Answers are published every Tuesday.<\/p>\n<p>District 2 covers neighborhoods in the north of the city including the Presidio, the Marina, Cow Hollow, Pacific Heights, Presidio Heights, Anza Vista, and portions of the Western Addition and North of the Panhandle.<\/p>\n<p>For years, San Francisco has taken a \u201chousing first\u201d approach to homelessness. That means that the city will place homeless people in permanent supportive housing even if the person is still struggling with addiction, unemployment, mental health, or physical health.\u00a0<\/p>\n<p>The hope is that the stability of permanent housing sets the person up for success with their other issues \u2014 an idea that studies have mostly <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/25465295\/\" rel=\"nofollow noopener\" target=\"_blank\">backed<\/a> <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0376871614018821\" rel=\"nofollow noopener\" target=\"_blank\">up<\/a>. A \u201chousing first\u201d approach decreases homelessness, ER visits and hospitalizations. The data is less clear, though, on whether it helps residents address their drug use.\u00a0<\/p>\n<p>In San Francisco, residents currently cannot be evicted from any of the city\u2019s permanent supportive housing solely because they are using drugs.\u00a0<\/p>\n<p>Supervisor Matt Dorsey wants to change that. This March, Dorsey re-introduced <a href=\"https:\/\/sfgov.legistar.com\/LegislationDetail.aspx?ID=7697870&amp;GUID=CF754DBB-74C6-477D-9597-02DA184BC72E&amp;Options=ID%7CText%7C&amp;Search=permanent\" rel=\"nofollow noopener\" target=\"_blank\">legislation<\/a> that would require new permanent supportive housing built by the city to allow evictions for illicit drug use.\u00a0<\/p>\n<p>As Dorsey told <a href=\"https:\/\/www.sfexaminer.com\/news\/public-health\/dorsey-proposes-drug-free-permanent-supportive-housing\/article_0766ea47-616f-4bc0-9319-eea9a19f5a71.html\" rel=\"nofollow noopener\" target=\"_blank\">The Examiner<\/a>, the current \u201cdrug tolerant\u201d housing approach \u201cposes some real problems for people who are in recovery or seeking to get into recovery, because we\u2019re putting them in environments where they\u2019re not succeeding.\u201d<\/p>\n<p>But the legislation has drawn criticism from homelessness advocates like Jennifer Friedenbach, who told <a href=\"https:\/\/www.sfexaminer.com\/news\/public-health\/dorsey-proposes-drug-free-permanent-supportive-housing\/article_0766ea47-616f-4bc0-9319-eea9a19f5a71.html\" rel=\"nofollow noopener\" target=\"_blank\">The Examiner<\/a> that the legislation \u201cclearly\u201d allows people to be evicted for relapsing. \u201cIt brings up just a lot of tenant-rights issues,\u201d she said.\u00a0<\/p>\n<p>Dorsey said that while his legislation does not make a hard and fast rule about what amount of drug use would warrant an eviction, his intention is that \u201ca relapse is not treated as a one-and-done. People are offered services and a chance to come back.\u201d<\/p>\n<p>This week\u2019s question: Would you vote for Dorsey\u2019s sober housing legislation? Too often, these buildings struggle with open drug use and unsafe conditions, which undermine outcomes for residents and neighbors alike.\u00a0<\/p>\n<p>I would consider Supervisor Matt Dorsey\u2019s legislation if it is realistic, enforceable, and paired with access to treatment, mental health care, and strong case management.
