The briefing addresses a key priority area for the commission, which has been working through an ad hoc committee on mental health and crisis response throughout the current fiscal year. The Human Services Commission is an advisory body, and the City Council retains final authority on any related policy recommendations.<\/p>\n<p>The Emergency Outreach and Triage Division serves all of Los Angeles County and operates several field response programs. These include Psychiatric Mobile Response Teams, also known as Mobile Crisis Outreach Teams; Law Enforcement Teams; School Threat Assessment Response Teams; Critical Incident and Disaster Response; and therapeutic transportation teams.<\/p>\n<p>According to the presentation materials, Psychiatric Mobile Response Teams respond to private residences, board and care facilities, schools, group homes, medical facilities, and other community settings. The teams evaluate children and adults for involuntary hospitalizations under Welfare and Institutions Code sections 5150 and 5585, collaborate with mental health practitioners and law enforcement, and provide follow-up and linkage to outpatient mental health services.<\/p>\n<p>There are eight Psychiatric Mobile Response Team units, one in each service area across the county. Teams consist of licensed psychologists, licensed clinical social workers, licensed marriage and family therapists, registered nurses, psychiatric technicians, medical case workers, and community workers. Daytime teams operate Monday through Friday from 6 a.m. to 5 p.m., while after-hours teams cover Monday through Friday from 5 p.m. to 6 a.m. and provide 24-hour coverage on weekends and holidays.<\/p>\n<p>The Law Enforcement Teams pair licensed mental health clinicians with police officers or sheriff\u2019s deputies. These teams respond to 911 calls involving individuals experiencing mental illness, evaluate danger to self or others and grave disability, and arrange transport to inpatient psychiatric facilities when necessary. Department of Mental Health clinicians also provide training for officers on mental health issues, diagnosis, treatment modalities, and nonviolent crisis intervention strategies.<\/p>\n<p>A key distinction between the two programs is that Psychiatric Mobile Response Teams are composed of two mental health professionals and cannot detain or transport a client, while Law Enforcement Teams include both a mental health professional and an officer and have the authority to detain and transport.<\/p>\n<p>The presentation also outlines the department\u2019s School Threat Assessment Response Team program, which provides threat prevention and management services to educational institutions in collaboration with school districts, colleges, universities, and law enforcement agencies. The program is designed to prevent targeted school violence.<\/p>\n<p>The county\u2019s Department of Mental Health offers a range of additional services, including outpatient services, full-service partnerships, wraparound services, school-based programs, homeless outreach and mobile engagement, veterans programs, Care Court, juvenile justice programs, enhanced mental health services, child welfare, and intensive care services.<\/p>\n<p>Residents experiencing a mental health crisis can call the department\u2019s Access 24 Helpline at (800) 854-7771 or dial 988.
