D. Brandeis Center for Human Rights Under Law filed a <a class=\"link\" href=\"https:\/\/brandeiscenter.com\/wp-content\/uploads\/2024\/06\/Chapman-Redacted-Complaint-Final.pdf\" target=\"_blank\" rel=\"nofollow noopener\">federal complaint<\/a> with the U.S. Department of Education on behalf of Jewish Chapman students, including Eli Schechter. <\/p>\n<p>The complaint, which argued the university did not take adequate action against antisemitism on campus, called on Chapman to incorporate the IHRA definition. <\/p>\n<p>It also triggered a federal investigation by the Department of Education\u2019s Office of Civil Rights that is still ongoing.<\/p>\n<p>U.S. Education Secretary Linda McMahon sent Chapman a <a class=\"link\" href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-educations-office-civil-rights-sends-letters-60-universities-under-investigation-antisemitic-discrimination-and-harassment\" target=\"_blank\" rel=\"nofollow noopener\">letter<\/a> last year claiming that the university could face enforcement actions if it did not move to protect Jewish students.<\/p>\n<p>\u201cThe incorporation of the IHRA definition is an important and necessary step for Chapman to take,\u201d said Denise Katz-Prober, the Brandeis Center\u2019s director of legal initiatives who is overseeing the Chapman complaint. \u201cRules and policies, though, are only effective if they\u2019re enforced.\u201d<\/p>\n<p>Whether the definition has been used in new complaints is unclear. Human Resource investigations are not publicly disclosed. <\/p>\n<p>In the meantime, the policy change has already served to bolster Chapman\u2019s \u201cgrade\u201d on the Anti-Defamation League\u2019s annual Campus Antisemitism Report Card.<\/p>\n<p>Chapman received <a class=\"link\" href=\"https:\/\/www.adl.org\/campus-antisemitism-report-card\/chapman-university\" target=\"_blank\" rel=\"nofollow noopener\">a \u201cB\u201d<\/a> from the ADL, for \u201cbetter than most\u201d campuses, up from a \u201cD\u201d for \u201cdeficient approach\u201d a year ago.<\/p>\n<p>Matt Friedman, the ADL\u2019s Long Beach and Orange County regional director, praised Chapman for including the IHRA definition, which he argued is the \u201cmost widely accepted\u201d one on antisemitism.<\/p>\n<p>\u201cIts usage will provide Chapman\u2019s administrators with an invaluable tool to identify antisemitism in all of its forms, including when anti-Jewish bias targets individuals or groups based on their perceived support for the Jewish state, while still respecting free speech and academic freedom,\u201d Friedman said.<\/p>\n<p>            <img class=\"image\" alt=\"Chapman University's new discrimination and harassment policy has been in effect since September.\"   width=\"1200\" height=\"800\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/1775323330_490_.jpeg\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Chapman University\u2019s new discrimination and harassment policy has been in effect since September.<\/p>\n<p>(Allen J. Schaben\/Los Angeles Times)<\/p>\n<p>But Chapman professors continued to be concerned that the guidance can conflate legitimate criticisms of Israel with antisemitism and serves to chill free speech on campus and academic freedom in the classroom.<\/p>\n<p>\u201cEvery day that I walk into my classroom, I, a Jewish Israeli finalist for the National Jewish Book Award, could be accused of antisemitism because of this definition,\u201d said Shira Klein, chair of Chapman\u2019s history department.<\/p>\n<p>Klein, an antisemitism expert, pointed to an IHRA example that claims criticizing Israel in a way not applied to other democratic nations is anti-Semitic as being problematic.<\/p>\n<p>\u201cIsrael is not like any other democratic country,\u201d she said, \u201cnot according to overwhelming scholarly consensus, not according to the international courts and not according to most governments.
