{"id":269873,"date":"2026-04-16T00:03:11","date_gmt":"2026-04-16T00:03:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ca\/269873\/"},"modified":"2026-04-16T00:03:11","modified_gmt":"2026-04-16T00:03:11","slug":"after-reelection-loss-chair-fernando-dutra-to-leave-metro-board","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ca\/269873\/","title":{"rendered":"After Reelection Loss, Chair Fernando Dutra to Leave Metro Board"},"content":{"rendered":"<p>In yesterday\u2019s Whittier City Council elections, challenger Aida Susie Macedo unseated incumbent Fernando Dutra. <a href=\"https:\/\/www.cityofwhittier.org\/government\/city-clerk\/elections-information\/election-results-voting-statistics\" rel=\"nofollow noopener\" target=\"_blank\">Current (preliminary) counts<\/a> show Macedo with 67% of votes, and Dutra with 27%. <a href=\"https:\/\/www.instagram.com\/p\/DXJ-9rSD2lQ\/\" rel=\"nofollow noopener\" target=\"_blank\">Dutra has conceded to Macedo<\/a>.<\/p>\n<p>The Whittier council races, though officially non-partisan, made <a href=\"https:\/\/www.newsweek.com\/democrats-flip-seats-california-11830549\" rel=\"nofollow noopener\" target=\"_blank\">national headlines<\/a> as three Democrat-endorsed challengers unseated three Republican-endorsed incumbents.<\/p>\n<p><a href=\"https:\/\/la.streetsblog.org\/2021\/03\/08\/whittier-councilmember-fernando-dutra-appointed-to-metro-board\" rel=\"nofollow noopener\" target=\"_blank\">Since 2021<\/a>, Dutra has served on the Metro Board as the subregion representative for the South Bay. He is currently the <a href=\"https:\/\/la.streetsblog.org\/2025\/07\/09\/whittier-councilmember-fernando-dutra-is-new-metro-board-chair\" rel=\"nofollow noopener\" target=\"_blank\">Board Chair<\/a>. However, his membership requires him to hold elected office <a href=\"https:\/\/codes.findlaw.com\/ca\/public-utilities-code\/puc-sect-130051-6\/\" rel=\"nofollow noopener\" target=\"_blank\">per state law<\/a>. When Macedo is sworn in on April 28, Dutra will no longer be eligible to be a member of the board.<\/p>\n<p>Who Will Be the Board Chair?<\/p>\n<p>Dutra will likely remain on the board to chair the April 23 regular board meeting. However, it\u2019s not clear who will be chair in May and June. Officially Dutra\u2019s departure shifts chair to First Vice Chair Jaqueline Dupont-Walker, an appointee of Los Angeles Mayor Karen Bass. The chairpersonship is already scheduled to rotate to Dupont-Walker (or Bass) on July 1.<\/p>\n<p>Alternately another subregion representative (such as Glendale City Councilmember Ara Najarian, who has chaired in the past) could step in for two months.<\/p>\n<p>Long-term Impact to the Board<\/p>\n<p>The Metro Board Chair is not a powerful position; it is mostly ceremonial and with control over agenda setting. There is potential for a significant power shift when Dutra\u2019s replacement is seated on the Metro Board.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"707\" height=\"952\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/2024-Metro-Service-Council-Gateway-Cities-768x994-1.jpg\" alt=\"\" class=\"wp-image-225414\" style=\"aspect-ratio:0.7426682607778324;width:290px;height:auto\"  \/>Metro Gateway Cities subregion \u2013 click to enlarge<\/p>\n<p>The 13-member Metro board includes five County Supervisors, four L.A. City representatives, and four subregion representatives. Dutra represents the Gateway Cities subregion: Southeast L.A. County.<\/p>\n<p>In a <a href=\"https:\/\/assets-us-01.kc-usercontent.com\/0234f496-d2b7-00b6-17a4-b43e949b70a2\/90faabef-2ffc-4d35-9a35-c9a885077bc6\/1047906_MTARulesandRegulations05-07-18.pdf\" rel=\"nofollow noopener\" target=\"_blank\">somewhat obscure process<\/a>, Dutra\u2019s replacement will be elected by a body known as the Los Angeles County City Selection Committee. In electing their Metro representative the Gateway Cities cast votes weighted by population. Long Beach, by far the most populous city in the subregion has 48 votes of 173 total \u2013 over a quarter of all votes. Other relatively large cities include Bellflower (8 votes), Compton (10), Downey (11) Lakewood (8), Norwalk (11), and Whittier (9). Many cities with few residents \u2013 Commerce, Signal Hill, Vernon \u2013 get just one vote. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"684\" height=\"793\" src=\"https:\/\/www.newsbeep.com\/us-ca\/wp-content\/uploads\/2026\/04\/GatewayCitiescommitteebreakdown2019.jpg\" alt=\"\" class=\"wp-image-225417\"  \/>Gateway Cities population-based vote totals \u2013 via <a href=\"https:\/\/assets-us-01.kc-usercontent.com\/0234f496-d2b7-00b6-17a4-b43e949b70a2\/90faabef-2ffc-4d35-9a35-c9a885077bc6\/1047906_MTARulesandRegulations05-07-18.pdf\" rel=\"nofollow noopener\" target=\"_blank\">City Selection Committee rules<\/a><\/p>\n<p>At some point in the next month, the county will convene a Gateway Cities City Section Committee meeting. <a href=\"https:\/\/cityselection.lacounty.gov\/\" rel=\"nofollow noopener\" target=\"_blank\">The time and date should be posted at this county webpage<\/a>.<\/p>\n<p>While Dutra has championed the Eastside Metro E Line light rail extension (which will extend to Whittier), he has been an <a href=\"https:\/\/la.streetsblog.org\/2025\/07\/09\/whittier-councilmember-fernando-dutra-is-new-metro-board-chair\" rel=\"nofollow noopener\" target=\"_blank\">enthusiastic supporter of many Metro freeway expansion projects<\/a>. Whittier tends to be one of more suburban cities in the diverse Gateway Cities. His replacement could represent a more urban constituency, perhaps from Long Beach or the Southeast L.A.
