WELL, THE FAMILY OF A MAN ALLEGEDLY KILLED BY HIS CARETAKER IN SACRAMENTO SAYS HIS DEATH COULD HAVE BEEN PREVENTED WITH PROPER SUPERVISION FROM THE CITY, THE COUNTY AND THE STATE. RICHARD MCCLINTOCK WAS FOUND DEAD IN HIS APARTMENT LAST YEAR. IN NOVEMBER, THE 59 YEAR OLD HAD CEREBRAL PALSY. INVESTIGATORS SAY THAT HIS CARETAKER MURDERED HIM AND THEN STOLE HIS MONEY IN A NEWLY FILED CIVIL LAWSUIT. HIS FAMILY SAYS THAT THEY REPORTED CONCERNS ABOUT MCCLINTOCK\u2019S SAFETY, INCLUDING THAT HE WAS BEING NEGLECTED, DENIED NECESSARY MEDICATION AND BEING PREVENTED FROM CONTACTING HIS FAMILY. HIS CARETAKER, CHRISTINA COLLINS, IS CURRENTLY IN JAIL ON CHARGES OF MURDER AND EMBEZZLEMENT. WE DID REACH OUT TO THOSE NAMED IN THE LAWSUIT, THE CITY AN\n\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>\n\t\t\t\t\t\tThe family of Richard McClintic, a Sacramento man with cerebral palsy who was allegedly killed by his caretaker, has filed a civil lawsuit claiming city, county and state agencies failed to protect him despite concerns raised about his safety.   McClintic, 59, was found dead in his apartment in November. Investigators said his caretaker, Christina Cowens, murdered him and stole his money. A felony complaint filed in November said prosecutors believe McClintic was murdered in July, more than four months before his body was found.  In the civil lawsuit filed on April 7, McClintic\u2019s family said they had reported concerns about his safety, including allegations that he was being neglected, denied necessary medication, and prevented from contacting family.According to McClintic&#8217;s death certificate, included in the suit, his cause of death was &#8220;homicidal asphyxiation including smothering.&#8221; The family claims the defendants failed to ensure he was safe.Cowens is currently in jail on charges of murder and embezzlement.KCRA 3 Investigates reached out to those named in the lawsuit. The City and County of Sacramento along with the Department of Social Services, all said they could not comment on pending litigation.  The lawsuit says Alta California Regional Center hired Richard&#8217;s caretaker, but when we reached out to Alta, the agency said Cowens had never been employed by ACRC.Sacramento Police listed Cowens as an IHSS caregiver.
