{"id":255619,"date":"2026-04-07T11:56:29","date_gmt":"2026-04-07T11:56:29","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/255619\/"},"modified":"2026-04-07T11:56:29","modified_gmt":"2026-04-07T11:56:29","slug":"oakland-nonprofit-buys-apartments-to-offer-teachers-affordable-housing","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/255619\/","title":{"rendered":"Oakland nonprofit buys apartments to offer teachers affordable housing"},"content":{"rendered":"<p>OAKLAND \u2014 Teachers <a href=\"https:\/\/www.eastbaytimes.com\/2026\/02\/26\/oakland-school-district-lays-off-hundreds-of-workers-to-balance-100m-deficit\/\" target=\"_blank\" rel=\"noopener nofollow\">struggling to afford living in this city<\/a> can soon apply to live next door to their colleagues in a North Oakland apartment building that is being converted into housing for educators.<\/p>\n<p>The Oakland Fund for Public Innovation, a local nonprofit, bought the 33-unit complex on Claremont Avenue earlier this year for $12 million, far less than the building\u2019s previous market value.<\/p>\n<p>The low sale price <a href=\"https:\/\/www.eastbaytimes.com\/2025\/12\/08\/oakland-home-economy-apartment-build-property-real-estate-loan-house\/\" target=\"_blank\" rel=\"noopener nofollow\">may reflect troubled times for the local economy<\/a>, but the nonprofit\u2019s leaders want to turn it into <a href=\"https:\/\/www.eastbaytimes.com\/2026\/02\/21\/oakland-teachers-authorize-strike-after-latest-contract-proposal\/\" target=\"_blank\" rel=\"noopener nofollow\">a boon for local public school educators<\/a>, who will be offered first dibs to rent the apartments there at affordable rates.<\/p>\n<p>\u201cI was house-hopping between family homes and friends of family,\u201d said Melanie Turner, a special-education teacher at Emerson Elementary School who already lives in the building and has sought the Oakland Fund\u2019s previous financial aid offerings.<\/p>\n<p>\u201cNow I can stand here in front of you and say\u2026 I have savings now, in addition to taking care of my basic needs,\u201d Turner said at an Oakland Fund news conference last week announcing the new housing.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" lazyautosizes lazyload\" alt=\"Sen. (Ray Chavez\/Bay Area News Group)\u00a0<\/p>\n<p>On average, teachers earn lower salaries at Oakland Unified than in any other school district in Alameda County, according to data compiled by the Oakland Education Association teachers union.<\/p>\n<p>Political tensions have intensified between some district officials and labor leaders, who in February secured double-digit wage increases for teachers over the next two years after briefly threatening a strike.<\/p>\n<p>The new apartment building may provide a kind of stopgap solution to Oakland teachers and other educators, such as lunchtime aides, who have struggled to continue living where they work.<\/p>\n<p>Educators who sign new leases at the apartment building will pay no more than 30% of their income for rent, per the nonprofit\u2019s \u201cRooted\u201d program, which spearheaded the property acquisition.<\/p>\n<p>On average, officials explained,\u00a0this would equate to about $1,820 per month for a one-bedroom unit, with two-bedroom apartments ranging between $1,740 and $2,560 rates.<\/p>\n<p>The building, constructed in 2017, offers in-unit laundry, central heating and modern stainless steel appliances. (Ray Chavez\/Bay Area News Group)<\/p>\n<p><a href=\"#\" class=\"icon-enlarge mng-gallery-fullscreen-expand\" aria-label=\"Expand fullscreen slideshow\">Expand<\/a><\/p>\n<p>\u201cWe see a nexus between education and housing,\u201d Jack Woodruff, the Oakland Fund\u2019s housing director, said in an interview. \u201cNo other housing nonprofit was doing this exact thing.\u201d<\/p>\n<p>The affordability crisis has led California legislators to consider similar paths, though they have often placed the onus on schools themselves.<\/p>\n<p>In 2016, the state approved a bill, SB 1413, that allowed public school districts to build affordable rental housing with low-income tax credits.<\/p>\n<p>Santa Clara Unified opened the Casa Del Maestro apartment complex in 2002, offering 70 units at four-fifths of market-rate rent.<\/p>\n<p>The Shirley Chisholm Village, a 135-unit complex owned by the San Francisco public schools, has seen high demand among teachers, who are entered into a lottery system to win spots.<\/p>\n<p>The apartments in North Oakland will operate on a first-come, first-served basis \u2014 one of the conditions imposed by the city government, which contributed $7 million to the Oakland Fund\u2019s property acquisition.<\/p>\n<p>\u201cWe wanted to draw a line in the sand,\u201d said Kyra Mungia, the nonprofit\u2019s CEO, \u201cand say, \u2018Oakland should be investing in itself,\u2019 rather than in outside investors who might extract value and then leave when the going gets tough.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"Oakland Fund CEO Kyra Mungia speaks during a ribbon-cutting ceremony for the 33-unit Idora Building in Oakland, Calif., on Thursday, April 2, 2026. (Ray Chavez\/Bay Area News Group)\u00a0<\/p>\n<p>Mungia, who unsuccessfully ran in 2022 for the Oakland school board, previously worked for former Mayor Libby Schaaf, whose administration championed public-private partnerships.<\/p>\n<p>The teachers\u2019 union, which <a href=\"https:\/\/www.eastbaytimes.com\/2022\/11\/11\/oakland-school-board-elections-jennifer-brouhard-nick-resnick-and-valarie-bachelor-on-way-to-seats\/\" target=\"_blank\" rel=\"noopener nofollow\">backed Mungia\u2019s labor-friendly opponent<\/a> in that race, did not participate in the Oakland Fund\u2019s initiative to buy affordable housing, the CEO said. Union leaders did not respond to an interview request.<\/p>\n<p>Oakland Unified faces a $50 million budget deficit, though it faced a larger fiscal hole earlier this year before the board approved layoffs of over 400 non-faculty staff.<\/p>\n<p>Mike Hutchinson, a vocal union critic on the school board, has insisted \u201cthere is no way our board can approve the new labor contract, because we can\u2019t afford it.\u201d<\/p>\n<p>Still, almost everyone around the district agrees Oakland teachers are generally not paid enough to afford living in the city.<\/p>\n<p>State data indicate the district\u2019s average teacher earns $84,000 a year, <a href=\"https:\/\/oaklandside.org\/2026\/02\/25\/what-to-know-oakland-teacher-strike-faq\/\" target=\"_blank\" rel=\"noopener nofollow\">ranking dead last in a list<\/a> topped by the average San Leandro Unified teacher, whose annual salary is about $129,000.<\/p>\n<p>\u201cEven if we\u2019re not working directly with\u201d the union, said Linda Yamaguchi, another Oakland Fund official, \u201cwe see a lot of alignment in the ultimate goal of making sure our educators can be part of the community.\u201d<\/p>\n<p>Shomik Mukherjee is a reporter covering Oakland.
