It was replaced by speed humps and new stripes.<\/p>\n<p>\u201cWe worked to install a speed cushion in the middle of the block between 9th and 10th Avenues, install small painted and raised median islands on both Kirkham Street approaches to 10th Avenue, and paint crosswalk markings at 10th Avenue and Kirkham Street,\u201d wrote SFMTA\u2019s media department, in an email to Streetsblog.<\/p>\n<p>Streetsblog readers will recall that the neck-down, described as an \u201cexperimental\u201d treatment to force drivers to look up from their cell phones and navigate the block at safe speeds, was installed last year.<a href=\"https:\/\/sf.streetsblog.org\/2025\/12\/02\/sfmta-preps-to-remove-kirkham-neck-down\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u00a0SFMTA collected data and found that it was working as intended: slowing traffic to a safe speed. It also did not cause any delays<\/a> or collisions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"768\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/PXL_20250127_213921839.MP_.jpg\" alt=\"\" class=\"wp-image-470713\"  \/>The Kirkham neck-down worked as intended, forcing motorists to put their cell phones down and pay attention. So SFMTA removed it. Photo: Streetsblog\/Rudick<\/p>\n<p>In other words, SFMTA finally installed a modest concrete treatment used throughout the world to force drivers to slow down and be safe. But a handful of loud motorists complained to <a href=\"https:\/\/sf.streetsblog.org\/2024\/04\/29\/supervisor-melgar-betrays-promises-sells-out-family-killed-in-west-portal\" rel=\"nofollow noopener\" target=\"_blank\">District 7 Supervisor Myrna Melgar<\/a>, who in turn complained to SFMTA, an ostensibly independent city agency. Out came the jackhammers.<\/p>\n<p>So how much did all this cost? Here are the figures from SFMTA:<\/p>\n<p>Install:<\/p>\n<p>Neck-down islands = $6,348<\/p>\n<p>Sign Shop = $1,400<\/p>\n<p>Paint Shop = $1,700<\/p>\n<p>Tearing it out and replacing it:<\/p>\n<p>Removing the neck-down islands and installing a new concrete island at 10th Ave = $6,632<\/p>\n<p>New speed cushion = $11,621<\/p>\n<p>New signs = $1,100<\/p>\n<p>New paint = $13,000 (new crosswalks at 10th Ave, new painted island at 10th Ave, striping adjustments, speed cushion chevrons)\u00a0<\/p>\n<p>It\u2019s worth noting that this location is just a few blocks from where <a href=\"https:\/\/sf.streetsblog.org\/2026\/03\/11\/op-ed-double-parking-likely-contributed-to-inner-sunset-tragedy\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a cyclist lost her leg<\/a>\u00a0last month because <a href=\"https:\/\/sf.streetsblog.org\/2023\/09\/18\/city-has-concrete-barriers-for-salesforce-but-not-to-stop-traffic-violence\" rel=\"nofollow noopener\" target=\"_blank\">the city \u201ccan\u2019t afford\u201d to put in safe infrastructure<\/a>, such as <a href=\"https:\/\/sf.streetsblog.org\/2024\/08\/08\/commentary-concrete-now-is-a-chant-all-advocates-need-to-repeat\" rel=\"nofollow noopener\" target=\"_blank\">concrete-protected bike lanes<\/a>. Streetsblog, meanwhile, watched as drivers sped over the Kirkham speed hump almost as if it weren\u2019t there.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"768\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/Abloginlondonpinchpoint.jpg\" alt=\"\" class=\"wp-image-470716\"  \/>They call neck-downs \u2018pinch points\u2019 in London, as seen here. Image: Google maps<\/p>\n<p>If there had <a href=\"https:\/\/sf.streetsblog.org\/2024\/04\/25\/commentary-there-is-zero-ambiguity-to-the-west-portal-tragedy\" rel=\"nofollow noopener\" target=\"_blank\">been neck-downs on Ulloa<\/a>, would the Pinto-Oliveira family have died at the hands of a <a href=\"https:\/\/sf.streetsblog.org\/2026\/03\/23\/s-f-judge-decides-utterly-reckless-driving-is-not-a-serious-crime\" rel=\"nofollow noopener\" target=\"_blank\">reckless motorist<\/a> going over 70 mph through a residential neighborhood? If there were neck-downs on 4th and Channel Way, <a href=\"https:\/\/sf.streetsblog.org\/2026\/03\/02\/driver-kills-two-year-old-child-in-mission-rock\" rel=\"nofollow noopener\" target=\"_blank\">would a toddler have been killed by a distracted motorist<\/a>? In those situations <a href=\"https:\/\/sf.streetsblog.org\/2024\/02\/06\/commentary-two-more-traffic-horrors-underscore-why-we-need-concrete-barrier-speed-limiters\" rel=\"nofollow noopener\" target=\"_blank\">and hundreds like them, the answer would usually be \u201cno\u201d<\/a>, because the oblivious and\/or speeding drivers would have crashed into a neck-down long before they had a chance to kill someone. Or they wouldn\u2019t have been driving recklessly in the first place.<\/p>\n<p>\u201cDangerous speeding threatens our lives and our communities. With speed as the #1 cause of severe and fatal traffic crashes in San Francisco, we should be celebrating solutions like this and asking for more,\u201d <a href=\"https:\/\/sf.streetsblog.org\/2025\/01\/29\/the-kirkham-neck-down-works-great\" rel=\"nofollow noopener\" target=\"_blank\">wrote Walk S.F.\u2019s Marta Lindsey when asked about the value of the neck-down a few months ago.<\/a><\/p>\n<p>The city has a binary choice: prioritize motoring convenience or take Vision Zero seriously and build for safety. <a href=\"https:\/\/sf.streetsblog.org\/2023\/12\/22\/commentary-san-francisco-spent-ten-years-trying-to-fake-its-way-to-vision-zero\" rel=\"nofollow noopener\" target=\"_blank\">City electeds repeatedly choose political expediency and motoring convenience<\/a>, with <a href=\"https:\/\/sf.streetsblog.org\/2024\/03\/22\/commentary-poor-leadership-is-the-through-line-of-the-west-portal-vision-zero-stories\" rel=\"nofollow noopener\" target=\"_blank\">horrific results<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"San Francisco crews recently removed the \u201cneck-down\u201d safety feature on Kirkham between 9th and 10th Avenues.
