{"id":255905,"date":"2026-04-07T16:07:09","date_gmt":"2026-04-07T16:07:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/255905\/"},"modified":"2026-04-07T16:07:09","modified_gmt":"2026-04-07T16:07:09","slug":"san-jose-district-7-candidates-square-off-at-public-forum","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/255905\/","title":{"rendered":"San Jose District 7 candidates square off at public forum"},"content":{"rendered":"<p>District 7 voters got an early look at the candidates running to represent them on the San Jose City Council at a Thursday candidate forum, the first to be held in the district this election cycle.<\/p>\n<p>The <a href=\"https:\/\/sanjosespotlight.com\/meet-the-candidates-running-for-district-7-san-jose-city-council\/\" rel=\"nofollow noopener\" target=\"_blank\">four candidates<\/a> facing off in the June 2 primary \u2014 incumbent Councilmember Bien Doan, City Hall staffer Hanh-Giao \u201cHG\u201d Nguyen, International Brotherhood of Electrical Workers union member Rafael Garcia and Van Le, an East Side Union High School District trustee \u2014 fielded wide-ranging questions over the course of an hour and a half at the Franklin-McKinley School District board room.<\/p>\n<p>Several areas of agreement emerged as the candidates laid out their platforms. All said they would seek to improve public safety, <a href=\"https:\/\/sanjosespotlight.com\/student-homelessness-grows-in-san-jose-esuhsd-east-side-union-high-school-district\/\" rel=\"nofollow noopener\" target=\"_blank\">reduce homelessness<\/a>\u00a0and address quality of life issues such as <a href=\"https:\/\/sanjosespotlight.com\/san-jose-blight-program-buried-in-trash-cleanup-illegal-dumping-beautify-sj\/\" rel=\"nofollow noopener\" target=\"_blank\">blight<\/a> and street conditions. Rather than clashing over policy, the candidates diverged most sharply over how they view the district\u2019s overall trajectory.<\/p>\n<p>\u201cDistrict 7 needs a lot of help and a lot of cleanup,\u201d Nguyen, a longtime leader in the city\u2019s Vietnamese community who presently works in District 5 Councilmember Peter Ortiz\u2019s office, said. \u201cWe can talk all day long, but I walk out and I still see encampments and still see blight up to my head. I still see criminals running around. I want to clean that up.\u201d<\/p>\n<p>Le, who founded the popular Children\u2019s Moon Festival before becoming a <a href=\"https:\/\/sanjosespotlight.com\/east-side-union-high-school-trustee-board-member-van-le-jumps-into-san-jose-city-council-race-district-7\/\" rel=\"nofollow noopener\" target=\"_blank\">longtime education leader<\/a>, also made the case that the district needs new leadership.<\/p>\n<p>\u201cI want to serve on city council because District 7 deserves leadership that listens, delivers results and focuses on long-term solutions,\u201d Le said. \u201cFamilies face rising costs, safety concerns and too often feel unheard. I bring experience, accountability and the commitment to make every dollar count for the community.\u201d<\/p>\n<p>Le left the event early to attend a special meeting of the East Side Union High School District board.<\/p>\n<p>Le and Nguyen have <a href=\"https:\/\/sanjosespotlight.com\/san-jose-official-wants-city-hall-staffer-fired-for-heckling\/\" rel=\"nofollow noopener\" target=\"_blank\">publicly clashed with Doan<\/a>, and the pair have incorporated these <a href=\"https:\/\/sanjosespotlight.com\/san-jose-politicians-rival-runs-for-d7-seat\/\" rel=\"nofollow noopener\" target=\"_blank\">longstanding feuds<\/a> into their electoral cases against the incumbent.<\/p>\n<p>For his part, Doan <a href=\"https:\/\/sanjosespotlight.com\/bien-doan-nabs-dual-endorsements-in-san-jose-district-7-race\/\" rel=\"nofollow noopener\" target=\"_blank\">stood by his three-year track record<\/a> in office, during which time he has championed causes supported by the city\u2019s <a href=\"https:\/\/sanjosespotlight.com\/will-san-joses-vietnamese-heritage-garden-ever-blossom\/\" rel=\"nofollow noopener\" target=\"_blank\">Vietnamese community<\/a>\u00a0and provided a reliable vote in favor of boosting public safety resources.<\/p>\n<p>\u201cThe citizens see the street is cleaner. It\u2019s tangible. You can actually see it,\u201d Doan, who <a href=\"https:\/\/sanjosespotlight.com\/san-jose-ex-politician-former-city-councilmember-wont-give-up-social-media-accounts\/\" rel=\"nofollow noopener\" target=\"_blank\">won his seat in 2022<\/a> after a <a href=\"https:\/\/sanjosespotlight.com\/san-jose-vietnamese-residents-have-representation-again-bien-doan-district-7-d7-election-2022\/\" rel=\"nofollow noopener\" target=\"_blank\">21-year career<\/a> with the San Jose Fire Department, said. \u201cDistrict 7 has never been safer. \u2026 Our citizens actually can see the improvement in the quality of life.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-231212 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/IMG_5284-1024x768.jpg\" alt=\"Candidates sitting behind a table.\" width=\"1024\" height=\"768\"\/>District 7 voters gathered inside the Franklin-McKinley School District board room as four candidates seeking the district\u2019s City Council seat squared off in their first public forum. Photo courtesy of D7 Leadership Group.<\/p>\n<p>Throughout the night, Garcia steered clear of any direct attack on his fellow candidates, instead framing his candidacy around his blue collar background and extensive work coaching youth sports.<\/p>\n<p>\u201cI\u2019m running to make sure working people have a stronger voice at City Hall,\u201d Garcia said. \u201cMy campaign is about public safety, opportunity and making sure San Jose works better for working families.\u201d<\/p>\n<p>He also said that he would place a heavy focus on supporting public events and youth activities as a means of driving civic engagement.<\/p>\n<p>\u201cI hate to see when I drive by a ballpark and there are no kids in the afternoon,\u201d he said. \u201cI was raised where there was not an empty spot anywhere, so I would like to bring that back to our community.\u201d<\/p>\n<p>Whoever wins the race \u2014 which will go to a November runoff if no candidate wins a clear majority in June \u2014 will represent a district that encompasses parts of central and East San Jose. That includes the Little Saigon Business District, a cultural and commercial hub for the approximately <a href=\"https:\/\/sanjosespotlight.com\/fact-brief-does-san-jose-have-the-largest-vietnamese-population-of-any-city-in-the-world-outside-of-vietnam\/\" rel=\"nofollow noopener\" target=\"_blank\">145,000 residents of Vietnamese descent in the city<\/a>. The district also has a sizable Latino voter base.<\/p>\n<p>Concerns over public safety surfaced several times during the candidate forum, which was co-hosted by the South Bay chapter of the League of Women Voters and the D7 Leadership Group. Doan highlighted his efforts on council to improve recruitment and retention at the <a href=\"https:\/\/sanjosespotlight.com\/san-jose-police-get-millions-in-pay-raises-sjpd\/\" rel=\"nofollow noopener\" target=\"_blank\">San Jose Police Department,<\/a> as well as his support for the tough on crime state ballot measure <a href=\"https:\/\/sanjosespotlight.com\/san-jose-leaders-push-proposition-36-as-critics-fight-back\/\" rel=\"nofollow noopener\" target=\"_blank\">Proposition 36<\/a>.<\/p>\n<p>\u201cWe are the safest city in America. Why? Because we work hard at it,\u201d Doan said.<\/p>\n<p>But Le argued the city needs to employ a <a href=\"https:\/\/sanjosespotlight.com\/san-jose-homeless-audit-highlights-failed-accountability\/\" rel=\"nofollow noopener\" target=\"_blank\">more thoughtful approach<\/a> as it seeks to shore up its chronically understaffed police force while also confronting a <a href=\"https:\/\/sanjosespotlight.com\/san-jose-faces-tough-choices-to-balance-budget-shortfall\/\" rel=\"nofollow noopener\" target=\"_blank\">multiyear budget deficit<\/a>.<\/p>\n<p>\u201cWe don\u2019t just need more officers,\u201d she said. \u201cWe need smarter deployment and stronger prevention. We spend <a href=\"https:\/\/sanjosespotlight.com\/san-jose-spent-58m-on-police-overtime-last-year\/\" rel=\"nofollow noopener\" target=\"_blank\">millions on overtime<\/a> because we are understaffed.\u201d<\/p>\n<p>The event\u2019s moderator, League of Women Voters member Gloria Chun Hoo, also asked candidates for their stances on several specific policy questions related to public safety and homelessness.<\/p>\n<p>The candidates generally voiced support for the city\u2019s <a href=\"https:\/\/sanjosespotlight.com\/san-jose-weighs-new-safeguards-for-flock-license-plate-reader-cameras\/\" rel=\"nofollow noopener\" target=\"_blank\">automated license plate reader program<\/a>, arguing its public safety benefits outweigh the privacy concerns raised by many residents.<\/p>\n<p>Three of the candidates \u2014 Le, Doan and Garcia \u2014 signaled support for Mayor Matt Mahan\u2019s recent proposal to generate revenue by requiring people living in city-backed homeless shelters to <a href=\"https:\/\/sanjosespotlight.com\/san-jose-looks-to-cut-homeless-shelter-operating-costs\/\" rel=\"nofollow noopener\" target=\"_blank\">pay fees of up to 30% of their income<\/a>. Only Nguyen voiced clear opposition.<a href=\"https:\/\/cta-na2.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLLpG94agKIRKh43RT9zHzDdhm5RE9S0UfmUoKu2g41I464ysR6ItJM2dnlYbhYli6FiL%2F%2BDwRP6ky7NwbDQRZuxLg6MnZHAwxwxqFIHzB7utss%3D&amp;webInteractiveContentId=321838904008&amp;portalId=44356355\" target=\"_blank\" rel=\"noopener nofollow\"><br \/><img decoding=\"async\" class=\"aligncenter\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/03\/interactive-321838904008.png\" alt=\"In-line Donation CTA 2026 (950 x 287 px)\"\/><\/a>Views were more mixed when the candidates were asked whether they support Mahan\u2019s decision to <a href=\"https:\/\/sanjosespotlight.com\/san-jose-activists-oppose-diverting-affordable-housing-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">divert a greater share of funds from Measure E<\/a>, a 2020 voter approved source of funding for housing support, away from permanent affordable housing toward temporary shelters. The issue became a flashpoint during last year\u2019s budget negotiations, when the mayor led a successful push to <a href=\"https:\/\/sanjosespotlight.com\/san-jose-mayor-wants-to-permanently-shift-measure-e-affordable-housing-funds\/\" rel=\"nofollow noopener\" target=\"_blank\">reallocate $39 million toward shelter expansion<\/a>.<\/p>\n<p>The candidates spoke about the need to provide both forms of housing support, while Nguyen again voiced the most forceful opposition to Mahan\u2019s policy.<\/p>\n<p>\u201cWhen I voted for Measure E, I voted for affordable housing for working families,\u201d she said. \u201cFor some reason, it\u2019s been used for homeless people, and because of that, I think we didn\u2019t take care of the root of the problem.\u201d<\/p>\n<p>At another point, Le called for greater accountability in the city\u2019s spending on homelessness programs.<\/p>\n<p>\u201cWhat are we getting for it?\u201d she said. \u201cTemporary solutions are not a strategy. We need a path to permanent housing.
